CHAPTER 2.

An Act to further amend "An Act respecting
Agricultural Societies."

ER MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of Manitoba, enacts as follows:

1. Section 26 of Chapter 2 of the Act passed in the 55th year of Her Majesty's reign, being "The Agricultural Societies Act," is hereby further amended by adding thereto the following sub-section:

(f) From and after the year one thousand nine hundred withheld from the sum of fifty dollars of the grant or apportionment prodoing institute vided to be paid to each society under the provisions of this section shall be withheld by the Minister from those societies not engaging in Farmers Institute work within the meaning and interpretation of such rules and regulations governing such institutes as may from time to time be framed and adopted by the Lieutenant-Governor-in-Council.

FARMERS' INSTITUTES.

2. The formation of Farmers' Institutes, other than Agricultural Societies for the purpose of disseminating information in regard to agriculture, shall be permitted under said Chapter 2 of 55 Victoria and any amending Act or Acts, and the Lieutenant-Governor-in-Council may, upon the recommendation of the Minister or the Acting-Minister of Agriculture and Immigration, make and adopt rules and regulations for the general guidance and direction of such institutes.

3. Every such Farmers' Institute shall be entitled to receive a grant not to exceed fifty cents for each paid-up member of an institute up to one hundred members out of the grant to Agricultural Societies and Farmers' Institute work.

CHAPTER 3.

An Act to amend "The Assignments Act."

[Assented to July 5th, 1900.]

ER MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of Manitoba, enacts as follows:

1. Section 33 of Cap. 7 of the Revised Statutes of Manitoba, being The Assignments Act," is hereby amended by adding thereto the following sub-section :

(2) If such transaction with or for a creditor has the effect of preference of giving that creditor a preference over other creditors of the notwithstand debtor or over one or more of them it shall in and with respect to any action or proceeding which within sixty days thereafter is brought, had or taken to impeach or set aside such transaction or if the debtor within the same period after the transaction makes an assignment for the benefit of his creditors be presumed prima facie to have been made with the intent aforesaid and to be a preference within the meaning of this section and no pressure on the part of the creditor will be sufficient to support the transaction or to rebut the presumption of preference.

CHAPTER 4.

An Act respecting a certain Agreement between the Government of Manitoba and the

Canadian Northern Railway

Company.

[Assented to July 5th, 1900.]

HEREAS the Canadian Northern Railway Company is
authorized to construct the line of railway in the

Schedule to this Act mentioned;

AND WHEREAS the Government of Manitoba agreed by and Agreement under the agreement in the Schedule to this Act set forth Company and upon the terms and conditions therein mentioned, to aid and recited. assist the construction of a line of railway from a point on the said Company's line of railway as then constructed at or near the Village of Dauphin and proceeding in a westerly direction through the Gilbert Plains, not exceeding twenty-eight miles, by guaranteeing the principal and interest of the first mortgage bonds of the Company to the amount of eight thousand dollars ($8,000.00) per mile of such railway, bearing interest at four per centum per annum, payable half-yearly for a term of thirty years from the date of the issue of such bonds and by exempting the said Company, its property and franchises, so far as the same might be connected with the railway thereby aided, from all taxation during the period of such guarantee;

AND WHEREAS the said agreement was entered into subject to the approval and ratification of the Legislative Assembly of the Province of Manitoba, and it is expedient to provide for carrying the said agreement into effect,

THEREFORE Her Majesty, by and with the advice and consent of the Legislative Assembly of the Province of Manitoba, enacts as follows:

Her Majesty the Queen, hereinafter called the Government and herein represented and acting by The Honourable Thomas Greenway, Railway Commissioner for the Province of Manitoba,

AND

Of the First Part,

The Canadian Northern Railway Company, hereinafter called
the Company,
Of the Second Part,

AND

William Mackenzie, of the City of Toronto, in the Province of
Ontario; Donald D. Mann, of the City of Montreal, in the
Province of Quebec, and Roderick J. Mackenzie, of the
said City of Toronto, hereinafter called the Contractors,
Of the Third Part.

WHEREAS the Company have the right under their Act of Incorporation and Acts amending the same to construct the railway in the Province of Manitoba hereinafter referred to,

AND WHEREAS the Government of the Province of Manitoba deems it expedient and in the interest of the territory affected that a line of railway should be constructed as hereinafter mentioned, and in order to aid the Company in such construction the Government has agreed, subject to the terms hereof, to guarantee the payment of bonds of the Company and interest thereon,

AND WHEREAS the Company has assigned, transferred and directed delivery over to the Contractors of the said bonds to be guaranteed by the Government, and this agreement is made in order to declare the rights and position of the parties in the premises,
