This work is the joint product of the authors, who have shared alike in its conception, in the formulation of the principles enunciated in its pages, and in the actual writing. Despite the fact that it is such a collaboration, the authors' efforts have been so co-ordinated that it is believed the continuity of the text has not suffered. If this book serves in some degree to enlighten those troubled by problems arising under these emergency laws, or to facilitate the administration of these laws, the authors will feel amply repaid for a summer's devotion to a subject which proved on study to be complex and difficult far beyond their early expectations.
