Second Schedule.

FORM OF COMPULSORY ORDER (SCOTLAND) UNEMPLOYMENT (RELIEF WORKS) ACT, 1920.

The*

hereby make the following order :

1. For the purposes of the Unemployment (Relief Works) Act, 1920, which, as extended by the Expiring Laws Continuance Act [1924], is hereinafter referred to as "the Act of 1920," the provisions of the Lands Clauses Acts with respect to the purchase and taking of land otherwise than by agreement are, subject to the terms of the Act of 1920, and of the enactments applied thereby, and of this Order, hereby put in force as respects the purchase by the* of the lands

described in the Schedule hereto.

2. Subject to the necessary adaptations, and to the provisions of Section 89 of the Housing (Scotland) Act 1925 which relate to entry on land acquired for the purposes of Part III of that Act, and to the provisions of the Third Schedule to that Act, and of Section 1 of the Act of 1920, the following enactments, namely: —

(a) The Lands Clauses Acts (except Section 120 of the Lands Clauses Consolidation (Scotland) Act, 1845) as modified by the Acquisition of Land (Assessment of Compensation) Act, 1919, and

(b) Sections 70 to 78 of the Railways Clauses Consolidation (Scotland) Act, 1845.

are hereby incorporated with and shall apply for the purposes of this Order.

3. This Order shall come into operation on the date of its confirmation by the Minister of Transport.

1925, No. 618.

POLICE, ENGLAND AND WALES.

THE POLICE REGULATIONS OF JUNE 30, 1925, MADE BY THE SECRETARY OF STATE UNDER SECTION 4 OF THE POLICE. ACT, 1919 (9 & 10 GEO. 5. c. 36).

I, the Right Honourable Sir William Joynson-Hicks, Baronet, one of His Majesty's Principal Secretaries of State, in pursuance of the powers conferred on me by Section 4 of the Police Act, 1919, hereby make the following Regulations amending the Police Regulations (S.R. & O. 1920, No. 1484, as amended by 1922, No. 250, 1923, No. 327, 1924, No. 291, and 1925, No. 319). 1. The following Regulation shall be substituted for Regulation 90:

(1) As from 30th June, 1925, or the first weekly pay day thereafter, a deduction at the rate of 2 per cent. shall be made from the pay of every member of a police force, in addition to the rateable deductions under Section 19 of the Police Pensions Act, 1921.

(2) The deductions made in pursuance of this Regulation shall be paid or payable to a member of a police force who retires without a pension or gratuity and may be applied for the benefit of the wife and children of a member of a police force who is dismissed as though they were rateable deductions under Section 19 of the Police Pensions Act, 1921. 2. In the Discipline Code set out in the Appendix, the following alterations shall be made :

(i) In paragraph (4), the following shall be inserted at the end of the paragraph

(i) "neglects, or without good and sufficient cause omits, to carry out any instructions of a Medical Officer of the Force, or, while absent from duty on account of sickness, is guilty of any act or conduct calculated to retard his return to duty."

(ii) In paragraph (6) (f), the words "or of any County, City or Borough Council" shall be inserted after "Police Authority."

(iii) In paragraph (11), the words "or while off duty in uniform in a public place" shall be inserted after "duty."

(iv) In paragraph (17), the words "or if he connives at or is knowingly an accessory to any offence against discipline under this Code" shall be inserted at the end of the paragraph.

320. Representation of the People Acts, 1918 to 1922.

Instructions regarding the Autumn Register, 1925, for England and Wales and Scotland, and the Annual Register for Northern Ireland.

1. The qualifying period for the Autumn Register, 1925, in Great Britain ends on 15th June, 1925, and for the Annual Register in Northern Ireland, on 15th July, 1925. The new Register will come into force on 15th October, 1925 in Great Britain, and on 15th December, 1925 in Northern Ireland.

2. The basis of the new Register and Absent Voters Lists, so far as military voters are concerned, will be similar to that adopted for the preparation of the Spring Register, 1925, for England and Wales and Scotland, and of the Annual Register for Northern Ireland, 1924. This involves—

(a) the retention on the present Registers and Absent Voters Lists of the names of such persons as remain qualified, and

(b) the provision of facilities for all officers and soldiers who are not on the present Registers and Lists to secure the investigation of their claims with a view to their names being placed on the new Registers and Lists.

