I. Labour Legislation of General Application.

1. From the resolutions passed by the Congress of the Italian Commercial Union, held at Turin on October 27th, 28th and 29th, 1907.

The Congress resolves to approach His Excellency the Minister of Agriculture with a request that the regulations, which are to supplement the Act of July 7th, 1907, dealing with the weekly period of rest, shall settle the following points, so that all possible points of contention may be avoided from the .outset :

(1) Which are the industries of public utility, mentioned in §4 (12); an exact list to be drawn up.

(2) Which are the industries carried on in the open air, dealt with in §5; an exact list to be drawn up.

(3) That the compensating hours of rest, in accordance with §9 (a) and (c), may be given, as preferred, immediately after those begun on a Sunday, or on any other day of the week, and these compensating hours of rest shall in every case begin at midnight and last till the following midday, or else begin and end at midnight.

(4) That firms having sale departments in connection with productive departments shall be regulated, as far as their productive activity is concerned, by the provisions of the Act dealing with the branch of industry to which they belong; and as regards the sale departments, by the regulations laid down for that particular branch of commerce, so that, for
