BILL

For consolidating and amending the Laws relating to the Irish Reproductive Loan Fund.

HEREAS a certain Charitable Association was, in or Preamble: about the year of our Lord One thousand eight hundred

and Twenty-three, instituted in London, under the name or style of the "IRISH REPRODUCTIVE LOAN FUND INSTITUTION," for the purpose of granting Loans in Money, and providing Implements of Labour to and for indigent Tradesmen, Artificers, Farmers and other industrious persons residing in the south and west parts of Ireland, by or in connexion with which Association divers Charitable Loan Societies and Institutions have been established in Ireland, and enrolled and administered under the provisions of two several Acts made and passed in the fourth and tenth years respectively of the reign of his late Majesty King GEORGE the Fourth, for the amendment of the Laws respecting Charitable Loan Societies in Ireland; and such last-mentioned Loan Societies and Institutions are governed by the rules, orders and regulations of the said Charitable Association in London, and are by the same Association supplied with large sums of money to be advanced and laid out in promoting the objects of the said Association :

And whereas great benefit has been found to arise from the operations of the said Charitable Association called the Irish Reproductive Loan Fund Institution, and of the Loan Societies in Ireland connected therewith, and such benefit might for the future be much increased if greater powers and facilities of operation were by law

afforded to such last-mentioned Loan Societies; and it is therefore
expedient that the Acts now in force for the encouragement of such
last-mentioned Loan Societies should be revised, amended and reduced
into one Act; and that the said London Charitable Association
and the Loan Societies in Ireland which now are or may hereafter
be established by or in connexion with the same, and which are or
shall be enrolled according to the provisions of this Act, should be
wholly exempted from the control or interference of the Loan Fund
Board established in the City of Dublin, under and by virtue of an
Act made and passed in the sixth and seventh years of the reign 10
of his late Majesty King WILLIAM the Fourth, intituled, “An Act
to amend the Laws relating to Loan Societies in Ireland:"

And whereas an Act was passed in the first and second years of the reign of Her present Majesty, intituled; "An Act for the Amendment of the Laws relating to Loan Societies in Ireland," 15 whereby the said two several Acts made and passed in the fourth and tenth years respectively of the reign of his late Majesty King GEORGE the Fourth were repealed, save as to any act, matter or thing done or to be done under either or both of them prior to the expiration of Twelve calendar Months from the passing of that Act, 20 and save also as to the aforesaid London Charitable Association as Exemption of thereinafter specified; and it was thereby provided and enacted, that nothing in that Act contained should extend to any Loan Societies in with the Irish Ireland which had been established by or were in connexion with the London Charitable Association commonly called the Irish 25 enrolled under Reproductive Loan Fund Institution, and theretofore enrolled under the provisions of the said Acts made and passed in the fourth and tenth years of the reign of his late Majesty GEORGE the Fourth, or either of them, unless and until such last-mentioned Societies, or any of them, should be enrolled under the provisions of the 6 & 7 Will. 4. said Act made and passed in the sixth and seventh years of the reign of his late Majesty WILLIAM the Fourth; but that until the said last-mentioned Societies, or any of them, should be enrolled under the provisions of the said last-mentioned Act made and passed in the sixth and seventh years of the reign of his 35 Fate Majesty WILLIAM the Fourth, all the powers, authorities, privileges, immunities and remedies contained in the said Acts made and passed in the fourth and tenth years of the reign of his late Majesty GEORGE the Fourth should be and continue in full force and effect, with reference to such last-mentioned Societies which should not be enrolled as last aforesaid, as fully and effectually as if that Act send a List of had not been made; and it was thereby also provided that the Chairman of the said London Charitable Association commonly called Board within the Irish Reproductive Loan Fund Institution, should, within Six calendar Months after the passing of that Act, send, under his hand

and seal, countersigned by the Secretary and Manager, to the Secretary of the Loan Fund Board in Dublin a correct list of all such Loan Societies which at the passing of that Act had been established by or were in connexion with the said London Charitable Association, and duly enrolled under the provisions of the said Acts of the fourth and tenth years of the reign of his late Majesty GEORGE the Fourth, and which had not been enrolled under the provisions of the said Act of the sixth and seventh years of his late Majesty WILLIAM the Fourth:

