a line to be fixed on the ground leaving the following places in Poland: Konarzin, Kelpin, Adl. Briesen, and in Germany: Sampohl, Neuguth, Steinfort, Gr. Peterkau;

then the boundary of Pomerania in an easterly direction to its junction with the boundary between the Kreise of Konitz and Schlochau;

thence northwards the boundary between Pomerania and West Prussia to the point on the river Rheda about 3 kilometers north-west of Gohra where that river is joined by a tributary from the north-west;

thence to a point to be selected in the bend of the Piasnitz river about 1 1/2 kilometres north-west of Warschkau:

a line to be fixed on the ground;

thence this river downstream, then the median line of Lake Zarnowitz, then the old boundary of West Prussia to the Baltic Sea.

8. With Denmark:

The frontier as it will be fixed in accordance with Articles 109 to 111 of Part III, Section XII (Schleswig).

ARTICLE 28.

The boundaries of East Prussia, with the reservations made in Section IX (East Prussia) of Part III, will be determined as follows:

from a point on the coast of the Baltic Sea about 1 1/2 kilometres north of Pröbbernau church in a direction of about 159° East from true North:

a line to be fixed on the ground for about 2 kilometres;

thence in a straight line to the light at the bend in the Elbing Channel in approximately latitude 54° 19' 1/2 North, longitude 19° 26' East of Greenwich; thence to the easternmost mouth of the Nogat River at a bearing of approximately 209° East from true North;

thence up the course of the Nogat River to the point where the latter leaves the Vistula (Weichsel);

thence up the principal channel of navigation of the Vistula, then the southern boundary of the Kreis of Marienwerder, then that of the Kreis of Rosenberg eastwards to the point where it meets the old boundary of East Prussia;

de là, l'ancienne frontière entre la Prusse occidentale et la Prusse orientale, puis la limite entre les cercles d'Osterode et de Neidenburg, puis vers l'aval le cours de la rivière Skottau, puis vers l'amont le cours de la Neide, jusqu'au point situé à environ 5 kilomètres à l'Ouest de Bialutten et le plus rapproché de l'ancienne frontière de Russie;

de là, vers l'Est, et jusqu'à un point immédiatement au Sud de l'intersection de la route Neidenburg-Mlava et de l'ancienne frontière de Russie:

une ligne à déterminer sur le terrain passant au Nord de Bialutten;

de là, l'ancienne frontière de Russie jusqu'à l'Est de Schmalleningken, puis vers l'aval le chenal de navigation principal du Niemen (Memel), puis le bras Skierwieth du delta jusqu'au Kurisches Haff;

de là, une ligne droite jusqu'au point de rencontre de la rive orientale de la Kurische Nehrung et de la limite administrative, à 4 kilomètres environ au Sud-Ouest de Nidden;

de là, cette limite administrative jusqu'à la rive occidentale de la Kurische Nehrung.

ARTICLE 29.

Les frontières telles qu elles viennent d'être décrites sont tracées en rouge sur une carte au millionième, qui est annexée au présent Traité sous le n° 1.

En cas de divergences entre le texte du Traité et cette carte ou toute autre carte annexée, c'est le texte qui fera foi.

En ce qui concerne les frontières définies par un cours d'eau, les termes "chenal" employés dans les descriptions du présent Traité signifient: d'une part, pour les fleuves non navigables, la ligne médiane du cours d'eau ou de son bras principal, et d'autre part, pour les fleuves navigables, la ligne médiane du chenal de navigation principal. Toutefois, il appartiendra aux Commissions de délimitation prévues par le présent Traité de spécifier si la ligne frontière suivra, dans ses déplacements éventuels, le cours ou le chenal ainsi défini, ou si elle sera déterminée d'une manière définitive par la position du cours ou du chenal, au moment de la mise en vigueur du présent Traité.

a line to be fixed on the ground passing north of Bialutten; thence the old frontier of Russia to a point east of Schmalleningken, then the principal channel of navigation of the Niemen (Memel) downstream, then the Skierwieth arm of the delta to the Kurisches Haff;

thence a straight line to the point where the eastern shore of the Kurische Nehrung meets the administrative boundary about 4 kilometres south-west of Nidden;

thence this administrative boundary to the western shore of the Kurische Nehrung.

ARTICLE 29.

The boundaries as described above are drawn in red on a one-in-a-million map which is annexed to the present Treaty (Map No. 1).

In the case of any discrepancies between the text of the Treaty and this map or any other map which may be annexed, the text will be final.

ARTICLE 30.

In the case of boundaries which are defined by a waterway, the terms "course" and "channel" used in the present Treaty signify: in the case of non-navigable rivers, the median line of the waterway or of its principal arm, and, in the case of navigable rivers, the median line of the principal channel of navigation. It will rest with the Boundary Commissions provided by the present Treaty to specify in each case whether the frontier line shall follow any changes of the course or channel which may take place or whether it shall be definitely fixed by the position of the course or channel at the time when the present Treaty comes into force.

PARTIE III.

CLAUSES POLITIQUES EUROPÉENNES.

SECTION 1.

BELGIQUE.

ARTICLE 31.

L'Allemagne reconnaissant que les Traités du 19 avril 1839, qui établissaient avant la guerre le régime de la Belgique, ne correspondent plus aux circonstances actuelles, consent à l'abrogation de ces Traités et s'engage dès à présent à reconnaître et à observer toutes conventions, quelles qu'elles soient, que pourront passer les Principales Puissances alliées, et associées, ou certaines d'entre elles, avec les Gouvernements de Belgique ou des Pays-Bas, à l'effet de remplacer lesdits Traités de 1839. Si son adhésion formelle à ces conventions ou à quelques unes de leurs dispositions était requise, l'Allemagne s'engage dès maintenant à la donner.

ARTICLE 32.

L'Allemagne reconnait la pleine souveraineté de la Belgique sur l'ensemble du territoire contesté de Moresnet (dit Moresnet neutre).

ARTICLE 33.

L'Allemagne renonce, en faveur de la Belgique, à tous droits et titres sur le territoire du Moresnet prussien situé à l'Ouest de la route de Liége à Aix-la-Chapelle; la partie de la route en bordure de ce territoire appartiendra à la Belgique,

PART III.

POLITICAL CLAUSES FOR EUROPE.

SECTION I.

BELGIUM.

ARTICLE 31.

*Germany, recognizing that the Treaties of April 19, 1839, which established the status of Belgium before the war, no longer conform to the requirements of the situation, consents to the abrogation of the said Treaties and undertakes immediately to recognize and to observe whatever conventions may be entered into by the Principal Allied and Associated Powers, or by any of them, in concert with the Governments of Belgium and of the Netherlands, to replace the said Treaties of 1839. If her formal adhesion should be required to such conventions or to any of their stipulations, Germany undertakes immediately to give it.

ARTICLE 32.

Germany recognizes the full sovereignty of Belgium over the whole of the contested territory of Moresnet (called Morsenet neutre).

ARTICLE 33.

Germany renounces in favour of Belgium all rights and title over the territory of Prussian Moresnet situated on the west of the road from Liége to Aix-la-Chapelle; the road will belong to Belgium where it bounds this territory.
