Scotland also bear a second number with the letter "S" prefixed. Those relating to procedure or fees in courts in England of Wales bear a second number with the letter "L" prefixed. indicating that they belong to the legal series. The public and general rules and orders forming the text of this volume are grouped under an alphabetically arranged series of headings of law these headings so far as possible are identical with those adopted in the annual "Index to the Statutes in Force," and in the Index to Statutory Powers and Rules and Orders in Force" of which a new edition, revised to June 30, 1924, was published in 1924. One advantage of this uniform system is that under the same title in the various official publications there may be found in respect of any subject of law the statutory enactments, the legislative powers delegated by Parliament to Government departments, the extent to which these powers have been exercised, and the text of the delegated legislation.

Citation and Identification.-Rules and orders are cited by their number and year in accordance with section 3 (2) of the Act of 1893, already quoted above; for example, the Rules printed on the first page of this volume are to be cited as "S.R. & O. 1925, No. 1360. In addition it is usual and convenient for the rulemaking authority to give each set of rules or orders a short title, as is done in the case of Acts of Parliament. A statutory rule referred to merely by its number or date can be traced by looking under the appropriate heading of law in the Index to Statutory Powers and Rules and Orders in Force, or by recourse to the sale lists of Stationery Office Publications (issued monthly, quarterly and yearly) wherein the statutory rules and orders of the year are listed in numerical order.

An edition of "Statutory Rules and Orders Revised" containing all those of a public and general character in force on December 31, 1903, was published in 1904. It superseded the annual volumes of Rules and Orders for the years 1890 to 1903, but has now itself been largely superseded by subsequent Acts of Parliament and by the Rules and Regulations contained in the annual volumes of the past twenty-two years.

Evidence.-Under section 2 of the Documentary Evidence Act.

Prima facie evidence of any proclamation, order or regulation issued by Her Majesty or by the Privy Council, also of any proclamation, order or regulation issued . . . by or under the authority of any such department of the Government or officer as is mentioned in the first column of the schedule hereto, may be given in all courts of justice and in all legal proceedings whatsoever . . . by the production of a copy of such proclamation, order or regulation purporting to be printed by the Government printer.

The schedule to that Act includes the Treasury, the Admiralty, Secretaries of State, and the Board of Trade. The Act has been extended to the Board of Education, the Board of Agriculture (now the Ministry of Agriculture and Fisheries), the Post Office,

the Secretary for Scotland, the Ministries of Health, Transport, Labour and Pensions, the Scottish Board of Health and other authorities by various statutes constituting or affecting them. Under section 2 of the Documentary Evidence Act, 1882, where such copies are evidence when purporting to be printed by the Government printer, they are to have the same effect if purporting to be printed under the superintendence or authority of H.M. Stationery Office. Thus the copies printed in this volume of orders and regulations issued by the rule-making authorities mentioned above are primâ facie evidence.

Corrections. This volume is edited by the Editor of Statutes Revised, Statutory Rules and Orders, &c. (Mr. Cecil T. Carr. Barrister-at-law) in succession to Mr. Alexander Pulling, who edited the annual volumes from 1890 to 1922.

THE AGRICULTURAL WAGES COMMITTEES (AMENDMENT) REGULATIONS, 1925, DATED DECEMBER 29, 1925, MADE BY THE MINISTER OF AGRICULTURE AND FISHERIES UNDER THE AGRICULTURAL WAGES (REGULATION) ACT, 1924 (14 & 15 GEO. 5. c. 37).

The Minister of Agriculture and Fisheries by virtue and in exercise of the powers conferred on him by the Agricultural Wages (Regulation) Act, 1924, hereby orders and directs as follows:

"Amendment of Article 17 (1) of the Agricultural Wages Committees Regulations, 1924." (a)

1. Regulation 17 (1) of the Agricultural Wages Committees Regulations, 1924 (hereinafter called the principal Regulation), is hereby revoked and the following substituted therefor :

"17.—(1) Before making any such Order the Committee shall in such manner as the Minister shall in each case direct, submit to the Minister a draft of the proposed Order for approval of the form in which it is drafted and on receipt of such approval shall give notice of the proposed Order, and of the manner in which and of the time within which objections to the proposal may be lodged.

"The Committee shall consider any objections to the proposed Order which may be lodged with them within fourteen days; provided that the Minister on the application of the Committee made on the ground of the limited application of a proposed Order, may exempt the proposed Order from this Regulation and authorise the Committee to make the Order at the expiration of seven days after service of notice of the proposed Order on the persons affected by the Order."

2. These Regulations shall come into operation on the first day of January, 1926.

3. These Regulations shall be read and construed as one with the Principal Regulations and may be cited as the Agricultural Wages Committees (Amendment) Regulations, 1925.

THE AUXILIARY AIR FORCE (APPLICATION OF ENACTMENTS) ORDER, 1925.

At the Court at Buckingham Palace, the 2nd day of May, 1925 PRESENT,

The King's Most Excellent Majesty in Council.

Whereas by section six of the Air Force (Constitution) Act, 1917, (a) as amended by section one of the Territorial Army and Militia Act, 1921, (b) it is provided amongst other things that His Majesty may raise and maintain an auxiliary air force and may by Order in Council apply with the necessary adaptations to that force or to the officers or men of that force any enactment relating to the territorial army or to the officers or men of that army:

And whereas by section twenty-eight of the Territorial and Reserve Forces Act, 1907, (c) it is provided amongst other things that His Majesty may by Order in Council apply with the necessary adaptations to the territorial army or the officers and men belonging to that army any enactment relating to the militia, yeomanry or volunteers or officers or men of the militia, yeomanry or volunteers other than enactments with respect to the raising, service, pay, discipline or government of the militia, yeomanry or volunteers:

And whereas by an Order in Council made under the last mentioned section on the nineteenth day of March, nineteen hundred and eight d the enactments specified in the first and secord parts of the Schedule to this Order being enactments which related respectively to the militia and to officers of the volunteers were appiled to the territorial army and to the officers and men of that army in like manner as they applied to the militia and to the officers and men of the militia and to officers of the volunteers respectively :

And whereas by the last mentioned section as applied to the *uxiliary air for by the Auxillary Air Force Order, 1901 & ik provided amongst other things that His Micrsty may by Order in Counal apply with the necessary adaptations to the suxiliary air force or the offers and won belonging to that force any enactment passed before the second day of August, nineteen hundred and seven being the date of the passing of the said Act
