Mr. RICHARD TURNER TATHAM, has been appointed to the office of Official Receiver for the Bankruptcy Districts of the County Courts of Rochester and Maidstone, vacant through the death of Mr. Richard Prall. Mr. A. DE CLIFTON PARMITER, of the solicitors' office of the Lancasshire and Yorkshire Railway Company, has been appointed Assistant Solicitor to the Company.

Mr. ALFRED W. DASHPER, of the firm of Douglas Ford and Dashper, solicitors, Portsmouth and London, has been appointed a Commissioner for Oaths. Mr. Dashper was admitted in 1885.

THE LAW SOCIETY'S EXPENDITURE.-Somewhat amusing, not to say instructive, are the remarks under the above heading, in your issue of the 30th ult., of a correspondent who evidently writes more for the sake of writing than from having any practical suggestions to offer, and who, being "A Non-Member," is hardly in a position to ventilate his ideas on the pros and cons in respect of our noble law institution. It is, first of all, apparent to him that the newspapers, or the reduction of them, or his objection to such reduction (he does not make it clear which), "at present is the only one attraction beyond the honour of being a member," and he then winds up by remarking that at present there is "no object in going there except for reference to the library." Notwithstanding his evident prejudice against the society, he admits in his own way the attractions of both the reading-room and the library, which alone are well worth the present small subscription, and which, with the other existing conveniences, I consider embrace all the requirements which any solicitor can possibly need. The reasons for there being so many non-members must, therefore, undoubtedly be other than those which your correspondent suggests.

ANOTHER TWENTY YEARS' MEMBER.

FINANCE ACT 1894.-The following case seems a particularly hard one, and one which ought to be fought in the courts: A lady settled property, now worth £3000, upon herself for life, remainder to her husband for life, remainder to herself absolutely in default of children, of whom there were none. She died after bequeathing everything to her husband absolutely. Estate duty has been paid on the principal value £3000, and one would have thought that no more could be payable. Somerset House, however, contends that duty is payable (1) on the principal value which, they say, passes under the settlement, viz., £3000; and (2) on the value of the wife's reversionary interest, which passes under her will (the value of this being about £1500. They thus claim duty on £4500, though by no stretch of imagination can the estate be worth more than 23000. I contend that the property in settlement is made up of (a) the value of the life interests, and (b) the reversion, and that the reversion passes under the combined operation of the settlement and will, and that, if I pay duty on the value of the life interest which passes under the settlement, and duty on the value of the reversion which passes under the settlement and will, I have paid duty on the whole value of the estate. Somerset House is in fact claiming duty twice on the same property. Will persons who have been similarly victimised kindly communicate with me, at the LAW TIMES Office (I give this address so that I may not be a marked man at Somerset House), so that we may combine against the claim of the Crown? LEGAL OBITUARY.

The Hon. W. M. K. VALE, who for some years occupied a prominent position in the political life of Victoria, and who for the last thirty years was closely identified with the history of the Congregational Church in that colony, died at St. Kilda, Melbourne, recently. Entering the Victorian Parliament in 1864, in the Protectionist interest, he was appointed in 1868 to the position of Commissioner of Public Works in the Ministry of Sir James M'Culloch, and later Commissioner of Customs. A few years afterwards he returned to the first-named post in the Duffy Government. Returning to England, he qualified for admission to the Bar, but, preferring Colonial life, he returned to Victoria, and became Attorney-General in the Berry Ministry of 1881-82.

THERE will be no sitting in court during the Christmas Vacation.

During Christmas Vacation all applications which may require to be immediately or promptly heard, are to be made, until Tuesday, Dec. 31st, to the Hon. Sir Henry Hawkins, and after that date to the Hon. Mr. Justice Mathew.

Sir Henry Hawkins will act as Vacation Judge from Monday, Dec. 23, to Tuesday, Dec 31, both days inclusive. His Lordship will sit in Queen's Bench Judges' Chambers on Friday, Dec. 27. On other days, within the above period, applications in urgent matters may be made to his Lordship by post or rail.

Mr. Justice Mathew will act as Vacation Judge from Wednesday, Jan 1, to Friday, Jan 10, both days inclusive. His Lordship will sit in Queen's Bench Judges' Chamber on Friday, Jan 3, and (if necessary), on Saturday, Jan. 4. On other days, within the above period, applications in urgent matters may be made to his Lordship by post or rail.

In any case of great urgency, the brief of counsel may be sent to the judge by book post, or parcel, prepaid, accompanied by office copies of the affidavits in support of the application, and also by a minute, on a separate sheet of paper, signed by counsel, of the order he may consider the applicant entitled to, and also an envelope capable of receiving the papers, addressed as follows:-" Chancery Official Letter" To the Registrar in Vacation, Chancery Registrars' Chambers, Royal Courts of Justice, London, W.C."

On applications for injunctions, in addition to the above, a copy of the writ, and a certificate of writ issued, must also be sent.

The papers sent to the judge will be returned to the Registrar. The address of the judge for the time being acting as Vacation Judge can be obtained on application at the Chancery Registrars' Chambers, Room 136.

The chambers of Mr. Justice Kekewich will be open for Vacation business only from 11 to 2 on Tuesday, Dec. 24; on Friday, Dec. 27; Tuesday, Dec. 31; Wednesday, Jan. 1; Thursday, Jan. 2; and Friday, Jan. 3.

MERCHANT SHIPPING ACT 1894.

NOTICE is hereby given that, after the expiration of forty days from the date hereof, it is proposed to submit to Her Majesty in Council, in pursuance of the above-mentioned Act, the draft of an Order in Council for rescinding the Order in Council of the 30th Jan. 1893, on the subject of Ship's Side Lights.

And notice is hereby further given that, in accordance with the provisions of the Rules Publication Act 1893, copies of the proposed draft Order in Council can be obtained by any public body, within forty days of the date of this notice, at the Privy Council Office, Whitehall. AT the November meeting of the Chicago Law Club there an attendance of nearly 100 members, President KREMER presiding. The guests of the evening were Justice SHEPARD, of the Appellate Court, and Judges BALL and KOHLSAAT. The principal address was delivered by Mr. EDGAR A. BANCROFT, upon the subject, "The Lawyer's Duty to the State." Mr. BANCROFT suggested the great influence which the Profession could have upon public affairs if the members of the Bar properly appreciated the dignity and value of their membership in the "guild," and strongly urged the duty of each individual member of the Profession to have constantly before him the responsibility of throwing his individual and professional influence in favour of public and private measures of reform. English lawyers almost entirely fail in this respect.
