An Act to suspend the limitation upon the Governor's power to appropriate revenue contained in "The Governor's Appropriation Acts, 1911 and 1912."

E it Enacted by the Governor of the State of South Australia, with the advice and consent of the Parliament thereof, as follows:

1. (1) This Act may be cited alone as "The Governor's Appro- Short titles. priation Act Further Amendment Act, 1914."

(2) "The Governor's Appropriation Acts, 1911 and 1912," and No. 1065 of 1911. this Act may be cited together as "The Governor's Appropriation No. 1087 of 1912. Acts, 1911 to 1914."

2. This Act is incorporated with the Acts mentioned in section 1, Incorporation with and those Acts and this Act shall be read as one Act.

3. None of the limitations placed by the proviso to section 3 of "The Governor's Appropriation Act, 1911," or by the proviso to section 4 of "The Governor's Appropriation Act Amendment Act, 1912," on the power conferred by those Acts upon the Governor to appropriate revenue shall apply during the financial year ending on the thirtieth day of June, nineteen hundred and fifteen, nor during the period which may elapse between that date and the commencement of the first Session of Parliament held in the financial year following that date.

An Act to make provision for Ensuring and Distributing Supplies of Grain and Fodder, and for purposes incident thereto and consequent thereon.

WHEREAS to

HEREAS it is expedient, in view of the drought now prevailing Preamble. in the State of South Australia, to make extraordinary

provision for ensuring that there will be sufficient supplies of grain and fodder available for the use of persons requiring the same:

it therefore Enacted by the Governor of the State of South Australia,

with the advice and consent of the Parliament thereof, as follows:

1. This Act may be cited as "The Grain and Fodder Act, 1914." Short title.

2. In this Act, unless, from the context or subject-matter, it is Interpretation. clear that some other meaning is intended,

"Acquired" means acquired under this Act:

"Board" means "The Grain and Fodder Board" constituted

under this Act:

"Chairman" means Chairman of the Board:

"Deputy-Chairman" means Deputy-Chairman of the Board:

"Fodder" means hay, chaff, bran, pollard, or any other commodity used for feeding livestock:

"Grain" means wheat, oats, barley, or any other cereal or seed: "Inspector" means Inspector appointed under this Act:

Constitution and appointment of Grain

and Fodder Board.

The Board to be a body corporate.

Its general powers.

Chairman and
Deputy-Chairman.

Who to preside at meetings.

The Grain and Fodder Act.-1914.

"Minister" means the Minister of the Crown to whom the administration of this Act is, for the time being, committed by the Governor :

Regulation" means regulation made under this Act:

"The Prices Regulation Commission" or "the Commission " means the Prices Regulation Commission constituted by The Prices Regulation Act, 1914":

"The State" means the State of South Australia:

"This Act" includes regulations.

The Grain and Fodder Board and Officers.

3. (1) A Board, to be called "The Grain and Fodder Board,” shall be constituted.

(2) The Board shall consist of three members appointed by the Governor.

(3) The Board shall be constituted upon the publication in the Government Gazette of a notice of the appointment of the original three members.

(4) Notice of every appointment of a member shall be published in the Government Gazette.

4. (1) The Board shall be a body corporate, and shall have perpetual succession and a common seal, and by the name of "The Grain and Fodder Board" shall be capable of

(a) suing and being sued and of submitting to arbitration:
(b) owning, holding, and disposing of all kinds of property,
real and personal:

(c) entering into and carrying out such contracts, and doing
and suffering all such other acts and things, as may be
necessary or convenient for the purposes of this Act.
(2) Notwithstanding anything in this Act, it shall be lawful for
the Governor, if and when satisfied that the functions of the Board
have been completely performed and that there is no further need
for the existence of the Board, to declare, by proclamation published
in the Government Gazette, that the Board shall cease to exist as
from the date fixed in that behalf by such proclamation, and the
Board shall cease to exist accordingly.

5. The Governor shall appoint one of the members to be the Chairman of the Board, and may appoint another member to be the Deputy-Chairman of the Board.

6. (1) The Chairman, when present, shall preside at all meetings of the Board. In the absence of the Chairman from any meeting the Deputy-Chairman shall preside.

(2) The Chairman or Deputy-Chairman, when presiding, shall have a casting as well as a deliberative vote.
