In exercise of the several powers conferred on them by the National Insurance (Health) Acts, 1911 to 1918, and of all other powers enabling them in that behalf, the National Health Insurance Joint Committee and the Insurance Commissioners, the Scottish Insurance Commissioners, the Irish Insurance Commissioners, and the Welsh Insurance Commissioners, acting

jointly so far as regards Regulations which the said Joint Committee is empowered to make jointly with any of the bodies of Commissioners aforesaid, and acting separately so far as regards Regulations which the said Joint Committee or any of the said bodies of Commissioners are empowered to make alone, hereby make the following Regulations:-

PART I.

GENERAL.

1. These Regulations may be cited as the National Health Insurance (Approved Societies) Consolidated Regulations, 1918, and, except as otherwise expressly provided, shall come into operation on the 1st day of July, 1918.

2. The National Health Insurance (Approved Societies) Consolidated Regulations, 1916, (a) and the National Health Regulations. Insurance (Time for Joining an Approved Society) (Out-workers) Regulations (Ireland), 1913, (b) are hereby revoked, but without prejudice to any right, privilege, obligation, or liability acquired, accrued, or incurred under either of those Regulations.

Interpretation.

3.-(1) In these Regulations, unless the context otherwise requires

"The principal Act" means Parts I and III of the National
Insurance Act, 1911, (c) "the Act of 1913" means the
National Insurance Act, 1913, (d) and "the Act of 1918"
means the National Health Insurance Act, 1918, (e) and
any reference to the principal Act shall, where necessary,
include a reference to any Act which is deemed to be
part of or to be construed as one with that Act;
"The Joint Committee means the National Health Insur-
ance Joint Committee;

"The Commissioners" means the Insurance Commissioners,
or the Scottish, Irish or Welsh Insurance Commissioners,
as the case may require, or where by virtue of any Regu
lations made by the Treasury under Section 83 of the
principal Act, any power is exercisable by the Joint
Committee or by the Joint Committee acting jointly with
any of the above-mentioned bodies of Commissioners,
means the Joint Committee or the Joint Committee
acting jointly with any of those bodies of Commissioners,
as the case may require;

Society" means an Approved Society;

"Branch" means a branch for the purposes of the principal
Act;
"Committee of Management means the Committee of
Management or other governing body of a Society or
branch;

Insured member" means, with reference to a Society or
branch, a member of the Society or branch for the
purposes of the principal Act;

"Half Year means any period in respect of which contribution cards may be issued under any Regulations relating to the collection of contributions made under the principal Act and for the time being in force. (2) Any reference in these Regulations to any provision of the principal Act which has been amended by any other Act shall be construed as a reference to that provision as so amended

(3) The Interpretation Act, 1889, (a) applies to the interpretation of these Regulations as it applies to the interpretation of an Act of Parliament.

4. Where by any Regulations made at any time after these Regulations Regulations any Article or part of any Article or words are to be redirected to be added to or omitted from these Regulations, or to printed with be substituted for any other Article or part of any Article or words in these Regulations, then copies of these Regulations, printed under the authority of His Majesty's Stationery Office after such direction takes effect may be printed with any Article or part of any Article or words so added or omitted or substituted as such direction requires, and with the Articles and paragraphs thereof numbered in accordance with such direction, (b) and these Regulations shall be construed as if they had, at the time at which such direction takes effect, been made with such addition, omission or substitution, and a reference in any Regulations made by the Joint Committee or any of the bodies of Commissioners to the National Health Insurance (Approved Societies) Consolidated Regulations, 1918, shall, unless the context otherwise requires, be construed to refer to these Regulations as amended by any other Regulations for the time being in force.

PART II.

CONSTITUTION OF UNREGISTERED SOCIETIES AND SEPARATE

SECTIONS.

Unregistered Societies.

Societies.

5. The constitution of a Society applying for approval under Rules of Section 23 of the principal Act (not being a Society registered or unregistered established under any Act of Parliament or by Royal Charter) shall be regulated by written or printed rules, or by some other instrument providing for the following matters:

(a) The name of the Society.

(b) The situation of the principal office of the Society.

(c) The objects of the Society.

(d) The manner of election and removal of the Committee of
Management, and in cases where the affairs of the

Society are managed by delegates, the manner of
election and removal of such delegates.

(e) The powers and duties of the Committee of Management.
(f) The manner of election and removal of trustees and
other officers.

(g) The determination of the time and place of holding and
the manner of convening all meetings of the Society.

(h) The manner of determining disputes between the Society and any person who is or has ceased to be a member of the Society or branch or any person claiming through such person.

(2) The manner of admission and expulsion of members.

6. The constitution of a section established for the purposes of the principal Act shall be regulated by printed or written rules or by some other instrument providing for the following matters:

(a) The name of the section.

(b) The situation of the principal office of the section.

(c) The manner of the establishment of the section by the Society and the manner in which the relation between the Society and the section is defined.

(d) The following particulars with reference to the dissolution of the connection between the section and the Society

(i) the length of notice (not being less than one year) necessary before dissolution;

(ii) the minimum period (not being less than three years from the date of the approval of the section) which must elapse before the notice can be given; and

(iii) the manner in which, upon any such notice taking effect, the section shall be constituted so as to become a Society or shall be wound up or otherwise dealt with so that provision may be made for the continued insurance of its members.

(e) The manner of election and removal of the Committee of Management, and in cases where the affairs of the section are managed by delegates, the manner of election and removal of such delegates.

(f) The powers and duties of the Committee of Management. (g) The manner of election and removal of trustees and other officers.

(h) The determination of the time and place of holding and the manner of convening all meetings of the section.

(2) The manner of determining disputes between the section and any person who is or has ceased to be a member of the section or any person claiming through such

person.

(j) The manner of admission and expulsion of members.
(k) The making and alteration of rules of the section,
