a special minimum piece rate), it shall be lawful for the Trade Board when issuing a notice of the cancellation or variation of such minimum rate, to embody the same in a consolidating notice in a form approved by the Minister and containing the particulars of the notice of the rates previously in force which are left unaffected by the cancellation or variation, and indicating clearly, in compliance with Regulation 6, the cancellations or variations thereof or therein, respectively; and in that case the provisions of Regulations 6 and 7 shall apply to such consolidating notice, and the posting up and the keeping posted up of such consolidating notice shall be deemed to be a compliance with the provisions of Regulation 7, in substitution for the posting up and keeping posted up of the previous notice, the rates set out in which are so cancelled or varied.

9. Any question upon the construction or interpretation of these Regulations shall in the event of dispute be referred to the Minister of Labour for decision.

10. The Regulations as to the mode of giving notice, dated the 27th day of April, 1910, (a) made by the Board of Trade under the Trade Boards Act, 1909, are hereby revoked, except in so far as they relate to notices already required to be given or posted up under and by virtue of that Act.

PROCLAMATION, DATED JANUARY 16, 1918, AMENDING THE TRADING WITH THE ENEMY (STATUTORY LIST) PROCLAMATION.

BY THE KING.

A Proclamation relating to Trading with the Enemy. George R.1.

Whereas it is advisable to amend Our Proclamation of the 23rd day of May, 1916, called "The Trading with the Enemy (Statutory List) Proclamation, 1916, No. 3 "(a):

Now, Therefore, We have thought fit, by and with the advice of Our Privy Council, to issue this Our Royal Proclamation declaring, and it is hereby declared, as follows:

1. As from the date hereof there shall be inserted in Paragraph. 5 (a) of the Trading with the Enemy (Statutory List) Proclamation, 1916, No. 3, next after the words "Marine Insurance" the words " or of Fire Insurance."

2. As from the date hereof there shall be added, next after Paragraph 5 (a) of Our said Proclamation, the following paragraph:

"(aa) Any person or body of persons, incorporated or unincorporated, resident, carrying on business, or being in the United Kingdom, from re-insuring for any Company or Firm, who is engaged in any non-enemy Country in the business of Fire Insurance, and is not an Enemy Company or Firm, or the branch of an Enemy Company or Firm, or mentioned in the Statutory List, any fire risk insured by that Company or Firm for any person or body of persons mentioned in the Statutory List, if and so far as the re-insurance of such risk is obligatory under the conditions of any Treaty or Contract of Re-insurance current on the 31st day of December, 1917, or under the conditions of any renewal or revision of a Treaty or Contract of Re-insurance so current, if such renewal or revision has been approved by the Controller of the Foreign Trade Department of the Foreign Office;

(a) TRADING WITH THE ENEMY (STATUTORY LIST) PROCLAMATION, 1916, No. 3.-This the Principal Proclamation, which was printed as first issued as St. R. & O., 1916, No. 320 and is also printed, but without the Stat tory List annexed thereto, St. R. & O., 1916, III., p. 210, has now under Art. 4 of the 1918 Amending Proclamation, become "The Trading with the Enemy (Statutory List) Proclamation" and is from time to time reprinted as amended as stated in detail in the Note at p. 1056 with the Statutory List revised to date annexed.

3. As from the date hereof there shall be added, next after Paragraph 5 of Our said Proclamation, the following Paragraphs:

"6. Where by any Proclamation for the time being in force any paragraphs, or words, are directed to be added to, or omitted from, this Proclamation, or to be substituted for any other paragraphs or words in this Proclamation, or where by any Proclamation, or Order of Council, for the time being in force any variation in, or addition to, the Statutory List is made, copies of this Proclamation, printed under the authority of His Majesty's Stationery Office after such direction takes effect, or after such variation or addition is made, may be printed with the paragraphs or words added, or omitted, or substituted for other paragraphs or words, as such direction requires, or with such variation in, or addition to, the Statutory List; and this Proclamation shall be construed as if it had, on the date at which such direction takes effect, or variation or addition is made, been issued with such addition, omission, substitution or variation as such direction, variation or addition requires, and with the paragraphs thereof numbered in accordance with such direction."

