Earlswood, the National Training Home for the Feeble minded, is the pioneer institution in the work of training these sadly afflicted members of the community, and is a "home" in the truest sense, in that all, officers and staff, are actuated by kindness and true sympathy, exemplified in patient. loving care for their helpless charges. It has been brought to the highest state of efficiency by sixty-four years' experience, is still in the van, and ranks among the noblest efforts of our many philanthropic objects. Earlswood is not intended for the insane; if admitted, such cases must not be retained; nor are pauper cases 1eceived, those chargeable to the rates being by the rules and by-laws totally disqualified. Although under State inspection, no grant or aid of any description is received. It provides for the middle and professional classes, also the wealthy, and patients are admitted on payments ranging from 500 guineas a year or more to those specially selected cases, which are received for remedial treatment, at the rate of 1 guinea a week, including clothing. there being no extras. There is also a charitable foundation, provided by the subscribers for those unable to pay, by which eligible cases may obtain admission, being elected for a period of seven years by the votes of the subscribers, either free or with part payment towards cost, according to the circumstances of the parents. Full information and instructions can be obtained cf Mr. H. Howard, the secretary, whose connection of nearly forty years with this work gives him the experience that is most belpful in advising as to doubtful cases. His office is at 36, King William-street, London Bridge, and he gladly gives personal attention and advice to all inquirers.

The report of the actuary on the quinquennial valuation of the Royal Exchange Assurance, the 31st Dec 1910. states that life premiums show an increase of £205,737 48. 1ld. The life assurance fund has increased by £509 059 198, 5d. The valuation discloses a surplus of £383,418 93. (including £32,683 49. 10d. accrued interest). The surplus would have amounted to £429,418 98, had it not been for the necessity of writing off £46,000 for depreciation. Deducting acorued in'erest from the surplus, there remains a sum of £350,735 4s. 2d, which is available for division. Of this sum oneseventh, or £50,105, belongs to the proprietors, and the balance, ie, £300 630 4 2d.. to the participating policy-holders. The annuity surplus (after deducting accrued interest) is £12,060 11s. 1d. The last five years has been characterised by great development of new bu iness (both li'e and annuity), and the quinquennium has yielded exceptional profit. It is gratifying to be in a position to recommend that the bonus allotted to policy-holders should be considerably increasel, and also to report that there is every reason to expect good results in the future.

THE BLUE BAG." Tais society was formed in 1907 with the intention of providing an Opportunity for barristers and students of the Four Inns of Court (who mean to remain and practise at the Ber in the United Kingdom) of conducting cases in practically the same circumstances and with the same procedure as in court. Opportunities for protice are also afforded to members in making interlocutory applications before a master, dra ting pleadings and indictments, examination and crossexamination of witnesses. arguing on points of law and the conduct of cases generally. By the courtesy of the Treasurer and Masters of the Bench of the Inner Temple, the society meets on Thursdays in every week during the law sittings in each legal year, at 7 45 p.m., in Lecture Room B, 3 (North), King's Bench-walk, Temple, E.C. At these meetings private b sines is transacted and short points of law are discussed from 7 45 to 8 p.m. The judge for the evening takes his seat on the Bench at 8 pm., and proceeds to hear a case of the following description: (1) Common law, civil cases; (2) criminal law (including summary jurisdiction); (3) equity, bankruptcy law, &c.; (4) County Court jurisdiction, &c. This first meeting of the Easter Sittings was held on Thursday, the 27th ult, in Lecture Room B, King's Bench-walk, when a criminal case (Rex v. William Jones) was tried. William Jones was indicted for uttering counterfeit coin. After hearing the evidence and counsel, the jury returned a verdict of not guilty, and the prisoner was acquitted. The judge was Mr. A. F. Engelbach.

On Thursday last the King's Bench action Marley v. Pickwick's Weekly was tried. Marley claims damages against Pickwick's Weekly in respect of the publication of a report that premises owned by her were haunted by a ghost.

