Mr. CLARK. Mr. Chadwick, Mr. Corrado has a question.

Mr. CORRADO. Mr. Chadwick, just for the record, and for my own understanding so that we get this straight, I will try to isolate the problem a little, and you tell me if I am correct.

In your testimony, you seem to have been talking about the provisions of the Model Boating Act.

I assume that all your remarks in this regard are directed to section 26 (a) (2), where it says, "include generally the other substantive provisions of the Model State Boat Act." Your concern is that this bill will bring in the Model State Boat Act, and apply generally these provisions of the Model State Boat Act that you are concerned about. Is that correct?

Mr. CHADWICK. Yes.

Mr. CORRADO. When I look at the section 26, it says that: "The Secretary shall accept the State boating safety program which," and then, one, two, three.

The State of Washington, at the present time, at least, doesn't have a boating safety program.

It just seems to me that there isn't a problem for you the way this is written now. Your concern at this time is strictly prospective. Is that correct, or not?

Mr. CHADWICK. Well, our assumption is that Washington will rise to the bait represented by 15041, and want to qualify, and it would like to make it easy for itself to qualify by having some maneuvering room in which to refine the Model State Boat Act and cure some of these defects.

Mr. CORRADO. But your position is right now that you would still like to participate in any Federal funding that might come about, even without your State law?

Mr. CHADWICK. I can't answer for the association. They haven't really been polled on that specific point.

I think we are assuming as a committee for our association that if it goes through, our State should be able to take advantage of it. Mr. CORRADO. Do you foresee that you will have a State law within the near future, within the next several years?

Mr. CHADWICK. Well, given the determination of our now Governor, I think we will.

Mr. CORRADO. I would think that if this bill passed, and there was fairly substantial Federal funding, that might create some interest. Mr. PELLY. I can assure you that wherever there is a dollar in Washington, Governor Evans always has his eye out for it. I hear from him quite regularly.
