THE INSURANCE ACT.-I have read the letters of a "Country Solicitor" and "A Country Clerk." I am a practising solicitor on the Continent, where compulsory insurance has been in existence for years and have to pay a weekly sum for the benefit of my clerks in case they are taken ill or invalided, and gladly do so, as I feel it benefits both the employer and the clerk; the former because he knows that his clerk will be well cared for during sickness, and feels that he has contributed to the State which provides this care and the latter, for he is certain he will not have to rely upon the help or charity of others in case of illness, but will be well cared for and receive the necessary medical attendance when he is unfit for work, and, further, feels he has contributed to the cost of the same. It is surprising to me that both employers and employed should raise objections to the Act. I have had experience of the working of similar Acts on the Continent, and should regret very much indeed if such laws, whereby insurance is made compulsory, did not exist. INTERNATIONAL. ; Mr. THOMAS WILLIAM BARKER, solicitor, of the firm (f Barker, Morris, and Barker, Carmarthen, registrar of the diocese of St. Davids and secretary of the Bishop, died in London on the 6th inst., aged fifty-one. Mr. Barker was admitted in 1885. Mr. WILLIAM MITCHELL FAWCETT, of Hampstead Hill-gardens, Hampstead, died suddenly in the Lincoln's-inn Common Room from heart disease on the 4th inst. Mr. Fawcett was a lineal descendant of Dr. John Fawcett, a noted Yorkshire Baptist minister and schoolmaster of the second half of the eighteenth century, and was born near Halifax in 1839. He entered at Lincoln's-inn at the age of twenty, and was called in 1862. He wrote a book on the law of landlord and tenant, which has been twice republished. In 1872 he was appointed editor of the Solicitors' Journal, which had been established in 1857, and this position he held until his death. Bonacina and others Sheriff DAVID DAVIDSON BALFOUR, of Glasgow, died on the 5th inst. at Skelmorlie. The youngest son of the late Mr. William Balfour, merchant, Glasgow, Sheriff Balfour was educated at Glasgow High School and University. He began his professional career as an apprentice law clerk in the office of Messrs. Moncrieff, Paterson, Forbes, and Barr, and for many years he acted as managing clerk to the late Dr. Adam Paterson. In 1862 he was admitted a member of the Faculty of Procurators in Glasgow, and later he became the partner of Mr. George Paterson. In Dec. 1876 the late Sheriff Clark was promoted to be Sheriff-Principal of Lanarkshire, and, being desirous of appointing a member of the Faculty of Procurators to the vacancy caused by his own promotion, he selected Mr. Balfour and appointed him Sheriff-Substitute at Airdrie. He was resident Sheriff at Airdrie until April 1880, when he was transferred to Glasgow to fill the vacancy caused by the death of Sheriff Galbraith, and when he retired in Dec. 1910 he was the senior sheriff-substitute in the county. Limited Upon his retirement he was granted a commission as honorary sheriff-substitute. Mr. ROGER DAWSON YELVERTON, barrister-at-law, died on the 5th inst. at Folkestone, aged sixty-seven. Mr. Yelverton was the only son of Mr. Roger Dawson, of Berkhampstead, and was educated at Rugby and Magdalen, Oxford. His name was originally given as Yelverton Roger Yelverton Dawson, but he reversed this order. He was called by the Middle Temple in 1869, and joined the South-Eastern Circuit. He acted for a few years as deputy-judge of the West London County Courts, and was Chief Justice of the Bahamas from 1890 to 1895. Mr. GEORGE SHOLTO DOUGLAS MURRAY, barrister-at-law, died on the 2nd inst. at St. Albans, aged about sixty-eight. The elder surviving son of Canon G. W. Murray, of Worcester and Bromsgrove, he was educated at Wadham College, Oxford, of which he was a scholar. He obtained honours in the classical schools, and in 1868 he was elected a senior student of Christ Church. He was called by Lincoln's-inn in 1875. Mr. Murray became private secretary to the Parliamentary Secretary to the Local Government Board, and in 1880 was appointed an Assistant Charity Commissioner. He filled that office with distinction till his resignation a few years ago owing to failing health. Mr. FERDINAND LEOPOLD FIRMINGER, of 2, Dr. Johnson'sbuildings, Temple, barrister-at-law, died on the 7th inst. in a nursing home at Kensington, after a short illness, aged fifty-one. Mr. Firminger was a member of London University, and was called by Gray's-inn in 1885, in the same year winning the Inns of Court studentship in Jurisprudence and Roman Civil Law. He was best known latterly as an advocate in workmen's compensation cases, and was the author of a book on that branch of the law. For many years, however, he had enjoyed a varied practice at the Common Law Bar, and on the South-Eastern Circuit, and at Brighton. Mr. JOHN HEATH STUBBS, solicitor, died on the 2nd inst. at Leamington, aged seventy-seven. Mr. Stubbs came of an old Staffordshire family, who owned the Huntington estate in that county in the seventeenth century. He was born in Hamstead in 1835, and was the oldest and last surviving son of Mr. John Stubbs. Mr. Heath Stubbs started as a solicitor in Birmingham in 1864, and in 1881 he moved to London and joined his brotherin-law (the late Mr. G. N. Emmet) in practice as a solicitor in Bloomsbury-square.
