Copy of a DESPATCH from Lieut.-Governor LATROBE to the Duke of (No. 76.) Melbourne, May 4, 1853. MY LORD DUKE, THOUGH by no means anxious to recommend changes in the present system of working the Gold Fields of this colony, which may not appear really called for, more especially as the general adaptation of that hitherto in operation to the impulses and character of the great majority of those engaged in the search, has been sufficiently proved by the success which has attended it. 2. My Executive Council, however, has concurred with me in considering that the time had arrived when some slight modification might be introduced with advantage to the public interests, and herewith I have the honour to transmit a notice which sets forth the regulations for the government of the Gold Fields, in their amended form. 12 41 3. It will be seen, that besides some change in the rules laid down for dealing with the ordinary classes of miners, greater inducements are thereby held out to associated parties or companies to enter upon the more regular exploration of such portions of the fields as may reasonably be held to be only partially exhausted by the mode of working hitherto practised by the former, and from the evident disposition shewn by many to avail themselves of the provisions thus made, I am inclined to consider that they have been well timed I have, &c.
