TIMES FOR JOINING AND REJOINING AN APPROVED SOCIETY.

7. For the purposes of Section 42 of the principal Act, the time Time for within which a person may join a Society shall be: :joining a (a) in the case of a person (other than a person to whom Society. paragraph (b) of this Article applies) who enters into insurance as an employed contributor, any time before the 1st day of April or the 1st day of October first occurring after the end of the half-year in which he enters into insurance;

(b) in the case of an outworker in respect of whom notice of
entry under Article 19 of the National Health Insur-
ance (Collection of Contributions) Consolidated Regu-
lations (Ireland), 1918, has been given and whom the
Commissioners have under Article 21 of those Regula-
tions decided to be an employed contributor, any time
before the expiration of six months from the date on
which he receives for the first time a notification from
the Commissioners under paragraph (4) of Article 21
of those Regulations, and for the purpose of this
paragraph an outworker shall be deemed to have re-
ceived a notification at the time he would have received
it in the ordinary course of post;

(c) in the case of a person who enters into insurance as a
voluntary contributor, any time before the date of his
entry into insurance;

(d) in the case of a person who has ceased to be a member of
a Society whether by voluntary withdrawal, or expul-
sion or otherwise in accordance with the rules of the
Society, any time before he ceases to be a member of
the Society:

Provided that:

(i) if before the expiration of the time within which a person to whom paragraph (a) or (b) of this Article applies may by virtue of the foregoing provisions of this Article join a Society, he makes a claim for sickness or maternity benefit under the principal Act in respect of which claim a payment is made or dies or permanently ceases to reside in the United Kingdom, the time expiring on the day immediately preceding the day on which the claim is made or the day of that person's death or the day on which that person so ceases to reside in the United Kingdom, as the case may be, shall be deemed to have been the time allowed in the case of that person for joining a Society, instead of the time which would otherwise have been allowed; (ii) in the case of any person to whom paragraph (a) or (b) of this Article applies, who joins a Society within six months after the expiration of the time allowed as aforesaid, or in the case of any person to whom paragraph (a) applies, who enters into insurance on becoming employed as a master, seaman or apprentice on a foreign-going ship or a ship engaged in regular

trade on foreign stations, or who becomes employed as a master, seaman or apprentice on any such ship as aforesaid within three months after his entry into insurance as an employed contributor, and who joins a Society within three months after the termination of the voyage made by him on such a ship as aforesaid which first terminates after his entering into insurance, the time expiring on the date on which he joins the Society shall, if, prior to the date of so joining, he has not surrendered a contribution card in accordance with the provisions of any Regulations relating to the collection of contributions made under the principal Act and for the time being in force and if the Society so desires, be deemed to be the time allowed in the case of that person for joining a Society, instead of the time which would otherwise have been allowed;

(iii) in the case of any person to whom paragraph (d) applies, who joins a Society within three months after the date on which he ceases as aforesaid to be a member of a Society, the time expiring on the date on which he joins the Society, shall, if, prior to the date of so joining, an account in respect of him in the Deposit Contributors Fund has not been opened and if the Society so desires, be deemed to be the time allowed in the case of that person for joining a Society instead of the time which would otherwise have been allowed.

8. For the purpose of the proviso to sub-section (5) of Section 14 of the Act of 1918, the time within which a person who, having ceased to be a member of a Society in accordance with the provisions of the said sub-section, becomes an employed contributor within one year after so ceasing, shall, on making application for the purpose, be entitled to be re-admitted as a member of the Society shall be

(a) in the case of a person, other than a person to whom paragraph (b) of this Article applies, any time before the 1st day of April or the 1st day of October first occurring after the end of the half year in which he so becomes an employed contributor; and

(b) in the case of a person who so becomes an employed contributor in respect of being employed as a master, seaman or apprentice on a foreign-going ship or on a ship engaged in regular trade on foreign stations, or who becomes employed as a master, seaman or apprentice on any such ship as aforesaid within three months. after so becoming an employed contributor, any time before the expiration of three months from the date of the termination of the voyage made by him on such a ship as aforesaid which first terminates after his becoming an employed contributor:

Provided that if before the expiration of the time within which a person shall, by virtue of the foregoing provisions of this Article on making application, be entitled to be re-admitted as a

member of a Society, he joins another Society, the time
expiring on the day immediately preceding the date on which he
joins another Society shall be deemed to have been the time
allowed in the case of that person for the purpose aforesaid,
instead of the time which would otherwise have been allowed.
For the purpose of this Article, a Society includes a branch of
a Society.

PART IV.

TRANSACTIONS BETWEEN INSURANCE COMMISSIONERS AND

SOCIETIES.
Interpretation.

9. In this Part of these Regulations, unless the context other- Interpretawise requires

The Fund" in relation to any accounts or payments means
the National Health Insurance Fund in that part of
the United Kingdom to which those accounts or pay-
ments relate;

"Branch" in relation to an application for the issue of
money to a registered district or group of branches
includes the registered district or group;

"Contribution card" means a card (other than a record
card) issued under any Regulations relating to the col-
lection of contributions made under the principal Act
and for the time being in force; .

"Period of account means the calendar year;

"The Guarantee Fund means any fund set up by the Com-
missioners or by the Joint Committee for the purposes
of the security to be given by Societies under Section 26
of the principal Act.

