bilities; and I know that the conquest of British America is an impossibility. You cannot, my Lords, you can not conquer America. What is your present situation there? We do not know the worst; but we know that in three campaigns we have done nothing, and suffered much. You may swell every expense, accumulate every assistance, and extend your traffic to the shambles of every German despot: your attempts will be for ever vain and impotent-doubly so, indeed, from this mercenary aid on which you rely; for it irritates, to an incurable resentment, the minds of your adversaries, to over-run them with the mercenary sons of rapine and plunder, devoting them and their possessions to the rapacity of hireling cruelty. If I were an American, as I am an Englishman, while a foreign troop was landed in my country, I never would lay down my arms;-never, never,

never!

But, my Lords, who is the man, that, in addition to the disgraces and mischiefs of the war, has dared to authorise and associate to our arms the tomahawk and scalping-knife of the savage?-to call into civilised alliance the wild and inhuman inhabitant of the woods?-to delegate to the merciless Indian the defence of disputed rights, and to wage the horrors of his barbarous war against our brethren? My Lords, these enormities cry aloud for redress and punishment. But, my Lords, this barbarous measure has been defended, not only on the principles of policy and necessity, but also on those of morality; for it is perfectly allowable,' says Lord Suffolk, 'to use all the means, which God and nature have put into our hands.' I am astonished, I am shocked, to hear such principles confessed; to hear them avowed in this House, or in this country. My Lords, I did not intend to encroach so much on your attention, but I cannot repress my indignation-I feel myself impelled to speak. My Lords, we are called upon, as members of this House, as men, as Christians, to protest against such horrible barbarity!That God and nature have put into our hands!' What ideas of God and nature that noble Lord may entertain, I know not; but I know, that such detestable principles are equally abhorrent to religion and humanity. What! to attribute the sacred sanction of God and nature to the massacres of the Indian scalping-knife !-to the cannibal savage, torturing, murdering, devouring, drinking the blood of his mangled victims! Such notions shock every precept of morality, every feeling of humanity, every sentiment of honour. These abominable principles, and this more abominable avowal of them, demand the most decisive indignation.

I call upon that Right Reverend, and this most Learned Bench, to vindicate the religion of their God-to support the justice of their country. I call upon the bishops, to interpose the unsullied sanctity of their lawn ;-upon the judges, to interpose the purity of their ermine, to save us from this pollution. I call upon the honour of your Lordships, to reverence the dignity of your ancestors, and to maintain your own. I call upon the spirit and humanity of my country, to vindicate the national character. I invoke the Genius of the Constitution! From the tapestry that adorns these walls, the immortal ancestor of this noble lord frowns with indignation at the disgrace of his country. To send forth the merciless cannibal, thirsting for blood! Against whom?— your brethren ! To lay waste their country, to desolate their dwellings, and extirpate their race and name, by the aid and instrumentality of these horrible hounds of war! Spain can no longer boast pre-eminence in barbarity. She armed herself with bloodhounds, to extirpate the wretched natives of Mexico; we, more ruthless, loose these dogs of war against our countrymen in America, endeared to us by every tie that can sanctify humanity. I solemnly call upon your Lordships, and upon every order of men in the State, to stamp upon this infamous procedure the indelible stigma of the Public Abhorrence. More particularly, I call upon the holy prelates of our religion to do away this iniquity; let them perform a lustration, to purify the country from this deep and deadly sin.

Character of Lord Chatham.

The Secretary stood alone. Modern degeneracy had not reached him. Original and unaccommodating, the features of his character had the hardihood of antiquity. His august mind overawed majesty itself; and one of his sovereigns thought royalty so impaired in his presence, that he conspired to remove him, in order to be relieved from his superiority. No state chicanery, no narrow system of vicious politics, sunk him to the vulgar level of the great; but, overbearing, persuasive, and impracticable, his object was England, his ambition was fame. Without dividing, he destroyed party; without corrupting, he made a venal age unanimous. France sunk beneath him. With one hand he smote the house of Bourbon, and wielded in the other the democracy of England. The sight of his mind was infinite; and his schemes were to affect, not England, not the present age only, but Europe

and posterity. Wonderful were the means by which these schemes were accomplished; always seasonable, always adequate; the suggestions of an understanding animated by ardour, and enlightened by prophecy.

The ordinary feelings which make life amiable and indolent were unknown to him. No domestic difficulties, no domestic weakness, reached him; but, aloof from the sordid occurrences of life, and unsullled by its intercourse, he came occasionally into our system to counsel and to decide.

