PREFACE.

THE thirteenth edition of the General Railway Acts was published in 1874, and contained all the general Statutes for the Regulation of Railways in England and Ireland in force at the close of 37 & 38 Vict., Session 1874, and included the Companies, Lands, and Railways Clauses Consolidation Acts, with all the amending enactments complete.

In Sessions 1875 to 1883 thirty Statutes were passed, in whole or in part affecting railways in England and Ireland. If these Statutes had been annually incorporated in the volume published in 1874 it would have necessitated the publication of new editions which would have superseded the thirteenth edition, so that all the volumes since purchased would have been imperfect and the purchase of a copy of the new edition would have in most cases been necessary,

To avoid the necessity of the too frequent publication of new editions, it has been decided, in cases similar to the present, to issue a supplement to the previous edition, containing the new enactments, the purchase of which will on the present occasion complete the Statutes affecting railways in England and Ireland to the close of Session 1883.

38 Vict. Cap. 17. An Act to amend the law with respect to manufacturing, keeping, selling, carrying or importing gunpowder, nitro-glycerine and other explosive substances.

33. The following general rules shall be observed General with respect to the packing of gunpowder for con- rules as to veyance: 1. The gunpowder, if not exceeding five pounds in for conamount, shall be contained in a substantial veyance. case, bag, canister, or other receptacle, made and closed so as to prevent the gunpowder from escaping; and

2. The gunpowder, if exceeding five pounds in amount, shall be contained either in a single package or a double package. A single package shall be a box, barrel, or case of such strength, construction, and character as may be for the time being approved by the Government inspector as being of such strength, construction, and character that it will not be broken or accidentally opened, or become defective or insecure whilst being conveyed, and will not allow the gunpowder to escape. If the gunpowder is packed in a double package the inner package shall be a substantial case, bag, canister, or other receptacle made and closed so as to prevent the gunpowder from escaping, and the outer package shall be a box, barrel, or case of wood or metal or other solid material, and shall be of such strength, construction, and character that it will not be broken or accidentally opened, or become defective or insecure whilst being conveyed, and will not allow the gunpowder to escape; and

3. The interior of every package, whether single or double, shall be kept free from grit and otherwise clean; and
