THE visit of the KING to Ireland once more recalls the fact that, by the provisions of an Irish statute of the thirty-third year of HENRY VIII.'s reign, the King of England is ipso facto King of Ireland (33 Hen. 8, Ireland, c. 1). The various statutes altering the succession of the Crown in England at and after the Revolution were not re-enacted in Ireland. When the English Parliament disposed of the English Crown, it likewise disposed of the Irish Crown. O'CONNELL declared that the principle of the law was that whoever is King de facto in England is King de jure in Ireland. Mr. BUTT said that "O'CONNELL'S language, though strong, was scarcely exaggerated," and that "this much, at least, is unquestionable, that, if by any legitimate authority a right was acquired to the Crown of England, the person who became King of England was de jure King of Ireland." By the presence of the KING in Ireland the power and authority of the LORD-LIEUTENANT of IRELAND are ipso facto suspended, to be revived immediately on the KING's departure from Ireland.

A KING never visited Ireland during the period of Irish Parliamentary independence; but the effect of a King in Ireland on the procedure of Irish legislation, in the method of giving the Royal Assent to Bills passed by both Houses of the Irish Parliament, was thus described in the Irish House of Commons in 1789 by the Attorney
