CHAPTER 20

An Act respecting Government House.

SHORT TITLE.

1. This Act may be cited as "The Government House Act." 1906, c. 6, s. 1.

2. The government house property comprising the residence of the Lieutenant Governor, with the grounds, buildings and premises understood and known and enclosed as such shall be public works subject to the control of the department of public works and shall, without charge for rent, be placed at the disposal of the Lieutenant Governor of Saskatchewan for the time being. 1906, c. 6, s. 2.

3. There shall be paid from the general revenue of the necessary for province such sums as are sufficient for the payment of all expenses necessary for the maintenance and furnishing of government house and the care of the grounds and for such other expenses in connection therewith as shall come under any of the following classes of subjects, that is to say:

(a) The private secretary of the Lieutenant Governor; (b) Official travelling expenses of the Lieutenant Governor and private secretary;

(c) One head gardener and such assistants as are neces

sary;

(d) A caretaker of the government house property who should also be competent to take care of the furnaces and otherwise be qualified for the responsibilities of such a position;

(e) One messenger;

(f) The supplying of new furniture and furnishings and keeping the same in repair;

(g) Fuel;

(h) Lighting;

(i) Water;

(j) Stationery;

(1) Postage;

(1) Official telegraphing;

(m) Telephone;

(n) Erection and repair of necessary buildings, of fences,
planting of trees or such expenditure as may be

4. CHAPTER 21

An Act respecting the Registration of Births,
Marriages and Deaths.

SHORT TITLE.

1. This Act may be cited as "The Vital Statistics Act." C. O. 1898, c. 14, s. 1.

INTERPRETATION.

2. In this Act unless the context otherwise requires the expression:

1. "Minister" means the member of the Executive Council administering this Act;

2. "Department" means the department presided over by the minister administering this Act;

3. "Occupier" where used in sections 8 and 12 of this Act shall be construed to include the master, governor, keeper, warden or superintendent of a gaol, prison, penitentiary, lunatic asylum, poor asylum, hospital or other public or private charitable institution. C. O. 1898, c. 14, s. 2.

ADMINISTRATION.

3. The Lieutenant Governor in Council may direct this Act to be administered by any member of the Executive Council by name or otherwise; and in the absence of any such direction the Act shall be administered by the minister of agriculture. C. O. 1898, c. 14, s. 3; 1908, c. 38, s. 2.

REGISTRATION DIVISIONS, REGISTRARS.

4. For the purposes of this Act the Lieutenant Governor in Council shall establish divisions for the registration of births, marriages and deaths occurring within the limits of such divisions, and shall appoint registrars therefor. C. O. 1898, c. 14, s. 4.

5. The department shall from time to time supply the registrars with the forms necessary for the discharge of the duties herein imposed on them; and it shall be the duty of such registrars to apply to the department for the issue of such forms whenever they may require them.

(2) The costs and expenses of such forms and the expenses attendant upon the distribution thereof shall be paid out of the general revenue fund of the province.

(3) In case of the termination of the appointment of any registrar by death, resignation or otherwise all such forms and other matters pertaining to his duties under this Act in his possession or that of his representative shall be forthwith delivered to his successor. C. O. 1898, c. 14, s. 5.

6. Each registrar shall within the first week of each month Monthly in every year transmit to the department duly certified under his hand the forms containing the original entries of all births, marriages or deaths reported to him during the previous month. C. O. 1898, c. 14, s. 6.

7. Each registrar shall receive a fee to be paid out of the Registrars' general revenue fund of the province of twenty-five cents for cach birth, marriage or death reported to him and duly returned to the department as herein provided. C. O. 1898, c. 14, s. 7.

8. The father of any child born in Saskatchewan or (in Persons to case of his death or absence) the mother or (in case of the births death or inability of both parents) any person standing in the place of the parents or if there is no such person then the occupier of the house or tenement in which to his knowledge the child was born or the nurse present at the birth shall within one month from the date of the birth give notice thereof to the registrar of the division in which the child was born. giving as far as possible the particulars required in form A in the schedule to this Act with such additional information as may be required by the minister from time to time. 9. In registering the birth of an illegitimate child it shall Registration not be lawful for the name of any person to be entered as the mate children father unless at the joint request of the mother and of the person acknowledging himself to be the father; and in all cases of the registration of the birth of illegitimate children the registrar shall write the word "Illegitimate" in the column set apart for the name of the child and immediately under the name, if any. 10. When the birth of any child has been registered and Alterations the name (if any) by which it was registered has been altered or (if it was registered without a name) when a name is given if the parent or guardian of the child or other person procuring such name to be altered or given may within two years next after the date of the birth deliver to the department at

certificate signed by the clergyman or person who performed the rite of baptism upon which the name was given or altered of (if the child is not baptised) signed by the father, mother or guardian of the child or other person procuring the name of the child to be given or altered; and the necessary alterations shall be made in margin of the form containing the original entry without making any alteration in the original entry. REGISTRATION OF MARRIAGES.

11. Every clergyman, minister or other person authorised by law to celebrate marriages shall be required to report every marriage he celebrates to the registrar of the division within which the marriage is celebrated within one month from the date of the marriage with the particulars required by form B in the schedule to this Act; and in order to better enable the clergyman, minister or other person to make the report as aforesaid he shall be furnished (on demand) by the registrar of the division in which he resides with blank forms containing the particulars required by said form B. REGISTRATION OF DEATHS.

12. The occupier of the house or tenement in which a death takes place or (if the occupier be the person who has died) then some one of the persons residing in the house in which the death took place or (if the death has not taken place within a house) then any person present at the death or having any knowledge of the circumstances attending the same or the coroner attending any inquest held on such person shall supply to the registrar of the division in which the death took place according to his or her knowledge or belief all the particulars required to be registered touching such death according to form C in the schedule to this Act. 13. Every registrar shall (immediately upon registering any death or as soon thereafter as he is required so to do) without fee or reward deliver to any person requiring the same for the purpose of burial a certificate according to form D in the schedule to this Act that the particulars of such death have been duly registered. Clergyman to 14. Every clergyman, minister or other person who buries deaths, if or performs any funeral or religious service for the burial of before burial any dead body (unless he has received a certificate under the

hand of the registrar of the division in which the death took place according to form D in the schedule to this Act that the particulars of the death have been duly registered) shall within one month make a return of such death according to form C in the schedule to this Act to the registrar of the division in which the death took place.
