FRANCIS MORTON TRUST.

REPORT, 1907.

THIS Trust was established as a memorial of the late Mr. Francis Morton (the founder of the Hermitage British School, Birkenhead) by his widow. The endowment consists of a capital sum given by Mrs. Morton, together with the proceeds which arose from the sale, in 1898, of the school premises.

Notwithstanding the "free and unrestricted discretion" provided for in the Trust Deed, the Committee of the British and Foreign School Society has, in cordial deference to the donor's wishes, resolved to apply the income of the Endowment, for the time being, to the provision of Exhibitions to be competed for by boys and girls who reside in the borough of Birkenhead, and has adopted the following regulations for their award, viz. :

I. The Exhibitions are awarded annually to candidates who (a) have been admitted to Residential Training Colleges which are conducted upon the Society's undenominational principles, and are under the inspection of the Board of Education, and who (b) immediately prior to admission were and had for not less than three years been scholars or were pupil-teachers in British or Council Schools in the borough of Birkenhead.

[NOTE. In the event of there being in any year no eligible candidates in residence at the Training Colleges, applications will be entertained from candidates of either sex from Birkenhead who are under 18 years of age and wish to pursue their studies in the Liverpool University College with a view to obtaining a University degree.]

II. The value of each Exhibition is £10, a moiety being paid at the beginning of the first year and a moiety at the beginning of the second year of College residence.

III. The payment of all instalments is subject to favourable reports from the Principals of the Colleges.

IV. The number of Exhibitions to be annually awarded is, as a rule. two.

V. The Exhibitions are awarded, as a rule, in the order of merit in which the candidates have been admitted to College.

VI. The administrators of the Trust proceed to the election of Exhibitioners as soon as possible after the returns from the Colleges are received at the beginning of the academical sessions.

The management of the fund has been entrusted committee, which also administers the Herold's Foundation, Shakespeare's Walk and Neale Exhibition Funds, viz.: Messrs. Edric Bayley, R. Knox Bevington, Alfred Bourne, Geo. Lewis Bruce, J. M. Dent, J. T. Edmonds, J. Scott Lidgett, John Marshall, H. G. Morrish, John Porter, Francis Thompson (Chairman), H. C. Watson, and Samuel Watson. The Committee met

on April 27th, when the year's accounts were presented, and on October 4th, when there were three eligible candidates for exhibitions, and it was agreed to award three exhibitions as follows:-

GEORGE STACEY GIBSON'S BEQUEST.

REPORT, 1907.

Testator died April 5th, 1883: Will proved September 5th, 1883.

MR. GIBSON, in addition to a gift of £10,000 towards the erection of the College at Saffron Walden, bequeathed £500 to the British and Foreign School Society (which was added to the Building Fund) and £1,000

"To the British and Foreign School Society for prizes or other uses in connection with the New Training College at Walden."

The expanding project for securing a Practising School for the Saffron Walden College making it necessary to increase the loan from Shakespeare's Walk Fund, and, therefore, to increase the property mortgaged for the provision of a Sinking Fund, it was proposed to allow the £1,086 19s. Id. (Cape Stock), which represents the G. S. Gibson's Bequest, to be temporarily added to the property of the Saffron Walden British School Charity, and forego the interest during the continuance of the loan. After correspondence, viz. :

Charity Commission, March 8, 1900.—“1 am to point out that

School Society, March 12, 1900.-"The Local and General Committee agree that no use connected with the Training College at Saffron Walden to which the income of the Gibson Bequest may be put is more likely to benefit the College than the provision of a good Practising School. If it is considered that we are proposing to use the income in providing, not maintaining, a Practising School, the reply would be that the Society must find the funds for maintenance, and the object aimed at will, therefore, be secured,"

the Charity Commissioners gave consent to this arrangement.
