PREFACE TO SECOND EDITION.

WHEN 4,000,000 persons residing in houses, some of which are built without due regard to Sanitary arrangements, and so crowded together as is the case in the metropolitan area, very careful attention and a systematic inspection as to the sanitary condition of the dwellings of both the poor and the rich and their surroundings are imperative, which, if neglected, must eventually bring in their train the usual results of zymotic disease and death.

Public attention has been recently directed to the subject, and the question of appointing additional Sanitary Inspectors is at the present time prominently before the vestries, district boards, and urban sanitary authorities; therefore it is an opportune occasion for the appearance of the Second Edition of this work.

A few days ago a deputation from the Lord Mayor's Mansion House Committee on Workmen's Dwellings waited upon the President of the Local Government Board, Sir Charles Dilke; during the interview the President stated amongst other matters that, "it has been said here to-day that there are not enough Inspectors in London appointed by these local bodies, and one of the speakers-Lord Claud Hamilton, I
