LEGAL MUSICAL SOCIETY.

THE fourth and final concert of the nineteenth session of the Legal Musical Society was held on Friday, the 26th inst., at the Grand Hall, Connaught Rooms, Great Queen-street, Kingsway, W.C., Mr. Justice Lush in the chair. Among those present were: Messrs. Montague Shearman, K.C., John Sankey, K.C., H. A. Walter, K.C., Holman Gregory, K.C., Master Bloxam, P. Rose Innes, Boydell Houghton, Harold Morris, the Hon. S. O. Henn Collins, F. A. Broxholm, R. M. Montgomery, Frank H. Baber, H. D. Roome, Malcolm Hilbery, T. Wood Roberts, C. N. Woolley, and W. H. Bradley. At the interval the president, Mr. Arthur G. Davey, proposed the health of "The Chairman." Mr. Justice Lush, in responding, congratulated the society on its numbers, and the strong position it held. He also spoke of the value of the services of the clerks to the members of the Bar. He then, on behalf of the members and associate members, made a presentation to Mr. F. N. Headicar in recognition of his many years' service as honorary secretary, observing that the society, without doubt, owed a great deal to his exertions in bringing it to the state of prosperity which it had now attained. Mr. Headicar, in returning thanks, said that the success of the society was principally due to the work of the committee. The presentation, which took the form of a handsome gold watch, bore the following inscription: "Presented to Frank N. Headicar by the members of the Legal Musical Society in recognition of his services as honorary secretary 1902 to 1912."

INTERNATIONAL LAW ASSOCIATION.

THE programme of the twenty-seventh conference to be held in Paris from Monday, the 27th May, to Saturday, the 1st June, 1912.

The sittings of the conference will be held at the Palais de Justice de Paris, in the Grand' Chambre de la Cour d'Appel.

The president of the association and of the conference is Maitre Edouard Clunet, Avocat à la Cour de Paris, Member et Président sortant de l'Institut de Droit International.

STUDENTS' SOCIETIES.

LAW STUDENTS' DEBATING SOCIETY.-At a meeting held at the Law Society's Hall, Chancery-lane, on the 30th ult. (chairman, Mr. G. B. Willis), the subject for debate was: "That this House is opposed to any policy of Home Rule for Ireland." Mr. P. B. Henderson opened in the affirmative, and Mr. J. F. Chadwick in the negative. The following members continued the debate: Messrs. J. D. McEwen, C. P. Blackwell, W. S. Jones, C. E. King, W. S. Meeke, and R. F. Mattingly. The motion was carried by two votes.

BIRMINGHAM. The nine hundred and seventy-first ordinary meeting was held at the Law Library, Bennett's-hill, on Tuesday, the 30th ult., Mr. A. B. Whitfield, barrister-at-law, in the chair. The following moot point was debated: "The editor of Little Bits, with the object of improving the circulation of his paper, invents and publishes a competition in which he invites his readers to guess the amount of damages (if any) in a society scandal case, shortly to be tried in the High Court. Competitors have to send a postal order for 6d. with each attempt, and the total money thus subscribed is to be paid in cash to the subscriber who sends in the correct answer. Subsequently, in consequence of a warning from the Director of Public Prosecutions, the competition is abandoned, and a notice to that effect is inserted in the paper. Prior to the publication, however, B. (amongst others) sends in an attempt in which he estimates the damages at one farthing, which turns out to be correct. Can B. recover the prize money from the publishers?" Mr. A. J. Hatwell opened in the affirmative, and was supported by Messrs. T. G. Mander, J. B. Hargreave, C. E. Shelley, H. Cooke, E. C. G. Clarke, and A. J. Long. Mr. J. D. Sampson opened in the negative, and was supported by Messrs. S. H. Robinson, R. A. Gardner, W. J. Blackham, H. S. Brookes, B.A., and T. H. Ekins. After the openers had replied, the chairman summed up, and, on the question being put to the meeting, the voting resulted: For the affirmative, six; for the negative, five. A hearty vote of thanks to the chairman for presiding concluded the proceedings.

Mr. MAURICE LUDLAM MASON, of Pewsey, Wilts, has been appointed a Commissioner for Oaths. Mr. Mason was admitted in Feb. 1906.

Mr. EDWARD WILSON, senior partner of the firm of Gurner, Wilson, and Jerome, of Newport, Isle of Wight, has been appointed Clerk to the Lieutenancy of the Isle of Wight. Mr. Wilson has also been appointed Clerk to the Commissioners of Sewers for the Isle of Wight. Mr. Wilson was admitted in 1880. Mr. W. J. BOARD has been appointed Town Clerk of Nottingham. Mr. Board was admitted in 1900.

Mr. HENRY RAVENSWORTH LAMONBY, of Penrith, has been appointed a Commissioner for Oaths. Mr. Lamonby was admitted in Feb. 1906.

ESTATE DUTY INJUSTICE.-The Finance Act 1894 is receiving an official construction at the Estate Duty Office under which sect. 7 (6) becomes in effect a trap to catch the unwary taxpayer who exercises the option thereby given of commuting and paying the estate duty on an expectancy on the death of the reversioner, instead of waiting until the duty on the full capital value becomes leviable under the Act on the death of the tenant for life, when the taxpayer might claim exemption from the simultaneous levy of two estate duties on the same death under sect. 7 (10), which enacts that estate duty in respect of property passing on any deathshall not be more than once levied on the same death." At present, even where the estate duty officials have already received by anticipation under sect. 7 (6) the commuted value of the estate duty on an expectancy leviable on the death of the tenant for life in respect of the full capital value of the property, yet they claim to levy estate duty again under the Act on the capital value of the same property on the same death, so that the taxpayer is deprived of the exemption which he might otherwise have claimed under sect. 7 (10), and finds, too late, that the money which he has paid under the delusive option conferred by sect. 7 (6) has been thrown away. Does the responsibility for this state of things rest on the Legislature or on the Inland Revenue

LEGAL OBITUARY.

Mr. EDWARD JAMES CASTLE, K.C., Recorder of Bristol, died on the 27th ult., aged seventy. The son of Professor H. J. Castle, of King's College, London, Mr. Castle was educated at that college. He was called by the Inner Temple in 1868, and joined the Western Circuit. He acquired a considerable practice, especially in Local Government cases and arbitrations, and was an authority on the Law of Rating, on which he published a treatise in 1879, and of which a fourth edition appeared in 1903. He also published a book on the Law of Commerce in Time of War. He took silk in 1888, and subsequently was elected Bencher of his Inn. He was Recorder of Winchester from 1888 to 1897, when he was appointed Recorder of Bristol and Judge of the Bristol Tolsey and Pie Poudre Courts.

Mr. JAMES HEYGATE, of the Elms, Wellingborough, solicitor, died at his residence on the 26th ult. in his sixty-seventh year. He was admitted in 1867, since when he has practised at Wellingborough. For many years he practised largely in the local courts. In 1890 he was appointed registrar of the Wellingborough County Court, a position he held at his death. In 1899 he took Mr. Warwick James, of Blandford, into partnership. Mr. Heygate leaves a widow, but no family.

Mr. WILLIAM EDWIN RANGER, clerk to Mr. Douglas Hogg, died, after a short illness, on the 27th ult. For many years he was clerk to the late Mr. T. R. Kemp, Q.C.
