2. In municipalities in which "The Manhood Suffrage Registration Act" is not in force, the assessor, in addition to all names which he is now required to enter on his roll, shall place on the assessment roll as qualified to be a voter under The Manitoba Election Act" and amendments, the name of every male person of the full age of twenty-one years, not disqualified or incompetent to vote at elections for the Legislative Assembly of Manitoba, and subjects of Her Majesty by birth or naturalization, who delivers or causes to be delivered to the assessor an affidavit signed by such person in one of the forms in Schedule B appended hereto, or to the effect therein set forth, if the facts stated are such as entitle such person to be placed thereon, and the affidavit may be made before any assessor or Justice of the Peace, commissioner for taking affidavits or notary public; and every such officer shall, upon request, administer an oath to any person wishing to make the affidavit without payment of any fee.

Provided that such person has resided continuously in the Province of Manitoba for at least one year next preceding the time fixed by Statute (or by a by-law authorized by Statute) for beginning to make the assessment roll in which he is entitled to be entered as a person qualified to vote; and provided that such person was in good faith at the time fixed as aforesaid for beginning to make the said roll, and still is a resident of and domiciled in the municipality on the roll of which he desires to be entered, and has resided continuously in the said municipality, or in the Electoral Division of which the said municipality forms a part, for a period of at least three months immediately preceding the time fixed as aforesaid for beginning to make such roll.

And provided that such person, if of foreign birth, is not foreign birth. incompetent to vote at an election for the Legislative Assembly by reason of lack of the educational or residential qualification required by section 14 of "The Manitoba Election Act" as amended at the present session of this Legislature.

3. 4. CHAPTER 35.

An Act to amend "The Assessment Act."

[Assented to July 5th, 1900.]

ER MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of Manitoba, enacts as follows:

1. Paragraph (n) of section 3 of Chapter 101 of the Revised Statutes of Manitoba is hereby repealed and the following substituted therefor::

(n) Buildings, commonly called churches, erected and used for the regular stated places of worship of any religious denomination and the land in connection therewith not exceeding two acres in extent.

2. Section 42 of said Chapter 101 is hereby amended by adding thereto the following sub-sections:

Personalty in 42a. Except as hereinafter mentioned no personal estate or personal property within the City of Brandon shall be liable from taxation. to taxation under this Act, or shall be assessed by the Assessor of the said city for taxation purposes.

As to the City of Brandon the Council shall impose and levy by by-law a tax to be called the "business tax on all trades, manufactures, financial or commercial institutions, premises occupied as warehouses or storehouses, occupations, arts, professions or means of profit or livelihood carried on, exercised or operated by any person or persons in the city, provided that such business tax does not exceed 12 per cent. of the annual rental value of the premises in which such trades, manufactures, financial and commercial institutions, occupations, arts, professions or means of profit or livelihood are respectively carried on; and all persons, companies or corparations engaged in or carrying on such trades, manufac
