pany, but was not accepted
by the employees concerned.
As a result of further confer-
ences between the parties an
agreement was reached, ef-
fective regarding wages from
Aug. 1, 1912, and hours, over-
time rates, and other changes
from Oct. 1, 1912. The
threatened strike was there-
by averted.

Report of board was accom-
panied by a minority report
signed by Mr. Duval. Prior
to the date of the application
the employees had gone on
strike and remained out
from Nov. 1 until Feb. 3,
when the department was
informed that an agreement
had been reached by the
parties concerned and the
employees had accordingly
resumed work.

Proceedings under act were
stayed pending further nego-
tiations between the Govern-
ment Railways managing
board and the Brotherhood
of Locomotive Engineers.
No further action by the de-
partment was necessary.