The future meetings are as follows:-May 11, County Court, Gummidge v. Rover Steamship Company: Application by widow and sole dependant of Daniel Gummidge, who is alleged to have fallen overboard from the steamship Zingari in Bremen Dock_on_the 3rd Nov. 1908 and been drowned. May 18, Chancery Division, Calderon v. Cald ron: Originating summons to determine the rights the parties under a settlement created by will. May 25, King's Bach Division, Jones and Wife v. Gourmet Brothers: On the 8th Dec. 1910 Jones and his wife partook of supper at the defendants' restaurant. The wife afterwards became very unwell, and her illness was diagnosed as ptomaine poisoning caused by eating unsound fish. Action for damages. June 1, King's Bench Division, Tighe v. Middlesex Education Committee: Tighe, a contractor for the erection of a school house, forwarded a tender to the board offering to erect a building for £1500. This was accepted. Progress payments were made from time to time, and these were, at the request of the plaintiff, sent by post. On the 11th Jan. 1910 a registered letter inclosing £620 of this sum was sent to the plaintiff, but was lost in the post. Action to recover the money.

Mr. ALFRED GEORGE LASCELLES, Attorney-General, has been appointed Chief Justice of the Island of Ceylon. Mr. Lascelles was called by the Inner Temple in 1885.

Mr. Justice HENRY GEORGE RICHARDS has been appointed Chief Justice of the High Court of Judicature for the North-Western Provinces of India, in place of Sir John Stanley retired.

Mr. EDWARD MAYNARD DES CHAMPS CHAMIER, Judicial Commissioner in Oudh, has been appointed a Judge of the High Court of Judicature for the North-West Provinces of India in the place of Mr. Justice Henry George Richards, appointed Chief Justice, Mr. des Champs Chamier was called by the Inner Temple in 1887.

Mr. JOHN BARNETT CHAPMAN, solicitor, Deputy Town Clerk of Hull, has been appointed Town Clerk of Burton-on-Trent. Chapman was admitted in 1906.

Sir FRANCOIS XAVIER LANGELIER, a judge of the Superior Court of Quebec, has been appointed to succeed Sir Charles Pelletier as Lieutenant-Governor of Quebec. Sir Francois took silk in 1878.

Mr. JOHN STEPHENS, solicitor, has been appointed Registrar of St. Austell County Court, in succession to his partner, Mr. Elmund Carlyon, resigned. Mr. Stephens was admitted in 1872.

Dr T. CATO WORSFOLD, M.A., of the firm of Messrs. Wainwright and Co., 9, Staple-inn, E.C., has been appointed Commissioner of Deeds and for the Examination of Witnesses for the High Courts of New Hampshire, Pennsylvania, and Colorado, U.S.A. Dr. Worsfold was admitted in 1883.

KING'S BENCH DIVISION.-On Saturday last there were thirteen judges of the King's Bench Division in town available for business. Of these, only five were announc d to sit in court and in chambers, and this at the commencement of a term when there is a full list of arrears to be disposed of! How long is this sort of thing to be allowed to go on? COUNTY COURT JUDGE.

32. Repeated. APPORTIONMENT OF INCOME-Mr. Chandler's vięw differs from that expressed in Buckley on Companies, 8th edit., at p. 582, where it is stated : "Inquiry as to the time when profits were earned by the company is immaterial as between tenant for life and remainderman, their rights are determined by the time not at which the profits are earned by the company, but at which they are by the action of the company made divisible among the members. The adoption of Mr. Chandler's system would in many cases work very unfairly; assume in the case given that the tenant for life bad purchased the Great Western Guaranteed Stock on the 23rd Feb. and died on the following day, his representatives would have been entitled to the whole of the divide d paid on the 27th Feb. and nearly a third of that paid in August, while the remainderman would in effect have paid for the February dividend in the purchase price, the purchase being assumed to have taken place the day before the stock was examined. On a subsequent date B" copies are supplied to the Press for review. On a subsequent date "C," a copy is sold to an outsider, and on a date "D," copies are placed in a bookseller's shop for sale. It is desired to register the copyright. Which is the date of publication ? OPERATOR.