10. There shall be kept in the books of the Commissioners the Accounts in following accounts, namely:

(a) an Approved Societies' Current Account;
(b) an Initial Reserve Values Account;

(c) a Reserve Values (Apportionment) Account;

(e) a Reserve Values (Redemption) Account;

(f) a Contingencies Fund Account;

(g) a Reserve Suspense Fund Account;

(h) an Investment Account;

(i) an Interest Account;

(j) any other accounts which may from time to time be

required.

11. (1) When any claim is made by a Society in the manner Approved provided in this Part of these Regulations for credit in respect of Societies' contributions paid by or in respect of its members, the total Current value of National Health Insurance stamps affixed to the con- Account. tribution cards surrendered by the Society in respect of those members shall be ascertained by the Commissioners and after

deducting the amounts to be retained thereout for discharging the liabilities of the Commissioners in respect of reserve values or otherwise as in the Act of 1918 provided, the net amount of the contributions shall, subject to adjustments in the accounts of subsequent periods, be credited to the Society in the Approved Societies Current Account for the period to which the claim relates:

Provided that in the case of any Society operating in Ireland in respect of whose members no debit is made for medical benefit under Article 17 of these Regulations from the amount of each contribution paid at the rates applicable in Great Britain by or in respect of an insured member deemed to be resident in Ireland, a further deduction shall be made of the difference between the amount of the contribution so paid and the amount which would have been payable by or in respect of such insured person, at the rate applicable in Ireland.

(2) There shall also be credited to each Society in the Approved Societies' Current Account the following sums (amongst others). namely:

(a) all sums payable to the Society on account of contributions in respect of seamen, marines, soldiers and airmen under Section 46 of the principal Act and Section 25 of the Act of 1918;

(b) all sums payable out of moneys provided by Parliament in respect of members of the Society to whom the proviso (b) to sub-section (2) of Section 48 and subsections (10) and (11) of Section 81 of the principal Act, Section 3 of the National Insurance (Part I. Amendment) Act 1915, (a) and the proviso to subsection (2) of Section 7 of the Act of 1918 apply respectively;

(c) all sums payable to the Society out of moneys provided by Parliament in respect of the cost of benefits and expenses of administration;

(d) all sums, if any, paid to the Commissioners in pursuance
of sub-section (2) of Section 38 of the principal Act
and Section 21 of the Act of 1918 by members and
persons who have ceased to be members of the Society;
(e) all sums. if any, paid to the Commissioners under
sub-section (8) of Section 63, sub-section (2) of Section
69 and Section 71 of the principal Act, and sub-
section (6) of Section 41 of the Act of 1913, or other-
wise in respect of members of the Society;

(f) all sums required to be credited to the Society in respect
of interest upon and redemption of reserve values, in
accordance with Article 12 of these Regulations;
(g) all sums payable to the Society out of the Women's
Equalisation Fund in pursuance of sub-section (2) of
Section 2 of the Act of 1918;

(h) all sums payable to the Society under sub-section (1) of
Section 3 of the Act of 1918 and forming the Con-
tingencies Fund of the Society;

(a) 5–6 G. 5. c. 29,

(i) all sums, if any, payable to the Society in pursuance of
sub-section (4) or sub-section (5) of Section 3 of the
Act of 1918;

(j) all sums, if any, payable to the Society or any branch
of the Society out of the Central Fund in pursuance
of sub-section (2) of Section 4 of the Act of 1918;
(k) all such sums payable out of the Reserve Suspense Fund
in pursuance of sub-sections (2) and (4) of Section 15
and sub-section 2 of Section 26 of the Act of 1918 as
are required to be so credited to the Society or any
branch of the Society.

and Reserve

(Apportion

(1) any interest or dividends due or payable to the Society. 12. (1) The amounts deducted from the contributions of Continmembers of Societies under sub-section (3) of Section 55 of the gencies Fund principal Act shall be apportioned in accordance with the provisions of sub-section (2) of Section 1 of the Act of 1918 and dealt Values with as follows:(a) the portion of the said amounts required under the ment) provisions aforesaid to be carried to the Contingencies Account. Fund shall be carried to the Contingencies Fund Account and shall be apportioned among Societies in accordance with sub-section (1) of Section 3 of the Act of 1918;

(b) the portion of the said amounts required to be carried
to the Central Fund shall be set aside for that
purpose in accordance with sub-section (1) of Section
4 of the Act of 1918; and

(c) the balance shall be carried to the Reserve Values

(Apportionment) Account.

(2) The amount so carried to the Reserve Values (Apportionment) Account shall, subject to providing such sums as are required under the proviso to sub-section (3) of Section 2 of the Act of 1918 to be carried out of that amount to the Women's Equalisation Fund, be applied in payment of interest on reserve values credited in the Initial Reserve Values Account and in writing off the amounts of those reserve values:

Provided that where any payment (other than any of the payments referred to in paragraph (1) (a) and (b) of this Article) falls to be made by virtue of paragraphs (2) and (3) of Article 24 of these Regulations, or otherwise, out of the sums retained for the discharge of the liabilities of the Commissioners, in respect of reserve values, the said payments shall be made out of the Reserve Values (Apportionment) Account before the amounts carried to that Account are applied as aforesaid.

(3) As soon as may be after the end of each period of account there shall be credited to the several Societies, the Navy and Army Insurance Fund, and any other Account which has reserve values standing to its credit for that period in the Initial Reserve Values Account, interest at the rate of three per centum per annum on the amount of such reserve values standing to the credit of each Society Fund or Account, and there shall be transferred from the Reserve Values (Apportionment) Account to the Reserve Values (Interest) Account the amount required to enable such interest to be so credited, and, after providing
