other road-signs and signals as are from time to time in use on any highway to the satisfaction of the person to whom his application is delivered pursuant to this Act, when requested by that person to so demonstrate, shall be granted a licence under this Act."

17. Section 25 of said chapter 177 is amended by adding to subsec- Amends s. 25. tion (4) the words "but this subsection shall not extend to the

concurrent registration or licensing of more than one motor-vehicle

and one trailer for the same person."

18. Section 29 of said chapter 177, as amended by section 9 of the Amends s. 29. "Motor-vehicle Act Amendment Act, 1924," is further amended by adding thereto the following subsections:

"(3.) Every person who drives or operates a motor-vehicle on any highway, and who is not the holder of a subsisting driver's licence issued to him under this Act, shall be liable, on summary conviction, to a fine of not less than five dollars and not more than fifty dollars. "(4.) Every person who, being the holder of a driver's licence issued to him under this Act, permits any other person to possess or use his driver's licence shall be liable, on summary conviction, to a fine of not less than five dollars and not more than fifty dollars.

"(5.) Notwithstanding the provisions of any Statute, all fines imposed by virtue of this Act in prosecutions upon information laid by any officer or constable of the Provincial Police shall, when paid or recovered, be paid over to the Minister of Finance, and form part of the Consolidated Revenue Fund; but this subsection shall not apply in respect of any municipality for the policing of which an agreement is in force under section 34 of the Police and Prisons Regulation Act.'"

19. Section 29в of said chapter 177, as enacted by section 10 of the Amends s. 29B. "Motor-vehicle Act Amendment Act, 1924," is amended by striking out the words "this Act or the regulations" in the second line, and substituting therefor the words "section 13 of this Act, or against section 285c of the Criminal Code of the Dominion"; and by inserting after the word "shall," in the fourth line of subsection (1), the words" and in case the conviction is in respect of any other offence against this Act or the regulations the Magistrate or Judge may."

20. Section 35 of said chapter 177 is amended by adding thereto Amends s. 35. the words "but where the motor-vehicle is in the possession of a person under a contract by which he may become the owner of the motor-vehicle upon full compliance with the terms of the contract, and in whose name alone the licence is issued, nothing in this section shall impose any liability on any other person as owner of the motor-vehicle."

21. (1.) Section 39 of said chapter 177 is amended by striking Amends s. 39. out clause (c), and substituting therefor the following:

"(c.) Providing for the classification of motor-vehicles according to their estimated safe carrying capacity, and prescribing the maximum load, whether of goods or passengers, which may be carried on motor-vehicles of the respective classes."

(2.) Said section 39 is further amended by striking out clause (f).

An Act to provide for the Delegation of Duties and
Powers to a Municipal Official.

IS MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of British Columbia, enacts as follows:

1. This Act may be cited as the "Municipal Manager Act."

6. No official appointed pursuant to this Act shall have power to pass by-laws or resolutions mentioned in any Statute applying to the municipality.

7. (1.) Any by-law passed pursuant to the provisions of section 3 may be altered or repealed by a subsequent by-law of the Council passed by an affirmative vote of three-fourths of all its members.

(2.) Any by-law passed pursuant to the provisions of section 4 or section 5 may be altered or repealed by a subsequent by-law passed with the assent of a majority of the electors who shall vote on the question.

8. Any official appointed pursuant to this Act shall continue in office until he resigns or is dismissed or relieved of the duties and powers given to him under this Act by a resolution passed by an affirmative vote of a majority of all the members of the Council: Provided, however, that if the by-law under which he was appointed is still in force, another person shall forthwith be appointed by the Council in his place.

1. This Act may be cited as the "Municipal Act Amendment Short title. Act, 1925."

2. Section 2 of the "Municipal Act," being chapter 179 of the Amends s. 2. "Revised Statutes of British Columbia, 1924," is amended by adding

the following:

"The word 'owner' in respect of any land within a munici

pality means, except as hereinafter provided, the person
who appears by the records of the Land Registry Office
to be the holder of an estate in fee-simple in such land, and
in the event of there being registered a life estate in such
land shall include the tenant for life. In the event that
there shall be registered in the Land Registry Office an
agreement to sell such land by the terms of which the
purchaser shall agree to pay the taxes thereon, the word
'owner' shall mean the person last registered as the holder
of any such agreement. In the case of lands held in the
manner mentioned in sections 213 and 214, the word
'owner' shall mean the holder or occupier as therein
set out."

3. Said chapter 179 is amended by inserting the following as Enacts s. 53A. section 53A:

"53A. Every petition presented to a Municipal Council under this or any other Act shall set forth the name of each petitioner with his post-office address, the street or road on which he lives, and a description of the property which is owned by him in the munici
