Validation of acts of Commissioners. Enacts s. 14. Enacts s. 15. DISTRICT (AMENDMENT). set aside or the validity thereof otherwise questioned on any ground whatsoever; and a copy of said assessment roll, plans, and estimate, as amended by the Court of Revision and by the Judge on appeal, as aforesaid, signed by the Commissioners and the Engineer, shall be deposited in the said Land Registry Office, and the duplicate of the assessment roll deposited on the thirtieth day of December, 1924, aforesaid, shall be deemed to be amended in accordance therewith. 7. All acts done, all expenditures made, and all proceedings taken by the Land Settlement Board as Commissioners of Sumas Drainage, Dyking, and Development District in respect of the new district, in the execution of works therefor, shall be deemed for all purposes to have been lawfully done, made, and taken respectively, and to be in sufficient compliance in all respects with all the provisions of Statute applicable thereto. 8. Said chapter 87 is amended by adding thereto the following sections: "14. It shall be the duty of the Registrar in the Land Registry Office at New Westminster to note against the title of each parcel of land within the Sumas Drainage, Dyking, and Development District registered in the said office a memorandum stating that such land is liable to charges imposed thereon under this Act and the principal Act. "15. The Lieutenant-Governor in Council may, in his absolute discretion, appoint the Inspector of Dykes, appointed under the 'Dyking Assessment Adjustment Act,' being chapter 20 of the Statutes of British Columbia, 1905, as Dyking Commissioner under this Act, and if so appointed the said Inspector of Dykes shall be vested with all the powers now vested in the Land Settlement Board as Dyking Commissioners under this Act and under the principal Act." Cameron Nichol, Lieutenant-Governor of the Province of British Columbia, and the Estimates accompanying the same, that the sums hereinafter mentioned in the Schedules are required to defray certain expenses of the Public Service of the Province, and for other purposes connected with the Public Service, for the fiscal years ending the thirty-first day of March, 1925, 1926, and 1927, respectively: May it therefore please Your Majesty that it may be enacted, and be it enacted by the King's Most Excellent Majesty, by and with the advice and consent of the Legislative Assembly of the Province of British Columbia, as follows: 1. This Act may be cited as the "Supply Act, 1925." Short title. appropriation for March, 1925. 2. From and out of the Consolidated Revenue Fund there may be Indemnifying paid and applied as set forth in Schedule A a sum not exceeding in year ended 31st the whole one hundred and forty-two thousand four hundred and nineteen dollars and sixty-two cents, to make good certain sums expended for the Public Service of the Province for the fiscal year ended the thirty-first day of March, 1925. 3. From and out of the Consolidated Revenue Fund there may be Supplementary appropriation for paid and applied as set forth in Schedule B a sum not exceeding in year ending 31st March, 1926. the whole one million five hundred and sixty-five thousand four hundred and sixty-four dollars and seventy-seven cents, to supplement the moneys otherwise appropriated for the Public Service of the Province for the fiscal year ending the thirty-first day of March, 1926. 18 Appropriation for year ending 31st March, 1927. Lapsing of unexpended appropriations. Application of supply. Accounting. 4. From and out of the Consolidated Revenue Fund there may be paid and applied as set forth in Schedule C a sum not exceeding in the whole eighteen million two hundred and forty-seven thousand and fifty-two dollars and three cents, towards defraying the several charges and expenses of the Public Service of the Province for the fiscal year ending the thirty-first day of March, 1927. 5. Any part of the moneys appropriated by this Act under Schedules B and C which may be unexpended at the end of the fiscal year for which it is appropriated shall not be expended thereafter, except that during such period, not exceeding three months after the end of the fiscal year, as the Lieutenant-Governor in Council may by Order in Council, either before or after the end of the fiscal year, extend the time for finally closing the account of the appropriation comprising the money so unexpended, payment may be made in respect of liabilities and expenses incurred prior to the end of the fiscal year. 6. The said aids and supplies shall not be issued or applied to any purpose other than the purposes for which they are appropriated as set out in said Schedules and in the detailed estimates and votes upon which said Schedules are based, respectively. 7. The due application of all moneys expended under the authority of this Act shall be accounted for to His Majesty. SCHEDULES. SCHEDULE A.
