And whereas the Charter directs that the University sha be both a teaching and an examining body and shall promot research and shall advance arts science learning and education

And whereas the governing body of University College ar desirous and it is expedient that the College should cease t be a College in the Victoria University and should be merge in the University of Liverpool and that all its property an liabilities should be transferred to and vested in the last-name University:

And whereas by Royal Charter dated the twenty-fourth da of November 1821 the Liverpool Royal Institution wa established for the advancement of literature and the diffusio of useful knowledge and it is expedient that the proprietors o the said Institution should be empowered to enter into agree ments with the University of Liverpool for the merging of th said Institution in the University of Liverpool and the transfe of all or any of its property and liabilities to the sai University:

And whereas it is expedient to empower the said Universit to hold examinations under section 3 of the Medical Act 188 and to elect a representative on the General Council mentione in section 7 of the same Act:

And whereas it is expedient that the other provision contained in this Act be made :

And whereas the objects of this Act cannot be attaine without the authority of Parliament:

that it may be enacted and be it enacted by the King's Mo Excellent Majesty by and with the advice and consent of th Lords Spiritual and Temporal and Commons in this preser Parliament assembled and by the authority of the same follows (that is to say) :

1. This Act may be cited as the Liverpool Universi Act 1903.

4. 6. (1) The Council of the Victoria University and the Adjustment of Council of the Owens College Manchester and the Council of Property and the Yorkshire College Leeds or any of them may by agreement made either before the commencement of this Act with the Council of University College or after the commencement of this Act with the Council of the University of Liverpool adjust and settle all questions arising with respect to any endowments property powers privileges authorities debts liabilities obligations or expenses in which the parties to the agreement are interested and also with respect to any examinations degrees and other University and College matters:

(2) An agreement under this section may provide for transfer retention division apportionment or commutation any endowments property debts liabilities or obligations a for a payment being made by any party to the other or oth in respect of any such transfer retention division apportionm or commutation or in respect of the salary or remuneration any officer or person and generally may make as between parties to the agreement any provisions necessary or proper carrying into effect the purposes of this Act.

(3) In default of agreement on any such question as afo said or so far as such agreement does not extend the questi shall be referred to a single Arbitrator to be nominated by Lord President of His Majesty's Council on the application any party and his award may provide for any matter for wh an agreement might have provided. And subject as afores the provisions of the Arbitration Act 1899 shall apply.

All professors and other members of and pers attached to or associated with the teaching staff of Univers College and all salaried or paid officers and servants of Univers College Liverpool shall hold as nearly as practicable the sa offices and places in the University of Liverpool as they held the said College immediately before the commencement of t Act and upon the same terms and conditions unless and un the Council of the University otherwise decide.

8. The power or right of University College to appoint members of certain nominate a member of the governing body of any educatio governing bodies charitable or other institution shall on the commencement this Act be transferred to and may be exercised by the Cour of the University of Liverpool.

9. At any time after the passing of this Act the propriet of the Liverpool Royal Institution may agree to transfer to a vest in the University of Liverpool (with or without conside tion) all or any of their property real and personal (includ things in action) rights privileges and liabilities and any su agreement may provide (if thought fit) for the dissolution the Institution upon the execution of the agreement by or behalf of the Institution and in the event of the agreement providing the Institution shall be by virtue of this Act dissol in accordance with such provision. 10. The University of Liverpool is hereby empowered Power of to hold qualifying examinations in medicine surgery and mid- Liverity wifery for the purpose of registration under the Medical Acts examinations, as if the University had been a University in the United Vict. c. 48 Kingdom legally qualified at the passing of the Medical Act 1886 to grant diplomas in medicine and surgery; and the provisions of Part I of that Act shall be read and have effect accordingly.

Section 7 of the Mortmain and Charitable Uses Act Application of 1888 shall be read and have effect as if the words and the Mortmain etc. University of Liverpool' were therein inserted after the words Act 1888 'Victoria University.'

13. Any will deed or other document whether made or Construction of executed before or after the commencement of this Act which bequests in favour of University contains any bequest gift or trust in favour of University College College shall on and after the commencement of this Act be read and have effect as if the University of Liverpool were therein named instead of University College.

14. The Charitable Trusts Acts 1853 to 1894 shall not As to jurisdiction extend to the University of Liverpool or to any College or Education Hall therein.

15. The costs charges and expenses of and incidental to Costs of Act preparing obtaining and passing this Act shall be defrayed by the University of Liverpool out of the capital of the property by this Act transferred to the University or if the Council of the University think fit out of money to be raised by sale or mortgage of some part of the said property.

BE it enacted by the King's most Excellent Majesty, by an with the advice and consent of the Lords Spiritual an Temporal, and Commons, in this present Parliament assemble and by the authority of the same, as follows:

Extension of Wherever any office is or shall be open to graduat privileges of graduates of of the Universities of Oxford, Cambridge, and London, ar Liverpool of the Victoria University of Manchester, or wherever ar University privilege or exemption has been or shall be given by any A of Parliament or regulation of any public authority to graduat of the Universities of Oxford, Cambridge, and London, an the Victoria University of Manchester, graduates of t University of Liverpool having the degree which would be qualification if it had been granted by the University Oxford, Cambridge, or London, or the Victoria University Manchester, may become candidates for and may hold a such office and shall be entitled to all such privileges as ful as graduates of any of the last-mentioned Universities.

2. This Act may be cited as the University of Liverpo Act, 1904.
