SWEATING: That this Conference is of opinion, in view of the great amount of sweating that is carried on in the clothing trade, principally by the giving out of work to be done in the homes of the people, and also because such work is done at all hours of the day and night, in many cases by children before and after school hours and by workpeople who have worked full hours in the factory allowed by the Factory Acts, that such conditions should be abolished, and instructs the Labour Party to introduce such amendments of the Factory Acts as will carry out the foregoing intention.

UNEMPLOYMENT: That this Conference reasserts its statement that unemployment is due to the private ownership of land and capital; asserts that this is the most important question for the Labour Party; and declares the necessity for immediately giving powers to all local elected authorities to acquire land and engage in any trades or industries which such authorities shall deem desirable; urges the necessity of compelling all local authorities to register and organise all the unemployed in their district; and to provide work for as many unemployed men as possible, by reducing the hours of labour of their employees to a maximum of 48 hours per week. This Conference further calls upon the Government at once to amend the existing Unemployed Workmen Act to such an extent as to provide useful and remunerative work for unemployed men, and to make sufficient grants from the Imperial Exchequer to local authorities to enable them to give employment to all citizens in need of it.

GOVERNMENT WORKERS: This Conference reaffirms the principle that the Government should pay the Trade Union rate of wages to all its employees, with a minimum rate of 30s. for a 48 hour week to all adult Government workers in the London District, and requests the members of the Labour Party in Parliament to take the necessary steps to raise the question by a motion in the next Session of the House of Commons.

POST OFFICE SERVANTS: ... That it be an instruction to the Executive to demand of the Government the removal of all restrictions to the full and free exercise of civil and citizen rights by Post Office servants.

4. Extract from the Resolutions of the Second National Conference on Temporary Emigration, held at Milan on 13th January, 1907.

"The Conference trusts that, by means of suitable international labour Treaties, equality of treatment in the application of social laws may be assured to emigrants from this country, and profitable employment and security of wages guaranteed to them; on the other hand, the Conference urgently desires the amendment of the law regulating emigration in the following sense :

(1) The work of the Emigration Commission to be made more effective by granting it greater independence, and affiliating to it all subdivisions of the emigration department, including the supervision of transport by sea, and thus forming an Institute to be attached to the Ministry of Agriculture, Industry and Commerce, until the much-desired creation of a Ministry of Labour. A special section of the Institute should be devoted to Continental emigration, liberal provision being made for receiving the representations of workmen's organisations and institutions for the protection of emigrants, on any questions under consideration.

(2) [Abolition of consular emigration officers. The number of emigration officers to be increased from 4 to 15.]

(3) [Requirement of certain guarantees on the part of foreign employers; written contracts.]

(4) [State action to be supplemented by the recognised co-operation of workmen's organisations and private initiative.]

II. LABOUR LEGISLATION FOR PARTICULAR TRADES

Office Employees.

Extract from the Petition addressed by the League of German Office Employees (Leipzig) to the Federal Council, desiring the same rights for all office employees as for other private employees, the regulation by law of such rights, and the establishment of bodies recognised by law to represent the interests of office employees. March 18th, 1907.

From the nature of the case, existing conditions can only be altered by State intervention. The unfavourable position in which office employees are placed as compared with commercial employees needs to be readjusted by giving office employees the same rights as commercial employees. In the opinion of the 3,500 members of the League of German Office Employees, matters could be so adjusted by the fulfilment of certain demands, the main points of which are as follows :-

I. Extension of the investigations of the Labour Statistics Committee to office employees.

II. All office employees to be given equal rights, and placed in the same position as other employees.

III. The introduction of social legislation affecting office employees, the following points being absolutely essential :

(1) introduction of the same terms of notice as are prescribed for commercial employees;

(2) payment of salaries for at least six weeks during illness and prohibition of deductions from salaries;

(3) extension of the jurisdiction of industrial or commercial courts to office employees whose salaries do not exceed 5,000 Mk. per

annum ;

(4) extension of social legislation to all office employees;

(5) establishment of labour councils and other bodies to represent the interests of office employees.

III. EMPLOYERS' LIABILITY AND INSURANCE

Resolutions passed at the Seventh Annual Conference of the British Labour Party, held at Belfast, 24th to 26th January, 1907.

OLD AGE PENSIONS: That this Conference declares in favour of Old Age Pensions on a universal plan, and asks the Labour Party in Parliament to press the matter to a solution in the coming Session.

WORKMEN'S COMPENSATION AND STATE INSURANCE: In order that the benefits of the Workmen's Compensation Act may be in no instance illusive, this Conference urges that pressure be brought to bear on the Government to amend the Act by the embodiment of the principle of compulsory State insurance.

2. Resolution of the Conference of the National Independent Order of Oddfellows, held at Leeds, 24th May, 1907.

A resolution was passed urging the necessity of dealing with the question of Old Age Pensions, and desiring the Government to provide for all the deserving poor over 65 a pension of not less than 5s. a week, the cost to be borne by the national Exchequer.
