A PROCLAMATION.

To all to whom these presents shall come-GREeting.

WHEREAS a petition has been pre

sented to us, signed by not less than seventy-five freeholders and householders of the locality herein described, of whom not fewer than one-half are freeholders, praying that letters patent, under the great seal of the Province of Manitoba, be issued incorporating the freeholders and householders of the said locality as a village corporation, under the provisions of The Municipal Act;"

And whereas the provisions of the said Act have been substantially complied with in the premises, and it is expedient to grant the prayer of the petitioners.

Now know ye that, by and with the advice and consent of the Executive Council of our said Province, and under and by virtue of authority of the said Act, and of any other power whatsoever in us. vested in that behalf, we do by these our letters patent constitute the inhabitants of the locality herein described, that is to say, the whole of section nine, in township three, in range eleven west of the principal

meridian, in the Province of Manitoba, and their successors, a village corporation, under the name of "The Village of Pilot Mound," from and after the sixth day of May, A.D. 1904, with all the powers, and subject to all the restrictions, conferred and imposed upon village corporations by said Act;

And we further direct (1) that a meeting for the nomination of mayor and councillors, to be elected to compose the first council of the said village, shall be held at Graham's Hall, in the said Village of Pilot Mound, on the twenty-third day of May, 1904, at the hour of 12 o'clock noon, and, should a vote be required to elect the said mayor and councillors, or any of them, that the said vote be had and taken, at the place or places in the said Village of Pilot Mound as may be determined by the returning officer, on Monday, the thirtieth day of May, A.D. 1904, between the hours of 9 o'clock in the forenoon and 5 o'clock in the afternoon; (2) that the council shall consist of a mayor and four councillors, to be elected by the qualified electors of the said village; (3) that the manner of holding the said election shall be by ballot; (4) that the voters' list to be used at the said election shall be the last revised voters' list of the Rural Municipality of Louise applicable to the territory hereinbefore mentioned and described; (5) that the returning officer at the said election shall be John D. Campbell, Esquire, of Pilot Mound; (6) that the time and place for holding the first meeting of the council elected shall be at Graham's Hall, Pilot Mound, on Wednesday, the first day of June, A.D. 1904, at the hour of 8 o'clock in the evening; (7) that the returning officer herein named shall give at least ten days' previous notice of the time and place for holding the nomination of candidates for mayor and councillors, by printed notices placed in conspicuous places in the Village of Pilot Mound aforesaid; (8) that the said returning officer shall preside as clerk at the first meeting of the council elected, and, for the purpose of presiding, shall have and possess all the powers of a clerk of a municipality under the provisions of "The Municipal Act;" (9) that the said council, at the first meeting thereof, shall appoint all necessary and proper officials for the conduct of the affairs of the village corporation, and that all the expenses of the returning officer for the holding of the nomination and election, and presiding as aforesaid at the first meeting of the council, shall be borne and paid by the council of the said village.

In testimony whereof we have caused these our letters to be made patent and the great seal of our said Province of Manitoba to be hereunto affixed. Witness our trusty and well-beloved, Sir Daniel Hunter McMillan, Knight Commander of our most distinguished Order of Saint Michael and Saint George, Lieutenant-Governor of our said Province of Manitoba, at our Government House, in our City of Winnipeg, in our said Province of Manitoba, this sixth day of May, in the year of

our Lord one thousand nine hundred and four, and in the fourth year of our reign.

4. Bringing in force Chapter 41, 3-4 Edward VII, being "An Act to amend The Municipal Boundaries Act'," and Chapter 55 of same year, being "An Act to provide for the erection of judicial buildings for the Southern Judicial District and equipping the same."

Acting Att'y-General. WHEREAS, by section 4 of chapter 41

and section 13 of chapter 55, being Acts passed by the Legislature of Manitoba, 3-4 Edward 7, and intituled respectively "An Act to amend 'The Municipal Boundaries Act'" and "An Act to provide for the erection of Judicial Buildings for the Southern Judicial District and equipping the same," it is provided that the said Acts shall come into force upon proclamation by the Lieutenant-Governor-in-Council;

And whereas it is deemed expedient to bring into force the provision contained in said Acts;

Now know ye, that, by and with the advice and consent of our Executive Council of our Province of Manitoba, by virtue of the provisions of the said Acts herein above referred to, and of all other power and authority whatsoever in us vested in that behalf, we have ordered and declared, and do hereby proclaim, that on, from and after the

thirtieth day of July, A.D. 1904, the Acts above mentioned shall come into force and take effect.

5. Erecting the Village of Virden into a Town Corporation.

A PROCLAMATION.

To all to whom these presents shall come-GREETING.

WHEREAS, it is provided by chapter

116 of the Revised Statutes of Manitoba, 1902, being "The Municipal Act," that in case it appear by a census return taken under the provisions of said Act, that an incorporated village contains over 1,500 inhabitants, the village may, by proclamation of the Lieutenant-Governor-in-Council, be erected into a town;

And whereas, under the provisions aforesaid of said Act, the Village of Virden has applied to be erected into a town corporation;

And whereas the said Village of Virden appears to possess over 1,500 inhabitants, and all the requirements of the said Act have been substantially complied with, in order to entitle the said village to be and become a town corporation, and it is deemed expedient to give effect to the erection of the said village into a town corporation under the name of "The Town of Virden;"

Now know ye, that, by and with the advice and consent of the Executive Council of our said Province, and under and by virtue of authority of the said Act, and by any other power whatsoever in us vested in that behalf, we do by these our letters patent constitute the inhabitants of the locality hereinafter described, that is to say, all of section 22, in township 10, in range 26 west of the first principal meridian, comprising in all not more than 640 acres, a town corporation under the name of "The Town of Virden," with all the powers, and subject to all the restrictions, conferred and imposed upon town corporations by the said "The Municipal Act;"

And we do further direct as follows:-(1) That the council to be elected for the said Town of Virden shall consist of a mayor, who shall be the head thereof, and four councillors, to be elected by the whole of the duly qualified electors of the said Town of Virden; (2) that a meeting for the nomination for mayor and councillors, to comprise the first council of the said Town of Virden, shall be held in what is known as the County Court room, on Wellington street, on Tuesday, the thirteenth day of December, A.D. 1904, at the hour of 12 o'clock noon; (3) that should a vote be required to elect the said mayor and councillors, or any of them, the said vote be had and taken at such place or places within the said town as may be determined by the returning officer, on Tuesday, the twentieth day of December, A.D. 1904, between the hours of 9 o'clock in the forenoon and 5 o'clock in the evening; (4) that the voters' list to be used at the said election shall be the last revised voters' list of the Village of Virden; (5) that the returning officer shall give at least one week's previous notice, in the manner prescribed by "The Municipal Act," of the time and place for the holding of the nomination of candidates for mayor and councillors of the said town; (6) that the said election shall be conducted by ballot, in accordance with the provisions in that behalf contained in "The Municipal Act;" (7) that A. G. McDougall be the returning officer for the purpose of holding the said nomination and election; (8) that the time and place of holding the first meeting of the council to be elected shall be Tuesday, the third day of January, A.D. 1905, in the County Court room, on Wellington street, at the hour of 10 o'clock in the forenoon; (9) that the said returning officer shall act as clerk of the corporation until the council shall elect a clerk; (10) that all the expenses of the returning officer for holding the said nomination and election, and incidental thereto, shall be borne and paid by the council of the said town; (11) that until a mayor and councillors shall have been elected