And whereas doubts have arisen as to the extent and operation of the said provisoes in the said last-recited Act contained, and it is expedient that such doubts should be removed, and that the benefit of the said provisoes should be extended to all such Loan Societies established or to be established in Ireland, by or in connexion with 15 the said Association called the Irish Reproductive Loan Fund Institution, as are or shall be enrolled according to the provisions of this Act;

BE it Enacted, by The QUEEN's most Excellent MAJESTY, by and with the Advice and Consent of the Lords Spiritual and Tem20 poral, and Commons, in this present Parliament assembled, and by the Authority of the same, THAT from and after the passing of this Act nothing in the said Act of the first and second years of the reign of Her present Majesty contained shall be construed or taken to extend to any Loan Society in Ireland which since the passing of 25 the said last-mentioned Act has been or may hereafter be established by, or is or shall be in connexion with, the said London Charitable Association called the Irish Reproductive Loan Fund Society: Provided always, That the Chairman of the said London Charitable Association called the Irish Reproductive Loan Fund Institution 30 shall, if required in the case of Societies to be hereafter established, send, under his hand and seal, countersigned by the Secretary or Manager of the said Association, to the Secretary of the Loan Fund Board in Dublin a written list, description or specification of all such Loan Societies or Institutions as may hereafter be established in 35 Ireland by or in connexion with the said London Charitable Association: Provided also, That nothing herein, or in the said Act of the first and second years of the reign of Her present Majesty contained, shall extend or be construed or taken to authorize any interference on the part of the said Dublin Loan Fund Board, or the Secretary or officers thereof, 40 in the affairs of the said London Association called the Irish Reproductive Loan Fund Institution, or of any Institution or Society in Ireland which shall be entitled to the benefit of this Act; but the said London Association, and every Institution or Society in Ireland which shall be entitled to the benefit of this Act, as hereinafter mentioned,

shall be wholly free and exempt from the control and interference of the said Loan Fund Board.

And be it Enacted, That every Institution or Society of persons which now is or hereafter shall be instituted or associated together in Ireland, by or in connexion with the said London Charitable Association commonly called the Irish Reproductive Loan Fund Institution, for the purpose of making charitable loans of money, or for providing, by way of loan, implements of labour, or raw materials for manufacture, or goods to be used or employed in any trade, and receiving back payment for the same by instalments, with the legal interest due 10 thereon, reinvesting the capital of the said Societies, and the interest thereof, for the like purposes, and only deducting therefrom so much as shall be required to be retained for the payment of the necessary expenses attending the management of such Institutions, according to such rules, orders and regulations as have been or shall be agreed to 15 for such purpose, but deriving no benefit whatever from such capital, or the interest thereof, either to the persons composing any such Society in Ireland, or to the persons composing the said London Charitable Association called the Irish Reproductive Loan Fund Institution, or any of them, shall, after enrollment of the rules of such 20 Societies or Institutions in the manner hereinafter mentioned, or if such rules are or have been already enrolled in the manner hereinafter mentioned, then from and immediately after the passing of this Act, be entitled to the benefit of the provisions in this Act contained.

Provided always, and be it Enacted, That no Society or Institution 25 shall be entitled to the benefit of this Act which shall at any time be or have been enrolled under the provisions of the aforesaid Act of the sixth and seventh years of the reign of his late Majesty King WILLIAM the Fourth, or which shall not at the time of claiming such benefit be actually in connexion with the said London Charitable Association called the Irish Reproductive Loan Fund Institution.

Provided also, and be it Enacted, That no such Loan Society or Institution as aforesaid shall have the benefit of this Act, unless the rules, orders and regulations for the management thereof are or shall be entered in a book or books kept or to be kept by an officer of such 35 Society or Institution, appointed or to be appointed for that purpose, and which book or books shall be open at all seasonable times for the inspection of the persons receiving assistance from such Society or Institution, and unless such rules and regulations have been or shall be fairly transcribed on parchment, and unless such transcript has 40+ been or shall be deposited with the Clerk of the Peace for the county, county of a city, or county of a town or place wherein such Society or Institution is or shall be established; and every such transcript to
