ARTICLE II.-Notwithstanding anything in the Vaccination Order, 1898, as amended by any subsequent Order, the payment to be made to a Public Vaccinator in pursuance of a contract for public vaccination (other than a contract with a Medical Officer of a Workhouse for the vaccination of the persons resident therein), in respect of each case of successful vaccination performed by him at the home of the person vaccinated, shall be a sum of not less than five shillings, and the said Order shall be read and construed accordingly.

ARTICLE III.—Any Contract made with a Public Vaccinator for public vaccination (other than a contract with the Medical Officer of a Workhouse for the vaccination of the persons resident therein) which is in force at the commencement of this Order, and which provides for payment in respect of each case of successful vaccination as afore said of a sum of less than five shillings, shall be varied by the substitution of five shillings for such lesser sum.

Circular 36.

HUTMENTS FOR SANATORIUM AND HOSPITAL

ACCOMMODATION.

Sír, I am directed by the Minister of Health to refer to the Memorandum issued by the Local Government Board on the 22nd April last, and to the section headed "Huts" in Circular 16 issued by the Ministry in August last, relative to the use of huts in connection with schemes for the treatment of tuberculosis.

The Ministry have secured on behalf of local authorities an option to purchase huts for certain purposes from the Disposal Board in priority to any other purchaser and on the terms set out in Circular 16 referred to above. In order to secure that priority, huts have in certain cases been reserved by arrangement between the Ministry and the Disposal Board, but it is necessary that the Ministry should be in a position to forecast with greater accuracy than is at present possible the approximate number of huts required by local authorities for tuberculosis purposes over and above any that local authorities may already have secured.

I am accordingly to request that the Ministry may be furnished at a very early date, and in any case not later than the 29th proximo, with a statement showing, (1) the number of huts likely to be required by the Council for tuberculosis purposes; (2) at what institution or institutions the huts would be used and for what particular purpose (e.g., ward pavilions, staff quarters, recreation rooms, etc.); and (3) the situation of any huts now known to the Council, which are considered to be suitable for tuberculosis purposes and have not already been brought to the notice of the Ministry by the Council. CIRCULAR OF MINISTRY OF HEALTH.

Sir, I am directed by the Minister of Health to refer to the fact that certain Returns which were formerly furnished by Boards of Guardians have not been required during the war, and to state that the Minister finds it necessary that the supply of the Returns mentioned below should be resumed.

I am accordingly to request that, as soon as possible after the 1st January next, the Return of children boarded-out by the Guardians on that date, prescribed by Article V (2) of the Boarding-Out Order, 1911, may be submitted; that, as from the 1st January next, weekly Returns of persons in receipt of relief (Forms A and B) may again be furnished to the General Inspector of the District and the Minister respectively, instead of the monthly Returns which have been generally accepted as sufficient during the war; and also that one of the enclosed forms of Return as to Guardians, Paid Officers, etc., may be completed and forwarded at the earliest practicable date. It will be seen that the latter form of Return has been substantially simplified.

I am also to remind the Guardians of the great importance of regular and punctual despatch of the weekly Returns of persons in receipt of relief, and to ask that particular attention may be paid to the notes at the foot of Form B.

It has been thought desirable to make some changes in the terminology used in Form B and, when the existing stock of these forms has been exhausted, the Return should be made on the form printed on the back hereof.

Circular 52.

PREVENTION AND TREATMENT OF VENEREAL

DISEASES.

Sir, I am directed by the Minister of Health to refer to the circular letter issued by the Local Government Board on the 16th December, 1918 (V.D. Circular 20) with reference to the returns to be made by institutions approved for the treatment of venereal diseases under Article III. of the Public Health (Venereal Diseases) Regulations, 1916.

I am to request that the Ministry may be furnished with a return on one of the enclosed Forms V.R.6 showing the whole of the work carried out at the Treatment Centre during the year ending the 31st instant. It will be observed that Form V.R.6 differs slightly from Form V.R.2 issued in December, 1918, and it is hoped that the

modifications which have been made will save clerical labour in filling in the Form. One copy of Form V.R. duly filled in should be sent to the Ministry before the 31st January, 1920.

A copy of the memorandum (V.21) referred to in the notes on the back of Form V.R. is also enclosed, and I am to state that a copy of the Report of the Special Committee of the Medical Research Committee (Special Report Series, No. 19) dealing with the Laboratory Diagnosis of Gonococcal Infections will be sent by the Ministry to the authorities of all Laboratories approved under the Regulations.

I am also to enclose copies of a form (Form V.R.) which the Ministry have caused to be prepared with a view to obtaining early information as to the work carried out at Treatment Centres during the year ending on the 31st instant. This return should be completed and forwarded to the Ministry on or before the 15th proximo.

CIRCULAR OF MINISTRY OF HEALTH.

Circular 55.

ASSISTANCE TO DESTITUTE ALIENS.

Sir, I am directed by the Minister of Health to refer to the Circular of the 10th October, relative to the period of continuance of allowances and repayments from Government funds in respect of the maintenance of destitute aliens.

The Minister is now advised that it would not be practicable in existing conditions to discontinue assistance from Government funds after the end of the present month in the case of dependants of Russians, and the existing arrangements under which assistance is given in these cases through Boards of Guardians will accordingly be continued for a further period of three months.

The allowances to British-born wives who have remained in this country after the repatriation of their husbands will also be continued until the 31st March next, on the understanding that this extension must be regarded as final.

With the exception of allowances to the dependants of Russians and to the British-born wives of repatriated aliens, which, as above indicated, may be continued until the 31st March next, no payments can be made from Government funds in respect of assistance given to destitute aliens after the end of the present month.

CIRCULAR OF MINISTRY OF HEALTH,

REPRESENTATION OF THE PEOPLE ACT, 1918.
SCALE OF REGISTRATION EXPENSES.

The Ministry of Health have been asked by the Treasury to communicate with Registration Officers relative to the scale of registration expenses for the Spring Register, 1920.

The Treasury recently appointed a Departmental Committee to inquire into the scales of registration expenses, for England and Wales and Scotland, to make recommendations thereon, and to advise whether any economies are possible in connection with future registers. The Committee have not yet completed their inquiry, but in view of the necessity of an early intimation being given to Registration Officers with respect to the remuneration for the next register of Assistant Overseers and persons similarly employed, they have recommended that the scale of payment of these officers which was prescribed for the Third Register should be made applicable to the Spring Register, 1920.

The Treasury have adopted this recommendation and have decided that, without prejudice to the question of the scale of remuneration of these officers for subsequent registers or the scale to be prescribed for other expenses of registration for the Fourth Register, the amount to be allowed in Parliamentary Counties and Parliamentary Boroughs outside London for the Spring Register, 1920, as the Registration Officer's expenses in respect of the remuneration of Assistant Overseers and other persons similarly employed shall be the same as that prescribed under this head for the Third Register under the Treasury Order of the 27th May last, including the payment of 10s. in respect of each day on which the officer is required to attend the Revision Court.
