IV. And be it further enacted, That no Tobacco, either manu- No Tobacco to factured or unmanufactured, shall be imported into that Part of the be imported United Kingdom called Ireland from that Part of the United King- into Ireland dom called Great Britain in any Ship or Vessel whatever, unless fuch Vessels under Ship or Veffel fhall be of the Burthen of Seventy Tons or upwards; 70 Tons. and if the Mafter or other Perfon having or taking the Charge or False Entry of Command of any Ship or Veffel which fhall import any Tobacco into Tonnage. that Part of the United Kingdom called Ireland from that Part of the United Kingdom called Great Britain fhall enter fuch Ship or Veffel at the Cuftom Houfe as of the Burthen of Seventy Tons or upwards, and fuch Ship or Veffel fhall not be of fo great Burthen as Seventy Tons, according to the Rule for Admeasurement prefcribed by Law, fuch Mafter or other Perfon fhall forfeit and lofe the Sum of One hundred Pounds for every fuch Offence.

V. And be it further enacted, That such Penalties shall be fued for, recovered, levied or mitigated, by fuch Ways, Means or Methods as any Penalty may be fued for, recovered, levied or mitigated by any Law or Laws now in force, or by Action of Debt, Bill, Plaint or Information in any of His Majefty's Courts of Record at Weftminfter or Dublin, or in the Court of Exchequer in Scotland respectively; and that One Moiety of every fuch Penalty fhall be to His Majesty, His Heirs and Succeffors, and the other Moiety to him or them who fhall inform, discover or fue for the fame.

WHEREAS an Act of Parliament was made in the Fifty 54 G. 3. c. 149.

fourth Year of the Reign of His prefent Majefty, intituled 'An Ad to regulate, until the End of the next Seffion of Parliament, the 'Trade in Spirits between Great Britain and Ireland reciprocally; and

the Reign of His prefent Majefty, was continued until the End of

'the then next Seffion of Parliament: And Whereas by an A&t of

'Fifty fourth Year aforefaid, and to grant and allow new counter

backs granted and allowed in lieu thereof; and it is expedient that the faid recited A&t of the Fifty fourth Year aforefaid fo altered as aforefaid, and fuch Parts of the faid Act of the Fifty fixth Year 'aforefaid as are now in force and are not repealed or altered by any Act or Acts of the prefent Seffion of Parliament, fhould be further continued, for regulating the Trade in Spirits between Great • Britain and Ireland reciprocally, and to fecure, levy and collect the feveral Duties on fuch Spirits impofed by any Act or A&ts in the prefent Seffion of Parliament: Be it therefore enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That the faid recited Act of the Fifty fourth Year aforefaid, as altered by the faid Act of the Fifty fixth Year aforefaid, and alfo fuch Parts of the laft mentioned Act as are now in force and are not repealed or altered by any Act or Acts of the present Seffion of Parliament, fhall be and the fame is and are hereby further continued, for the Purposes aforefaid, from and after the faid Fifth Day of July One thousand eight hundred and nineteen, and shall be, remain and continue in force from thence until the Fifth Day of July One thoufand eight hundred and twenty.

An Act to establish further Regulations refpecting Advances by the Bank of England for the Public Service, and the Purchafe of Government Securities by the faid Bank.

W made refpecting advances by the Governor and ComTHEREAS it is expedient that effectual Regulations fhould pany of the Bank of England for the Public Service, and respecting the Purchase of Government Securities by the faid Governor and Company; Be it therefore enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament affembled, and by the Authority of the fame, That from and after the pafling make Advances of this Act it fhall not be lawful for the Governor and Company of the Bank of England to advance or lend to His Majefty, His Heirs or Succeffors, any Sum or Sums of Money whatever, upon the Credit of any Exchequer Bills or Treasury Bills, or other Government Securities, or in any other manner whatever, without the exprefs and diftinct Authority of Parliament for that Purpose first had and

