The Lieutenant-Governor in Council may authorize the formation for the Province of an association, having for Province may be formed. its object to promote improvement in the manufacture of butter and cheese and of all things connected therewith, under the name of the "Dairy Association of the Province of Quebec." 45 V., c. 66, s. 1. No deeds, contracts, documents or writings shall be deemed to be binding upon the Department or held or be the acts of the Commissioner, unless signed by him or his assistant and countersigned by the secretary. 50 V., c. 7, s. 8. 1757.
