II. LABOUR LEGISLATION FOR PARTICULAR TRADES

Office Employees.

Extract from the Petition addressed by the League of German Office Employees (Leipzig) to the Federal Council, desiring the same rights for all office employees as for other private employees, the regulation by law of such rights, and the establishment of bodies recognised by law to represent the interests of office employees. March 18th, 1907.

From the nature of the case, existing conditions can only be altered by State intervention. The unfavourable position in which office employees are placed as compared with commercial employees needs to be readjusted by giving office employees the same rights as commercial employees. In the opinion of the 3,500 members of the League of German Office Employees, matters could be so adjusted by the fulfilment of certain demands, the main points of which are as follows :-

I. Extension of the investigations of the Labour Statistics Committee to office employees.

II. All office employees to be given equal rights, and placed in the same position as other employees.

III. The introduction of social legislation affecting office employees, the following points being absolutely essential:

(1) introduction of the same terms of notice as are prescribed for commercial employees;

(2) payment of salaries for at least six weeks during illness and prohibition of deductions from salaries;

(3) extension of the jurisdiction of industrial or commercial courts to office employees whose salaries do not exceed 5,000 Mk. per

annum ;

(4) extension of social legislation to all office employees;

(5) establishment of labour councils and other bodies to represent the interests of office employees.

III. EMPLOYERS' LIABILITY AND INSURANCE

Resolutions passed at the Seventh Annual Conference of the British Labour Party, held at Belfast, 24th to 26th January, 1907.

OLD AGE PENSIONS: That this Conference declares in favour of Old Age Pensions on a universal plan, and asks the Labour Party in Parliament to press the matter to a solution in the coming Session.

WORKMEN'S COMPENSATION AND STATE INSURANCE: In order that the benefits of the Workmen's Compensation Act may be in no instance illusive, this Conference urges that pressure be brought to bear on the Government to amend the Act by the embodiment of the principle of compulsory State insurance.

2. Resolution of the Conference of the National Independent Order of Oddfellows, held at Leeds, 24th May, 1907.

A resolution was passed urging the necessity of dealing with the question of Old Age Pensions, and desiring the Government to provide for all the deserving poor over 65 a pension of not less than 5s. a week, the cost to be borne by the national Exchequer.
