transfer the said land to the said government for the sum of one dollar ($1.00) for the purpose of an interior terminal elevator; and

Whereas it is expedient to grant the prayer of the said petition:

Now therefore his Majesty by and with the advice and consent of the Legislative Assembly of Saskatchewan enacts as follows:

1. The said agreement as contained in the said option given by the said city on the twenty-eighth day of July, 1913, and acceptance by the said government by letter dated the seventeenth day of September, 1913, for the purchase by the said government for the sum of one dollar ($1.00) free from all incumbrances, of all that certain parcel of land situate, lying and being in section twenty-five (25) township thirty-six (36) range six (6) west of the third principal meridian in the Province of Saskatchewan, and being composed of all that portion of the south-west quarter of section twenty-five (25) township thirty-six (36) range six (6) aforesaid, lying south of the right of way of the Canadian Pacific Railway comprising forty-five acres more or less for the purpose of an interior terminal elevator, is hereby ratified, confirmed and validated and the parties thereto are hereby authorised to carry out the provisions thereof; and the said city shall be deemed to have had power to enter into the said agreement notwithstanding anything contained in The City Act.

2. The said city is hereby authorised to transfer the said land to the said government, for the sum of one dollar ($1.00); and the said city shall be deemed to have power to transfer the said land to the said government notwithstanding anything contained in The City Act.

CHAPTER 90

An Act to confirm Bylaws Nos. 563 and 573 of the City of Saskatoon.

[Assented to December 4, 1913.]

HEREAS the city of Saskatoon has by its petition represented that bylaw No. 563 of the said city was passed on the fourth day of October, 1912, for the creation of a debt of five hundred and seventy thousand, one hundred and sixty-six pounds, eleven shillings and tenpence (£570,166 11s. 10d.) sterling by the issue of registered stock to be called "City of Saskatoon Consolidated Stock," such debt bearing interest at the rate of 42 per cent. per annum; and

Whereas by bylaw No. 573 of the said city passed upon the fifth day of November, 1912, it is provided that the debt created by bylaw No. 563 shall bear interest at the rate of 5 per cent. per annum; and

Whereas bylaw No. 573 was not submitted to the burgesses of the said city of Saskatoon for their assent; and

Whereas doubts have arisen as to the validity of the said bylaws Nos. 573 and 563 as amended thereby and it is expedient to validate and confirm such bylaws; and

Whereas the corporation of the city of Saskatoon has by its petition prayed that an Act may be passed for the purpose aforesaid; and it is expedient to grant the prayer of the said petition:

Therefore his Majesty by and with the advice and consent of the Legislative Assembly of Saskatchewan enacts as follows:

1. Bylaw No. 563 of the city of Saskatoon as amended by bylaw No. 573 of the said city, and the said bylaw No. 573 are hereby declared to be valid and binding and to have been valid and binding upon the said city and upon the ratepayers thereof and upon all persons and properties whom the said bylaws purport to affect, as and from the date of the final passing of the said bylaw No. 573, anything in any Act or law to the contrary notwithstanding.

2. Stock certificates issued or which may hereafter be issued under the authority of the said bylaw No. 563 as amended by bylaw No. 573 are hereby declared to be valid and binding upon the city and upon the property held for the rates imposed by or under the authority of the said bylaw and the legality of such stock certificates shall not be open to question in any court.

CHAPTER 91

An Act to confirm Bylaw No. 675 of the City of Saskatoon.

HEREAS the city of Saskatoon has by its petition. represented that bylaw No. 675 was passed on the twenty-eighth day of April, 1913, for the creation of a debt of one hundred and sixty-one thousand and ninety-eight pounds, three shillings and threepence (£161,098 3s. 3d.) sterling by the issue of registered stock, to be called "City of Saskatoon Consolidated Stock," such debt bearing interest at the rate of 5 per cent. per annum; and

Whereas one of the debts consolidated by the said bylaw No. 675 is a debt created by bylaw No. 565 being "A bylaw to raise by way of loan on debentures the sum of $2,011.05 for the construction of certain concrete sidewalks in the City of Saskatoon as a local improvement"; and

Whereas the stock to be issued under the said consolidating bylaw No. 675 is to bear interest at the rate of 5 per cent. per annum, whereas the debentures to be issued under bylaw No. 565 are to bear interest at the rate of 42 per cent. per annum; and

Whereas doubts have arisen as to the validity of the said bylaw No. 675 and it is expedient to remove the same; and

Whereas the corporation of the city of Saskatoon has by its petition prayed that an Act be passed for the purpose aforesaid, validating and confirming the said bylaw No. 675:

Therefore His Majesty by and with the advice and consent of the Legislative Assembly of Saskatchewan enacts as follows:

1. Bylaw No. 675 of the city of Saskatoon being "A bylaw of the city of Saskatoon to create a debt of one hundred and sixty-one thousand and ninety-eight pounds, three shilling and threepence (£161,098 3s. 3d.) sterling by the issue of registered stock to be called 'City of Saskatoon Consolidated Stock' " is hereby declared to be valid and binding and to have been valid and binding upon the said corporation and upon the ratepayers thereof and upon all persons and properties which the said bylaw purports to affect, as and from the date of the final passing of the said bylaw No. 675, anything in any Act or law to the contrary notwithstanding.

CHAPTER 92

An Act to validate Certain Bylaws of the City of

Saskatoon.

[Assented to December 19, 1913.]

HEREAS the municipal council of the city of Saskatoon passed bylaws for raising the money required for the construction of certain local improvements in the said city, particulars whereof, including the numbers, the dates of passing and the amounts are as follows:

And whereas the cost of the works executed under certain of the above bylaws exceeded the amounts therein provided and there were over expenditures thereupon as follows:

Pavements under bylaws Nos. 540 and 555... $61,305.97 Sidewalks under bylaws Nos. 541 and 565..

Sewers under bylaw No. 556 . . .

Water mains under bylaw No. 557..

And whereas all of the above bylaws provided for the issue of debentures bearing interest at the rate of four and one-half (42) per cent. per annum;

And whereas by bylaws Nos. 563, 573 and 675 of the city of Saskatoon provision was made for the issue of registered stock in place of the debentures authorised by the above bylaws, such stock to bear interest at the rate of five (5) per cent. per annum;

And whereas certain bylaws have been passed for the purpose of making new assessments to realise the moneys required to pay for the over expenditures above mentioned, and also to provide the additional one-half of one per cent. interest on the debts created by the various bylaws first above set out, such bylaws being numbered and dated as follows:

And whereas doubts have arisen as to the validity of the said last mentioned bylaws;

And whereas the city of Saskatoon has by its petition requested that the said bylaws may be validated and confirmed and it is expedient to grant the prayer of the said petition:

Now therefore his Majesty by and with the advice and consent of the Legislative Assembly of Saskatchewan enacts as follows:

1. Bylaws numbers 733, 734, 735, 736, 737, 738, 739 and 740 of the city of Saskatoon, and each of such bylaws, are hereby declared to be valid and binding and to have been valid and binding upon the corporation of the said city of Saskatoon and upon the ratepayers thereof and upon all persons and properties whom the said bylaws purport to affect as and from the dates of the final passing of the said bylaws, any Act or law to the contrary notwithstanding.

2. All assessments made or to be made in conformity with the provisions of the said bylaws numbers 733, 734, 735, 736, 737, 738, 739 and 740, or any of them, are hereby ratified and confirmed; and the moneys payable thereunder are hereby declared to form a lien upon the lands chargeable therewith and may be levied and collected in like manner as local improvement rates and taxes are recoverable under the provisions of The City Act.