II. And be it further enacted, That whenever it shall be deemed neceffary for the Public Service to make any Application to the Governor and Company of the Bank of England, to make any Advance fo authorised by Parliament, fuch Application fhall be made in Writing, by the Firft Lord of the Treafury, or by the Chancellor. of the Exchequer for the time being, to the Governor and Deputy Governor of the Bank of England, to be by them laid before the Court of Directors of the faid Bank; and a Copy of all fuch Applications made in the Courfe of every Year ending the Fifth Day of January, together with a Copy of the Minutes of the Proceedings of the faid Court of Directors on every fuch Application, and the

Provided always, and be it enacted, That nothing in this Act contained shall extend, or be conftrued to extend, to prevent the Governor and Company of the Bank of England from purchafing any Exchequer Bills or Treafury Bills, or other Government Securities whatever, which by Law they are now authorised to purchase, nor vancing Money to prevent the Governor and Company of the Bank of England from on Credit of advancing or lending, at the Receipt of the Exchequer in Great Exchequer Bills Britain, any Sum or Sums of Money whatever, not exceeding in issued by the the Whole the Sum neceffary to make good any Deficiency of the Treasury, under Confolidated Fund, at the Clofe of any Quarter of a Year ending on the Fifth Day of April, Fifth Day of July, Tenth Day of October, or Fifth Day of January in any Year, upon the Credit of any Exchequer Bills which fhall be iffued by the Direction of the Commiffioners of His Majefty's Treafury of the United Kingdom of Great Britain and Ireland, under the Authority of an Act, made in the Fifty seventh Year of His present Majesty's Reign, intituled An 57 G. 3. c. 48. A to make further Provifion for the Adjustment of the Accounts of the Confolidated Fund of the United Kingdom, and for making good any occafional Deficiency which may arife in the faid Fund in Great Britain or Ireland refpectively, and to direct the Application of Monies by the Commiffioners for the Reduction of the National Debt; or of an A&t made in the prefent Seffion of Parliament, intituled An Act to render, until c. 19. ante. the Fifth Day of July One thoufand eight hundred and twenty, the growing Produce of the Confolidated Fund of the United Kingdom arifing in Great Britain available for the Public Service, any thing hereinbefore contained to the contrary notwithstanding.

IV. Provided also, and be it enacted, That whenever any Exchequer Bills or Treasury Bills fhall be in the Courfe of Payment, on the Credit of which any Sum or Sums of Money fhall have been previously lent or advanced by the Governor and Company of the Bank of England, and which shall be in the Hands of the Governor ment. and Company of the faid Bank, it shall and may be lawful for the Governor and Company of the Bank of England, in lieu of fuch Exchequer Bills or Treafury Bills as may be fo in their Hands and in courfe of Payment, to take and accept any other Exchequer Bills or Treasury Bills which fhall have been granted towards the Aids and Supplies of the Year upon which fuch Exchequer Bills or Treafury Bills fo in courfe of Payment fhall have been charged.

V. WHEREAS an Act was made in the Fifty fecond Year of

the Reign of His prefent Majefty, intituled An Ad for • amending the Laws relating to the Allowance of the Bounties on Pilchards exported, until the Twenty fourth Day of June One thousand eight hundred and nineteen, by which a Bounty of One Shilling and Sixpence was continued on every Cask of Pilchards exported to Foreign Parts: And Whereas it is expedient that the faid Bounty 'fhould be further continued ;' Be it therefore enacted by The King's Moft Excellent Majefty, by and with the Advice and Confent of the Lords Spiritual and Temporal, and Commons, in this prefent Parliament aflembled, and by the Authority of the fame, That the faid Bounty of One Shilling and Sixpence given and granted by an Act made in the Forty third Year of the Reign of His present Majefty, intituled An Act to repeal the Duties of Excife payable in Great Britain, and to grant other Duties in lieu thereof, for every Cafk or Veffel of Pilchards containing Fifty Gallons which fhall be duly exported to Foreign Parts, fhall be and the fame is hereby continued until the Twenty fourth Day of June One thoufand eight hundred June 24, 182; and twenty fix, and fhall, together with the other Bounties by the faid last mentioned Act granted or allowed on Pilchards exported, be extended in due Proportion to and paid and allowed for all Pilchards which shall during that time be shipped and exported in Casks of Thirty two Gallons or upwards to Foreign Parts.
