The English kingship took definite form in the ninth and tenth centuries. Ireland came under the partial control of England in 1166-72 and in 1541 Henry VIII was acknowledged as king of Ireland. The kingdom of the Scots took form in the middle of the ninth century. The kingdom of Scotland was united with England in 1707. The present United Kingdom of Great Britain and Ireland is the métropole of a world-wide empire, which is developing many new phenomena. The Commonwealth of Australia, the Dominion of Canada, Newfound

land, New Zealand, and the Union of South Africa are self-governing dominions with treaty-making rights and increasing_autonomous privileges of a sovereign character. India, externally British, is internally a congeries of native states in treaty relations with the British Indian foreign office and of former native states directly administered by British authorities as a result of treaty arrangements. A process of devolution is increasing the number of native states under their own rulers. Other British possessions are of several kinds, representing many gradations of autonomy. Some instances of states formally sovereign occur within the expanse of territory that is substantially British, as, for example, Oman, which acknowledges a protectorate arrangement with the government of India.

All of this points to the development of a new sovereignty, the British Empire, which is now a term much used but which describes no technical entity definitely recognizable as yet in international relations.

Notes: Vols. xvi and xvii are "mandato regio. Ex schedis Thomae Rymer potissimum edidit Robertus Sanderson" (1660-1741). Of the volumes edited by Sanderson (of which xviii-xx belong to the second edition, infra), Hardy says: "Instead of a 'Foedera,' he has rather produced a new work in the shape of materials for our domestic history." Syllabus, i, p. lxxxviii.

This, the first official and, before Dumont, the most ambitious collection, seems to have been due to the initiative of Charles Montague, Baron and Earl of Halifax, who received 13 out of the 250 copies first published. (Hardy, Syllabus, i, pp. vii ff., cxvi, liii-liv.) The work was undertaken under an order of Queen Mary of August 26, 1693 (ibid., p. xxvi), directing the transcription and publication of "all the leagues, treaties, alliances, capitulations, and confederacies, which have at any time been made between the Crown of England and any other kingdoms, princes, and states, as a work highly conducing to our service and the honor of this our realm." The sums received by Rymer before printing amounted to £2, 263; the total cost of printing and indexing the 17 volumes was £10,615 12s. 6d. The total recorded cost then was £12,878, equivalent to about £24,082 today, or $117,195. "In this collection there is before you. much information which you would expect to learn, but will search for in vain, in the pages of our historians." dess to the reader, ii, p. vii.
