PREFACE TO SECOND EDITION. IN preparing this Edition, I have endeavoured, while carefully revising the text throughout, to add nothing but what was essential to illustrate from more recent Acts and decisions the principles of the legislation affecting Corrupt and Illegal Practices at Parliamentary Elections. Since the passing of the principal Act, the Municipal Elections (Corrupt and Illegal Practices) Act, 1884, and the Local Government Act, 1888, have applied the same principles and similar machinery for enforcing them to all Local Elections. I have not thought it necessary to increase the bulk of the present volume by adding in extenso all the details of these statutes. But so far as they have any direct bearing upon the position of persons engaged in Parliamentary Elections, reference to their provisions will be found in the text. HOUSE OF COMMONS, C. A. V.