A character so exalted, so strenuous, so various, so authoritative, astonished a corrupt age, and the Treasury trembled at the name of Pitt through all classes of venality. Corruption imagined, indeed, that she had found defects in this statesman, and talked much of the inconsistency of his glory, and the ruin of his victories; but the history of his country, and the calamities of the enemy, answered and refuted her. Nor were his political abilities his only talents: his eloquence was an era in the senate, peculiar and spontaneous, familiarly expressing gigantic sentiments and instinctive wisdom; not like the torrent of Demosthenes, or the splendid conflagration of Tully; it resembled sometimes the thunder, and sometimes the music, of the spheres. He did not conduct the understanding through the painful subtilty of argumentation, nor was he for ever on the rack of exertion; but rather lightened upon the subject, and reached the point by the flashings of his mind, which, like those of his eye, were felt, but could not be followed. Upon the whole, there was in this man something that could create, subvert, or reform; an understanding, a spirit, and an eloquence, to summon mankind to society, or to break the bonds of slavery asunder, and to rule the wildness of free minds with unbounded authority; something that could establish or overwhelm empire, and strike a blow in the world that should resound through the universe. Sink or swim, live or die, survive or perish, I give my hand and my heart to this vote. It is true, indeed, that in the beginning, we aimed not at independence. But there's a Divinity which shapes our ends. The injustice of England has driven us to arms; and, blinded to her own interest, for our good, she has obstinately persisted, till independence is now within our grasp. We have but to reach forth to it, and it is ours.

Why, then, should we defer the declaration? Is any man so weak as now to hope for a reconciliation with England, which shall leave either safety to the country and its liberties, or safety to his own life, and his honour? Are not you, Sir, who sit in that chair,—is not he, our venerable colleague, near you,-are you not both already the proscribed and predestined objects of punishment and vengeance? Cut off from all hope of royal clemency, what are you, what can you be, while the power of England remains, but outlaws?

If we postpone independence, do we mean to carry on, or to give up, the war? Do we mean to submit to the measures of Parliament, the Boston port-bill and all? Do we mean to submit, and consent that we ourselves shall be ground to powder, and our country and its rights trodden down in the dust? I know we do not mean to submit. We never shall submit.

Do we intend to violate that most solemn obligation ever entered into by men, that plighting, before God, of our sacred honour to Washington, when putting him forth to incur the dangers of war, as well as the political hazards of the times, we promised to adhere to him, in every extremity, with our fortunes and our lives? I know there is not a man here, who would not rather see a general conflagration sweep over the land, or an earthquake sink it, than one jot or tittle of that plighted faith fall to the ground.

For myself, having, twelve months ago, in this place, moved you, that George Washington be appointed commander of the forces, raised, or to be raised, for the defence of American liberty, may my right hand forget her cunning, and my tongue cleave to the roof of my mouth, if I hesitate or waver in the support I give him. The war, then, must go on. We must fight it through. And, if the war must go on, why put off longer the declaration of independence? That measure will strengthen us: it will give us character abroad.

The nations will then treat with us, which they never can do while we acknowledge ourselves subjects, in arms against our sovereign. Nay, I maintain that England herself will sooner treat for peace with us on the footing of independence, than consent, by repealing her acts, to acknowledge that her whole conduct towards us has been a course of injustice and oppression. Her pride will be less wounded, by submitting to that course of things which now predestinates our independence, than by yielding the points in controversy to her rebellious subjects. The former she would regard as the

result of fortune; the latter she would feel as her own deep disgrace. Why then, why then, Sir, do we not, as soon as possible, change this from a civil to a national war? And since we must fight it through, why not put ourselves in a state to enjoy all the benefits of victory, if we gain the victory?

If we fail, it can be no worse for us. But we shall not fail. The cause will raise up armies; the cause will create navies. The people, the people, if we are true to them, will carry us, and will carry themselves, gloriously through this struggle. I care not how fickle other people have been found. I know the people of these colonies, and I know that resistance to British aggression is deep and settled in their hearts, and can not be eradicated. Every colony, indeed, has expressed its willingness to follow, if we but take the lead. Sir, the declaration will inspire the people with increased courage. Instead of a long and bloody war for restoration of privileges, for redress of grievances, for chartered immunities, held under a British king, set before them the glorious object of entire independence, and it will breathe into them anew the breath of life.

Read this declaration at the head of the army; every sword will be drawn from its scabbard, and the solemn vow uttered, to maintain it, or to perish on the bed of honour. Publish it from the pulpit; religion will approve it, and the love of religious liberty will cling round it, resolved to stand with it, or fall with it. Send it to the public halls; proclaim it there; let them hear it, who heard the first roar of the enemy's cannon; let them see it, who saw their brothers and their sons fall on the field of Bunker Hill, aud in the streets of Lexington and Concord,—and the very walls will cry out in its support.

Sir, I know the uncertainty of human affairs; but I see, I see clearly through this day's business. You and I, indeed, may rue it. We may not live to the time when this declaration shall be made good. We may die; die, colonists; die, slaves; die, it may be, ignominiously and on the scaffold. Be it so. Be it so. If it be the pleasure of Heaven, that my country shall require the poor offering of my life, the victim shall be ready at the appointed hour of sacrifice, come when that hour may. But, while I do live, let me have a country, or at least the hope of a country, and that a free country.

But, whatever may be our fate, be assured, be assured, that this declaration will stand. It may cost treasure, and it may cost blood; but it will stand, and it will richly com
