The Hon. GILBERT COLERIDGE has been appointed to the office of Assistant Master in the Crown Office Department of the Supreme Court, and Mr. EGERTON BARING LAWFORD has succeeded him as Private Secretary to the Lord Chief Justice.

Mr. THOMAS RICHARDSON KEMP, Q.C. has been appointed Recorder of the City of Norwich.

Mr. MONTAGUE JOHNSTONE MUIR MACKENZIE has been appointed Recorder of the Borough of Deal.

Mr. CHARLES PETER LAYARD has been appointed Attorney-General for the Island of Ceylon.

Mr. GEORGE HENRY WITHERS, barrister-at-law, has been appointed a Puisne Justice of the Supreme Court of the Island of Ceylon.

NOTICE UNDER THE PUBLIC OFFICES FEES ACT 1879.

WHEREAS by sect. 3 of the Public Offices Fees Act 1879, it is provided that the Treasury may, from time to time, make, and, when made, revoke, alter, and add to regulations for all or any of the following purposes respecting fees in any public office, that is to say:

1. Regulating the manner in which the fees taken in money are to be taken, accounted for, and paid over.

2. Determing the use of impressed or adhesive stamps, and the mode of cancellation of adhesive stamps.

3. Regulating the use of stamps, and prescribing the application thereof to documents from time to time in use, and requiring documents, to be used for the purpose of such stamps.

Now we, the undersigned, being two of the Lords Commissioners of Her Majesty's Treasury, do hereby give notice, and order and direct: That, from and after the date of this Order, in lieu of any regulations on the subject heretofore in force, the fees and percentages set forth in the annexed schedule, and imposed by the Patents, Designs, and Trade Marks Acts 1883 to 1888, or by rules made under those Acts, shall be taken in stamp or cash, as stated in the said schedule; and that fees and percentages hereafter imposed under the said Acts, or by any Act amending the same, or by any rule made under any or all of such Acts shall, unless otherwise directed, be taken in impressed stamps.

The stamps shall be of such a character as the Commissioners of Inland Revenue may from time to time adopt for the purpose.

The official forms required to be impressed with stamps in any proceedings under the said Acts or rules or amendments of the same shall be kept and issued at the Inland Revenue Office, Royal Courts of Justice, and at such other places as the Commissioners of Inland Revenue may deem necessary or expedient.

And we do further give notice and direct that this Order shall be binding on all officers and persons whom it may in any way affect.

The Law and the Lawyers.

THE minority in the Bar Committee which prevented their report to the CHANCELLOR on the Judges' Resolutions being unanimous, consisted of One. This One is in favour of a single Court of Appeal, consisting of the legal members of the House of Lords and all the Lords Justices. He expressed this view in the Law Quarterly in 1891, and is evidently astonished that it has not been adopted.

ANOTHER good lawyer has been appointed to the County Court Bench. Mr. FRENCH, Q.C., of the Northern Circuit and a Bencher of the Middle Temple, has been selected to succeed Judge HOOPER in County Court Circuit No. 20. Mr. FRENCH enjoyed a very large junior business on his circuit, and has acted as arbitrator recently in some very heavy matters. He will undoubtedly make an excellent County Court judge. He has been at the Bar twenty years.

THE death of Mr. MONTAGU WILLIAMS removes a man who for many years occupied a prominent position before the public. A leading criminal barrister is necessarily associated with matters of absorbing public interest, and the career of Mr. WILLIAMS before going to the Bar gave to his personality an exceptional attraction. Ordinarily such a career ending on the metropolitan police-court bench would not be considered one of much distinction. But Mr. WILLIAMS, by his benevolence and active charity, was something more than a magistrate, and won for this and other personal reasons an unusual amount of public consideration and sympathy.

HIS HONOUR JUDGE HUGHES would like to see all cases under the Employers' Liability Act, when the employé is killed, The Act would have to be disposed of by the coroner. amended first. To introduce a coroner, say, a medical coroner, to the beautiful cluster of conundrums connected with "the condition of the ways," the negligence of one having superintendence," and Volenti non fit injuria, would produce consequences the extent of which it is difficult to foresee. No doubt as matters stand much injustice is done, and the work is very troublesome. But to leave a coroner and his jury to say what compensation is to be paid to the widow and children would be an appalling innovation. If this kind of view is adopted by judges, convenient alternatives for courts of law will be found for every species of contested claims.

SIR FREDERICK POLLOCK has been discoursing in Glasgow upon "Archaism in Modern Law," before the Juridical Society of that city. As reported in the North British Daily Mail, the address does not seem to have been very brilliant. The most interesting features in the report are the misprints. Sir FREDERICK was abusing the Statute of Frauds. A quotation from that Act is thus given by the printer: "Except the lawyer shall accept part of the goods so sold and actually receive the same." Again, "The contrast was real, not consensual." And yet again, "The relation of the two orders of ideas was more like that of a hyperbole and its asymbole than that of two words, which coming from different directions, ultimately coincided." Sir FREDERICK concluded by the remark: One way and another there was a great deal of ancient human nature about man, and it did not forsake him when he determined to be rational and a lawyer."
