2 GEORGE V.

CHAPTER 1.

An Act to amend "An Act respecting the Agricultural

College."

[Assented to April 6th, 1912.]

HIS MAJESTY, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as

follows:

1. Section 1 of chapter 1 of 3 Edward VII, being "An Act respecting the Agricultural College of Manitoba," is hereby amended by adding after the word "animals" in the sixth line of said section the following words, "for instruction and training in veterinary science and the treatment of diseases of all domestic animals, and all subjects related thereto."

2. Section 2 of said Act is hereby amended by striking Sec. 2 out the word "three" in the third line of said section and by inserting in lieu thereof the word "five," and by striking out the following words in the fourth, fifth and sixth lines thereof, "two by the council or governing body of the University of Manitoba."

3. Section 4 of said Act is hereby amended by inserting sec. 4 the following words after the word "students" in the fifth amended. line thereof, "to regulate and confer all degrees," and by adding the following words after the word "subjects" in the seventh line thereof, "and under such conditions as they shall from time to time determine," by adding the words "or president" after the word "principal" in the eighth line of said section, and by adding the following words after the word "wages" in the thirteenth line thereof, "which salaries and wages shall, before becoming effective, be first approved of by the Lieutenant-Governor-in-Council."

4. There shall be added to the said Act, as section 2A, New section the following:

CHAPTER 2.

An Act respecting the Encouragement of Agriculture.

WHEREAS HIS MAJESTY, by and with the advice and Preamble.

consent of the Senate and House of Commons of Canada, has empowered the Governor-in-Council to grant to any Province certain sums of money, by way of subsidy for the encouragement of agriculture, and empowered the Minister of Agriculture, with the authority of the Governor-in-Council. to enter into an agreement with the Government of any Province, setting forth the terms upon which such subsidy is to be granted and prescribing the conditions under which and the purposes for which it shall be expended,

Therefore His Majesty, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:-

CHAPTER 3.

An Act to legalize a certain By-law of the Rural Municipality of Assiniboia.

/HEREAS the Rural Municipality of Assiniboia, in the Province of Manitoba, did, on the twenty-seventh day of February, 1912, in assumed pursuance of "The Rural Local Improvement Districts Act," pass a by-law No. 408, entitled "A by-law of the Rural Municipality of Assiniboia to provide for the assessment by special rate of the cost of making and constructing a sewer in Moorgate street, in Deer Lodge sub-division, and being known as Local Improvement District No. 4 of the Rural Municipality of Assiniboia, in accordance with the plans prepared by H. N. Ruttan, consulting engineer, which sewer extends from Ness avenue, as shewn on a plan of said sub-division, to Portage road and the Assiniboine river, and for borrowing on the credit of the said municipality the sum of fifty-two thousand dollars ($52,000), the cost of making same"; and whereas doubts have arisen as to the validity of the said by-law under "The Rural Local Improvement Districts Act," and whether the proceedings prior to the passing of same were in all respects regular, and whether the said by-law properly provides for the levy of the amount required to satisfy the principal and interest on the debentures to be issued under the said by-law, and it is desirable and expedient that all such doubts should be removed and set at rest,

Therefore His Majesty, by and with the advice and consent of the Legislative Assembly of Manitoba, enacts as follows:

1. The said by-law mentioned in the preamble of this Act, and set forth in the schedule hereunto annexed and marked A, and every clause, matter and thing therein contained are hereby legalized and confirmed and made binding on the municipal council and Rural Municipality of Assiniboia as fully, to all intents and purposes, as the same could be if such by-law had been passed pursuant to statutory provisions and powers for that purpose, and as if the said by-law issued under had been enacted by the Legislature of this Province, and each and every debenture issued and to be issued under the said