3. To give effect to para. 2 (b), any officer or soldier whose name is not on the present Registers and Absent Voters Lists, and who, having attained the age of 21 years on or before 15th June, 1925, in the case of England, Wales and Scotland, or 15th July, 1925, in the case of Northern Ireland, had joined the Army before that date, should, if he is able to furnish a qualifying address in Great Britain or Northern Ireland as the case may be, and considers himself thereby entitled to be registered, immediately notify that address to the Registration Officer of the constituency in which the address is, according to the procedure described in para. 4 below, forwarding his communication, if he is a soldier, through the officer i/c records. Applications should be made as quickly as possible, so as to be in time for inclusion in the Electors Lists before publication, but they must in no case reach the Registration Officer later than the date of the last day for claims shown in para. 6.

Os.C. units, hospitals, etc., will ensure that the foregoing instructions are brought to the notice of all officers and soldiers serving under their command, who should be encouraged to avail themselves of the privilege of being registered as parliamentary electors. They will see that every assistance is given to soldiers in tilling up applications for registration.

4. Attention is directed to the revised form of statement of qualification, A.F. B 222, as referred to in para. 4 of A.C.I. 287 of 1924. Application for registration in accordance with para. 3 above should be submitted on this revised form, and it should be carefully noted that form 2 of the declaration in Part III of A.F. B 222 must invariably be completed whether or not the applicant is already registered as a civilian in respect of the qualifying address given by him in the form of application. Applications on A.F. B 222 will invariably be countersigned by an officer, who should satisfy himself that the particulars are correctly and clearly recorded. Attention is directed to the Memorandum in Part I of the form.

Officers i/o records will verify applications on A.F. B 222, and, after preparing A.F. B 104-44, will forward the verified applications (excepting only those which relate to constituencies in Scotland) to the Registration Officers concerned. In the case of applications which cannot be verified they will make enquiry with a view to tracing the correct particulars of the applicants. In the case of Scottish constituencies, verified applications will be addressed to "C/o The RegistrarGeneral, Edinburgh," and not to individual Registration Officers, unless the name and address of the Registration Officer concerned is known. In the case of soldiers who are placed on the new register and whose names were not recorded on the previous register, notification of their registration will be sent to them by Registration Officers on the card R.P. 37 or R.P. 37A (see A.C.I. 218 of 1925), through officers i/c records. In this connection it should be noted that the information regarding registration and voting previously contained on that card (R.P. 37) has been considerably abbreviated, and fuller particulars are now embodied in the leaflet R.P. 125 (see para. 15).

5. In order to check their accuracy at the source, applications for registration will continue to be made through the appropriate officer i/c records (see paras. 3 and 4).

6. The following particulars of prescribed dates in connection with the Autumn Register, 1925, in England and Wales and Scotland, and the Annual Register, 1925, in Northern Ireland, are notified for information:

7. Attention is directed to the provisions of para. 6 of A.C.I. 287 of 1924, regarding the action which should be taken to avoid the dual registration of a military voter.

8. In the case of an ex-soldier who may re-enlist, it will be necessary that he should make application on A.F. B 222 in the manner prescribed above for registration as a parliamentary elector.

9. Attention is directed to A.C.I. 631 of 1920, regarding voting by proxy in the case of all military voters stationed out of Great Britain and Northern Ireland and regarding certain alterations in the dates of proceedings at by-elections, and also to A.C.I. 426 of 1921 regarding registration in respect of actual residence qualification and the position of military voters who are members of the Territorial Army, when carrying out annual training in camp.

10. In order that soldiers, registered as parliamentary electors, who have not appointed proxies and arrive from overseas during the progress of a General or by-election may have the opportunity of exercising their vote at home, it is necessary that information regarding their arrival at home should be transmitted by officers i/c records to the Registration Officers concerned, with the minimum of delay.

It has been arranged (see para. 1104, King's Regulations, 1923) that Staff Officers superintending disembarkation at home will forward to officers i/c records, on the day of disembarkation, nominal rolls of all soldiers who have disembarked. Where any such rolls are received during any election after the despatch to the Registration Officers of the usual lists or rolls containing the names and locations of soldiers, officers i/c records will, on the day of their receipt, transmit to the
