"(2) Any person neglecting or violating any of the provisions of this section shall be guilty of an offence and liable on summary conviction thereof to a fine of not less than $50 and not more than $100 or to imprisonment for a term not exceeding three months.

"(3) On receipt of any report mentioned in subsection (1) of this section the minister shall cause a full investigation to be made as to the cause and circumstances of such explosion."

11. Clause (1) of section 23 is amended by striking out all the words in the said clause after the words "at all times" where they appear in the third line thereof.

12. Sections 24 and 25 are repealed and the following sections are substituted therefor:

"24. Inspectors shall rate the working pressure of all boilers in accordance with the formulae set forth in the regulations of the department taking into account the workmanship of the boiler, the material of which it is constructed and its condition at the time of inspection.

"25. The hydrostatic test pressure to which a boiler may be subjected at the time of the inspection shall be in the ratio of one hundred and fifty pounds hydrostatic test pressure to one hundred pounds working pressure as determined by the preceding section."

13. Section 27 is amended by adding thereto the following proviso:

"Provided that heating boilers not exceeding forty horse power and carrying not more than fifteen pounds steam pressure may be operated by any person without a certificate of qualification."

14. Section 29 is amended by inserting between the words "boilers" and "or" in the eighth line thereof the words "and that he has sufficient knowledge of the theory and practice of operating a steam boiler."

15. The said section 29 is also amended by adding thereto the following as subsection (5):

"(5) A fireman's certificate may be issued to any person who satisfies an inspector that he has sufficient knowledge and experience to operate heating boilers on payment of a fee of $2 which certificate shall entitle the holder to operate heating boilers exceeding 40 horse power but working at a pressure not exceeding 15 pounds per square inch for a period of one year from the date of issue."

16. Section 33 is amended by adding thereto the following as subsection (3) thereof:

"(3) When a candidate for a third class engineer's certificate is illiterate or fails to understand the English language the inspector may supplement the written examination by an oral examination and may allow the candidate for his answers not more than 20 per cent. of the maximum number of marks obtainable on the examination paper written on by the candidate."

An Act to amend Certain Acts respecting the Guarantee of Certain Securities of the Canadian Northern Railway Company.

HIS Majesty by and with the advice and consent of the

Legislative Assembly of Saskatchewan enacts as follows:

1. Section 1 of chapter 9 of the Statutes of 1912 is hereby amended by striking out the figures "1912" in the last line thereof and substituting therefor the figures "1913."

2. Section 6 of chapter 4 of the Statutes of 1909 is hereby amended by striking out the figures "1912" in the fifth line thereof and substituting therefor the figures "1913."

An Act to amend certain Acts respecting the Guarantee of certain Securities of the Grand Trunk Pacific Branch Lines Company.

IS Majesty by and with the advice and consent of the
Legislative Assembly of Saskatchewan enacts as follows:

1. Section 1 of chapter 12 of the Statutes of 1912 is hereby amended by striking out the figures "1912" in the last line thereof and substituting therefor the figures "1913."

2. Section 6 of chapter 5 of the Statutes of 1909 is hereby amended by striking out the figures "1912" in the fifth line thereof and substituting therefor the figures "1913.” ·

CHAPTER 13

An Act respecting Certain Aid towards the Construc-
tion of Terminals of the Grand Trunk Pacific
Branch Lines Company and the Grand Trunk
Pacific Saskatchewan Railway Company.

IS Majesty by and with the advice and consent of the
Legislative Assembly of Saskatchewan enacts as follows:

1. In this Act the expression "company" means the Grand Interpretation Trunk Pacific Branch Lines Company or the Grand Trunk Pacific Saskatchewan Railway Company, as the case may be, having authority to own and construct the terminals; and the "Terminals" expression "terminal" or "terminals" means the lands, easements in lands, facilities and appurtenances now or hereafter owned or acquired by the company by leasehold or otherwise, for railway terminal purposes, and more specifically referred to in the schedule hereto.
