(1) This card is issued for use by an employer in any case where an employee fails to produce an ordinary card at the proper time for the purpose of stamping. An employer can obtain a supply of these cards at any Post Office.

(2) The employer must insert the name of the employee and the date of the week for which the contribution is due, and affix in the space below a single Combined Health and Pensions Insurance Stamp of the value representing the joint contribution of himself and the employee. He must then cancel the stamp by writing across it in ink the date of affixing, or by stamping the date on it with a metallic die. The card must be given to the employee as soon as it has been stamped.

(3) The employee on receiving this card from his employer should sign his name and write his address, and the name of his Approved Society (if any) and his membership number, in the space below. He must send the card to his Society, (or, if he is not a member of a Society, to the Ministry of Health (Insurance Department)) with his ordinary card and record card (if any) immediately after the end of the half-year. Failure to surrender a stamped card promptly may result in a serious loss of benefits.

Any person who removes a stamp from a card or makes use of a stamp removed from another card is liable to prosecution.

Where the employer fails to pay the contribution and to deduct the employee's share of it at the proper time, he loses his right of deducting any part of the contribution.

A person finding a lost card should drop it in a Post Office letter box. If this card is sent through the post it must be put in an envelope and postage must be prepaid unless it is sent to the Ministry of Health.

THE NATIONAL HEALTH INSURANCE AND CONTRIBUTORY PENSIONS (COLLECTION OF CONTRIBUTIONS) REGULATIONS (SCOTLAND), 1925, DATED DECEMBER 31, 1925, MADE BY THE NATIONAL HEALTH INSURANCE JOINT COMMITTEE AND THE SCOTTISH BOARD OF HEALTH, ACTING JOINTLY, UNDER THE NATIONAL HEALTH INSURANCE ACT, 1924, AND THE WIDOWS, ORPHANS AND OLD AGE CONTRIBUTORY PENSIONS Act, 1925.

The National Health Insurance Joint Committee and the Scottish Board of Health, acting jointly, in pursuance of the powers conferred on them by the National Health Insurance Act, 1924, and the Widows, Orphans and Old Age Contributory Pensions Act, 1925, and of all other powers enabling them in that behalf, hereby make the following Regulations :

1.-(1) These Regulations may be cited as the National Health Insurance and Contributory Pensions (Collection of Contributions) Regulations (Scotland), 1925, and shall be read as one with the National Health Insurance (Collection of Contributions) Regulations (Scotland), 1924 (S.R. & O. 1924, No. 1504/S. 87) (a) (hereinafter called the principal Regulations), and these Regulations and the principal regulations may be cited together as the National Health Insurance and Contributory Pensions (Collection of Contributions) Regulations (Scotland), 1924 and 1925. (2) These Regulations shall come into operation on the 4th day of January, 1926.

2. In these Regulations

"The Insurance Act means the National Health Insurance Act, 1924 (14 & 15 Geo. 5. c. 38);

"The Pensions Act means the Widows, Orphans and Old Age Contributory Pensions Act, 1925 (15 & 16 Geo. 5. c. 70).

3. The provisions of the principal Regulations shall, subject to the provisions of these Regulations, apply for the purposes of the payment and collection of contributions in respect of persons insured under the Insurance Act and in respect of exempt persons payable under the Pensions Act as well as under the Insurance Act as if the contributions under both of those Acts were contributions under the Insurance Act.

4. In the principal Regulations (other than the provisions thereof with respect to arrears, record cards and benefit records) reference to the Insurance Act or to provisions of the Insurance Act shall, unless the context otherwise requires, be construed as including references to the Pensions Act or to the corresponding provisions of the Pensions Act.

5. For the purposes of proviso (a) to subsection (1) and of subsection (5) of Section 9 of the Insurance Act in relation to contributions both under the Insurance Act and under the Pensions Act no account shall be taken of a weekly contribution paid under the Pensions Act in respect of employment in an excepted employment to which paragraph (iv) of subsection (1) of Section 9 of the Pensions Act applies or of employment by an employer in such an excepted employment.

6. Article 12 of the principal Regulations shall have effect subject to the following amendments:

(a) the following provision shall be inserted immediately after the first sub-paragraph of paragraph (1) :

case of a woman, been continuously insured for a period of ten years or since the 15th day of July, 1912 (whichever period is the shorter), may pay contributions in respect of any period "of unemployment as if he were a voluntary contributor shall be the time to the end of "the period of grace next after the contribution year in which the unemployment occurred, and the conditions subject to which he may pay such "contributions shall be :

(ii) that in any contribution year for which he "may have paid contributions as a volun

tary contributor, contributions shall not in his case for the purposes of any Regulations made under paragraph (e of Section 8 of the said Pensions Act be deemed to have been paid in respect of "any period of unemployment except unemployment owing to incapacity for "work due to some specific disease or bodily or mental disablement "-(b) the following words shall be added at the end of paragraph (2):

"or subsection (4) of Section 38 of the said Pensions "Act."

7. All cards in respect of persons insured under the Insurance Act and in respect of exempt persons for the purposes of the Insurance Act, the Pensions Act, the principal Regulations and these Regulations (other than arrears cards for the purposes of the Insurance Act) shall be in the forms set out in the Schedule to these Regulations or in such forms substantially to the like effect as may from time to time be approved by the Board, and the Schedule to these Regulations shall be substituted for so much of the Third Schedule to the principal Regulations as relates to cards other than arrears cards.

SCHEDULE.

(I.) CARD OF EMPLOYED CONTRIBUTOR (MAN): CLASS A.

(1) The Insured Person must deliver the Card to his Employer at the proper times for the purpose of stamping, and must immediately after and in any case not later than

send the Card, with his Record Card, to his Approved Society. If he is not a member of a Society he should post his Card to the Scottish Board of Health; an addressed envelope can be obtained at any Post Office. If the card is unstamped, or only partially stamped, the reason should be stated.

A Member of a Society requiring a new Card should apply to his Society.

Failure to surrender this card promptly may result in a serious loss of benefits.

(2) A 1s. 6d. contribution is payable by the Employer for each week (commencing Monday) during the whole or any part of which the Insured Person is employed. The Card must be stamped with Combined Health and Pensions Insurance stamps not later than the time at which wages are paid, and each stamp must be cancelled at the time of affixing by writing the date of affixing in ink or stamping it with a metallic die across the face of the stamp.

(3) The Employer must also stamp the Card to date and return it to the Insured Person at the following times :-(a) on the expiration of the peric of currency of the Card, or not later than 6 days thereafter; (b) on the termination of the employment, or, if the employee leaves without notice, within 14 days; (c) within 48 hours after receiving a request to that effect from the Insured Person.

(4) If the Insured Person is 18 years of age or over, and his remuneration does not include board and lodging, and does not exceed 4s. for a full working day, the Employer must pay the full contribution of 1s. 6d., but may recover 8d. if the rate is over 3s. but not over 4s. a day; and 41d. if not over 3s. a day. If the employee is between the ages of 16 and 18, the full amount of 9d. may be deducted, whatever his remuneration.

(5) Where the Employer fails to pay the contribution and to deduct the Insured Person's share of it at the proper time he loses his right of deducting any part of the contribution.