2. PUBLIC HEALTH ACT 1875, s. 23. A. has built three new houses and the nearest main sewer is about 300ft. away. The rural sanitary authority have required him to connect his drain (9ir. diameter) with their sewer, there being no existing cesspool, or land suitable for one at hand available. Can A. call upon the authority to contribute any and what portion of cost of making the drain other than the part within 100ft. of the houses? Does the proviso at the end of the section only relate to cases where "auch sewer" (i.e., within 100ft. of the houses) in fact exists? Assuming A. has no claim against the rural authority for contribution to the expenses until the claim is "taken over," what are his rights to contribution when the " taking over" occurs ? 3. SOLICITOR-COSTS-CASE WANTED.—I remember seeing a short time ago a case in which it was held that a solicitor who undertook to charge his client a fixed sum for bringing an action, and which case he was afterwards successful in winning, was not entitled to retain the taxed costs in addition to the sum agreed to be paid by his client. I think the case came before Mr. Justice Ridley, but am unable to find it. Can any of your correspondents give me the name and reference of such case ? S.

PETTY SESSIONS-RELIEVING OFFICER-APPEARING FOR GUARDIANS.-In reply to Mr. Hamilton's query on page 63, sect. 68 of 7 & 8 Vict. c. 101 provides that clerks and officers may conduct proceedings before justices at petty sessions on behalf of any board of guardians if duly empowered by such board, although not certified attorneys or solicitors. Your correspondent is no doubt aware of a similar provision in sect. 259 of the Public Health Act 1875, enabling a duly authorised officer of a local authority to conduct proceedings. F. P. TYRRELL.

UNIVERSITY OF LONDON.

PROFESSOR SIR JOHN MACDONELL, C.B., M.A., LL.D., Quain Professor of Comparative Law, will deliver at University College a course of three public lectures on " Arbitration, Private and International," on Wednesdays, at 5.30 p.m., beginning on Wednesday next. These will be followed by a course of three public lectures on "The History of International Law since 1848," to be delivered at the London School of Economics, Clare Market, on Wednesdays, at 5.30 p.m., beginning on Wednesday, the 31st inst. The professor's prizes of £12 and £10 respectively will be given for the best essays showing sufficient merit on subjects connected with the lectures in Comparative Law or International Law. Candidates must have attended at least two-thirds of the lectures, and have worked to the satisfaction of the professor. The lectures are open to the public without fee; they are intended not only for lawyers, but for students of political economy, political science and sociology, and for journalists. Inquiries respecting these courses, the other law courses, the professor's prizes, and the Joseph Hume Scholarship should be addressed to the provost of the college.

STUDENTS' SOCIETIES.

LAW STUDENTS' UNION.-The last of the "house dinners" for tho present season was held on Thursday, the 27th ult., at the New Imperial Club. The chair was taken by Mr. Lanham, of the Chartered Accountants' Students' Society. There were also present a number of members of the union and of the Chartered Accountants' Students' Society. LEGAL OBITUARY,

Sir CHARLES ALPHONSE PANTALEON PELLETIER, K.C.M.G., P.C., Lieutenant-Governor of Quebec, died in Ottawa on Monday. Sir Charles, who was born in 1837, was a younger son in an old FrenchCanadian family. Called to the Bar in 1860, he took silk in 1879, and in 1892 he was made Bâtonnier of the Quebec Bar. In 1896 he became Speaker of the Canadian Senate, of which he had been a member since 1877. Abandoning politics in 1902, he was appointed a justice of the Supreme Court, and in 1908 he was transferred to the Lieutenant-Governorship of his native province. A Liberal in politics, he was for a short time in 1877.8 Minister of Agriculture in the Mackenzie Administration.

ALL parties seem to be agreed as to the principle of the Insurance Bill introduced by the Chancellor of the Exchequer in the House of Commons, but a complex measure of this description, containing, as it does, eighty-seven clauses and nine schedules, is bound to raise considerable difference of opinion as to detail. Naturally the success or otherwise of a scheme of this description must depend which we largely upon actuarial considerations with which cannot attempt to deal, and there is no doubt that in its course through Parliament many important amendments and alterations will be necessary before it can be placed The imposition of a compulsory upon the statute-book. system of thrift is undoubtedly for the good of the classes coming within the purview of the Bill, but, at the same time, although simplicity of collection is an excellent principle, care must be taken that too large a burden is not placed upon any particular class. It would seem that both parties are anxious that proposals of the nature contained in the Bill should pass into law, but it is only by careful and well-thought-out criticism that a fair and workable scheme will be obtained.