"7. A reference in any Order in Council, or other document, to this Proclamation, or to the Statutory List shall, unless the context otherwise requires, be construed to refer to this Proclamation, or to the Statutory List, as amended by any Proclamation or Order of Council for the time being in force."

4. As from the date hereof Paragraph 6 of Our said Proclamation shall be numbered 8, and the figures and letters "1916, No. 3" omitted therefrom.

5. This Proclamation shall be read as one with the Trading with the Enemy (Statutory List) Proclamation, 1916, No. 3.

Given at Our Court at Buckingham Palace, this Sixteenth day of January, in the year of our Lord one thousand nine hundred and eighteen, and in the Eighth year of Our Reign.

NOTE AS TO THE ISSUES OF THE TRADING WITH THE ENEMY (STATUTORY LIST) PROCLAMATION TOGETHER WITH THE CONSOLIDATED STATUTORY LIST REVISED TO DATE OF ISSUE.

[The Statutory List annexed to the Principal Trading with the Enemy (Statutory List) Proclamation (numbered 1) (printed as first issued as St. R. & O., 1916, No. 320), has been repeatedly varied and added to by Orders of Council made under Section. 1 (2) of the Trading with the Enemy (Extension of Powers) Act, 1915 (5 & 6 GEO. 5, c. 98). Those Orders of Council (all of which were printed and numbered as St. R. & O.) are also numbered consecutively No. 2 and onwards.

Amendment Act.

The Principal Proclamation as amended by the Proclamation of January 16, 1918, printed immediately above, is from time to time reprinted and put on sale with the Statutory List, as thus varied and added to, complete to the date of such reissue-the reprint bearing a number corresponding to that of the latest Order of Council therein incorporated; copies of such reprints can be purchased from H.M. Stationery Office.

Thus the (February 21, 1919) latest of these reprints, is numbered 76a, and contains the Statutory List with the then latest variations, viz. :-those which were effected by Order of Council No. 76, dated February 21, 1919 (St. R. & O., 1919, No. 188).

The reprint in question incorporates, forms a complete consolidation of, and therefore supersedes, the following Statutory Rules and Orders:

Those St. R. & O. are with the exception of the amending Proclamation of January 16, 1918 (printed above), confined to variations of the names, &c., in the Statutory List, and have therefore not been reprinted in the Annual Volumes of St. R. & O. as the variances in the Statutory List are so frequent as to render the Consolidated Issues herein referred to as supplemented by any Order of Council subsequent to such a Consolidated Issue alone of use for practical reference.]

In pursuance of the powers conferred upon them by the provisions of Sub-section (4) of Section 2 of the above-mentioned Act the Board of Trade, after consultation with the Treasury, hereby make the following Rules defining what business is for the purposes of the said Section, to be deemed banking business.

Banking business" means receiving money on current account or on deposit: accepting bills of exchange: making, dis counting, buying, selling, collecting or dealing in bills of exchange, promissory notes and drafts whether negotiable or not: buying, selling or collecting coupons: buying or selling foreign exchange by cable-transfer or otherwise: issuing for subscription or purchase or under-writing the issue of loans, shares or securities making or negotiating loans for commercial or industrial objects or granting and issuing letters of credit and circular notes: except in so far as such operations form part of and are for the purposes of and incidental to the conduct of a business carried on for other purposes by the company, firm or individual by whom such operations are transacted.

2. These Rules shall be known, and may be cited as The Enemy Banking Business Rules, 1918.

3. These Rules shall come into operation on the date hereof.

Whereas by Section 91 of the National Insurance Act, 1911, (a) power was given to the Board of Trade to make Regulations for the purposes therein specified and generally for carrying Part II. of that Act into effect, and any Regulations so made are to have effect as if enacted in that Act:

And whereas by Section 2 of the New Ministries and Secre taries Act, 1916, (b) it is provided amongst other things that the powers and duties of the Board of Trade under the National Insurance Act, 1911, as amended by any other Act shall be transferred to the Minister of Labour:
