(3) Male teachers employed at the passing of the Public Service Act 1883, and who were certificated at the time of its coming into operation, shall be eligible for promotion to any class though not possessing the literary qualifications therefor, and male licensed teachers employed at the passing of the Public Service Act 1883 shall be eligible for promotion to the fourth class and to third class positions in which they may be required to act as assistants; and female teachers employed and licensed at the passing of the said Act shall be eligible for promotion to any class, though not possessed of the literary qualification therefor. (4) If the Classifiers report that certificates granted by any other approved examining body whether in Victoria or elsewhere are of at least equal value to any of the certificates mentioned in this Schedule the Director may order that any teacher possessing such certificates be recorded as possessing such qualifications under this Act as he deems a fair equivalent.
