CHAPTER 8

An Act to amend The Civil Service Act.

[Assented to February 4, 1920.]

[IS Majesty, by and with the advice and consent of the Legislative Assembly of Saskatchewan, enacts as

1. Section 17 of The Civil Service Act, being chapter 6 New section of the statutes of 1913, is repealed and the following substituted therefor:

The clerk of the Executive Council shall take Persons and subscribe the said oaths before the Lieutenant such oaths are Governor or some one appointed by him to administer to be taken the same; the commissioner shall take and subscribe the oath before the clerk of the Executive Council; in the case of other persons residing or coming to reside at the seat of government in the province the oath shall be taken and subscribed before the commissioner; in other cases the oaths may be taken and subscribed before any person duly authorised to administer oaths in the province, who shall forward same to the commissioner."

SHORT TITLE.

1. This Act may be cited as "The Department of Agri- Short culture Act." R.S.S. 1909, c. 10, s. 1.

ORGANISATION AND FUNCTIONS OF DEPARTMENT.

There shall be a department of the public service of Organisation Saskatchewan to be called the department of agriculture over which the member of the Executive Council appointed by the Lieutenant Governor under the seal of the province to discharge the functions of minister of agriculture for the time being shall preside. 4. It shall be the duty of the department:

(a) to administer all Acts of the legislature relating
to agriculture and immigration;

(b) to promote the agricultural interests of the
province;

(c) to encourage the production and facilitate the
marketing of field and garden crops, live stock
and live stock products;

(d) to promote and encourage co-operation among
agriculturists;

(e) to acquire natural history specimens and objects
historical and ethnological interest for
museum purposes;

(f) to institute inquiries and collect facts and
statistics relating to agriculture or other interests
of Saskatchewan; and

(g) to issue from time to time such reports, statistics,
circulars and other publications as the minister
may deem advisable.

5. A report of the work of the department shall be prepared annually and laid on the table of the Legislative Assembly within fifteen days after the commencement of the next ensuing session thereof. R.S.S. 1909, c. 10, s. 6, amended.

6. (1) All officers of agricultural societies, rural and urban municipalities, local improvement districts, school boards, public institutions and incorporated companies, threshing machine operators, public officers of the province, medical practitioners and veterinary surgeons shall promptly answer communications from the department, shall from time to time collect and tabulate facts according to instructions to be furnished them from the department, and shall make diligent efforts to supply correct information on all questions submitted to them.

(2) Any person mentioned in the preceding subsection who neglects or refuses to comply with the provisions thereof, when requested so to do by the minister, shall be guilty of an offence and liable on summary conviction to a penalty not exceeding $25. R.S.S. 1909, c. 10, s. 7, redrawn.

7. The Department of Agriculture Act, being chapter 10 of The Revised Statutes of Saskatchewan 1909, is hereby repealed.

CHAPTER 10

An Act to amend The Factories Act.

IS Majesty, by and with the advice and consent of the
Legislative Assembly of Saskatchewan, enacts as

follows:

1. The Factories Act, being chapter 17 of The Revised R.S.S. 1909, Statutes of Saskatchewan 1909, is amended in the manner amended hereinafter set forth.

2. Section 8 is repealed and the following substituted New sectherefor:

"8. No youth, young girl or woman shall be employed in any factory for more than forty-eight hours in any one week; and the hours of working in any one day shall not be later than half past six o'clock in the afternoon unless a special permit in writing has been obtained from an inspector."

3. Section 19 is amended by inserting therein imme- Section 19 diately after subsection (2) the following:

"(3) For the purposes of this section the expression 'factory' shall include a grain elevator, notwithstanding that less than four persons are employed therein.

"(4) Notwithstanding anything contained in this Act, the Lieutenant Governor in Council may make regulations specifying the buildings, machinery, bins, or other things, or the parts thereof, which shall be kept guarded and the nature of the guards which shall be used."

4.-(1) Section 30 is amended by inserting therein Section 30 immediately after clause (f) the following clause:

"(g) To inspect and examine at all reasonable times, by day and night, any elevator in or about any building (and for the purposes of this clause and of subsections (2) and (3) every building in or about which an elevator is installed shall be deemed to be a 'factory') and to prohibit the use or operation of any elevator for the carriage of passengers which has been found by the inspector to be unsafe for that purpose."
