SECOND SCHEDULE, PART II.-continued.

(1) The literary qualification for any class shall be held to include that for each lower class.

(2) Where in the first classified roll published on the first day of January One thousand eight hundred and eighty-five it is recorded against any teacher's name that the certificate required for promotion to a higher class had been dispensed with, such fact shall be recorded in each revised Classified Roll opposite to such teacher's name.

(3) Male teachers employed at the passing of the Public Service Act 1883, and who were certificated at the time of its coming into operation, shall be eligible for promotion to any class though not possessing the literary qualifications therefor, and male licensed teachers employed at the passing of the Public Service Act 1883 shall be eligible for promotion to the fourth class and to third class positions in which they may be required to act as assistants; and female teachers employed and licensed at the passing of the said Act shall be eligible for promotion to any class, though not possessed of the literary qualification therefor.

(4) If the Classifiers report that certificates granted by any other approved examining body whether in Victoria or elsewhere are of at least equal value to any of the certificates mentioned in this Schedule the Director may order that any teacher possessing such certificates be recorded as possessing such qualifications under this Act as he deems a fair equivalent.

(To be cited as Part III. of the Fourth Schedule to the Public Service Act 1890.) (i.) JUNIOR TEACHERS ACTING AS ASSISTANTS.

From the commencement of this Act the order of seniority of junior teachers promoted to the first class shall be determined by the date of promotion to such class; when the date is the same it shall be determined by the Classifiers.

The classification of junior teachers shall be determined by the results of examinations, as prescribed by regulations.

The order of precedence for appointment of candidates of each qualification for employment shall be determined by the Classifiers, the candidate with the highest qualification being placed first, and the candidate with the lowest qualification being placed last.
