A PROCLAMATION.

To all to whom these presents shall come-GREETING.

WHEREAS it is provided in an Act passed by the Legislature of Manitoba in the third and fourth years of His

Majesty's reign, intituled "An Act respecting the Town of Emerson," that the said Act shall come into force upon proclamation of the Lieutenant-Governor-in-Council;

And whereas it is deemed expedient to bring into force the provisions contained in said Act;

Now know ye that, by virtue of the provisions contained in said Act and of the powers and authority in us vested, and by and with the advice of our Executive Council of our Province of Manitoba, we have ordered and declared, and do hereby proclaim, that on, from and after the twelfth day of February, A.D. 1904, the said Act shall come into force and take effect.

In testimony whereof we have caused these our letters to be made patent and the great seal of our Province to be hereto affixed. Witness our trusty and well-beloved Sir Daniel Hunter McMillan, Knight Commander of our most distinguished Order of Saint Michael and Saint George, Lieutenant-Governor of our said Province of Manitoba, at our Government House at the City of Winnipeg, this twelfth

day of February, in the year of Our Lord one thousand nine hundred and four, and in the fourth year of our reign.

To all to whom these presents shall come-GREETING.

HEREAS a petition has been presented to us, signed by not less than seventyfive freeholders and householders of the locality herein described, of whom not fewer than one-half are freeholders, praying that letters patent, under the great seal of the Province of Manitoba, be issued incorporating the freeholders and householders of the said locality as a village corporation, under the provisions of "The Municipal Act;"

And whereas the provisions of the said Act have been substantially complied with in the premises, and it is expedient to grant the prayer of the petitioners,

Now know ye that, by and with the advice and consent of the Executive Council of our said Province, and under and by virtue of authority of the said Act and of any other power whatsoever in us vested in that behalf, we do by these our letters patent constitute the inhabitants of the locality herein described, that is to say, all that part of

the north half of section three (3) and the south half of section ten (10), both in township three (3), in range twenty-three (23) west of the first principal meridian, with the exception of the west half of the south-west quarter of section ten (10), in township three (3), in range twenty-three (23) west; and their successors a village corporation, under the name of "The Village of Deloraine," from and after the first day of March, A.D. 1904, with all the powers, and subject to all the restrictions, conferred and imposed upon village corporations by said Act;

And we further direct that a meeting, for the nomination of mayor and councillors to be elected to compose the first council of the said village, shall be held at the office of D. L. Livingstone, Esquire, secretary-treasurer of the Rural Municipality of Winchester, in the said Village of Deloraine, on Thursday, the tenth day of March, A.D. 1904, at the hour of twelve o'clock noon, and should a vote be required to elect the said mayor and councillors, or any of them, that the said vote be had and taken, at such place or places in the said Village of Deloraine as may be determined by the said returning officer, on Thursday, the seventeenth day of March, A.D. 1904, between the hours of nine o'clock in the forenoon and five o'clock in the afternoon; (1) that the manner of holding the said election shall be by ballot; (2) that the voters' list to be used at the said election shall be the last revised voters' list of the Rural Municipality of Winchester applicable to the territory hereinbefore mentioned and described; (3) that the returning officer at the said election shall be D. L. Livingstone, Esq., of the said Village of Deloraine; (4) that the time and place for holding the first meeting of the council elected shall be at the office of D. L. Livingstone, Esq., aforesaid, on Monday, the twenty-first day of March, A.D. 1904, at the hour of eight o'clock in the evening; (5) that the returning officer herein named shall give at least one week's previous notice of the time and place for holding the nomination of candidates for mayor and councillors, by printed notices placed in conspicuous places in Deloraine aforesaid; (6) that the said returning officer shall preside as clerk at the first meeting of the council elected, and, for the purpose of presiding, shall have and possess all the powers of a clerk of a municipality under the provisions of "The Municipal Act;" (7) That the said council, at the first meeing thereof, shall appoint all necessary and proper officials for the conduct of the affairs of the village corporation, and that all the expenses of the returning officer, for holding the nomination and election and presiding as aforesaid at the first meeting of the council, shall be borne and paid by the council of the said village.

In testimony whereof we have caused these our letters to be made. patent and the great seal of our Province of Manitoba to be hereunto affixed.
