1. The possibility of the branch performing a data collect-
ing function to supply regional data on distribution
and consumption patterns, marketing channels, etc.,
which is needed so badly but for which no plans have
been made for attaining.

2. Mandatory inspection will have implications to the
marketing program and this should be studied in
some depth. The same philosophy should be extended
to Federal aid marketing programs.

3. In those areas where EDA and P.L. 88-309 programs
have significant marketing work underway, the Bu-
reau's programs should be reviewed in terms of
possible higher priorities for activities of other types
or of marketing activities in other locations.
4. The marketing program possibly needs more coordi-
nation with other activities in BCF. For example, this
program possibly could perform market testing of
FPC and irradiated fish products. The systems ap-
proach will help to correct these deficiencies.

In addition, the task force recommends that public relations be used as an instrument of policy, i.e., to further BCF policy implementation; and that public relations be used in an active rather than passive manner. A study should be made of the Bureau's entire communication (public relation activity with these considerations in mind).

MANAGEMENT ANALYSIS

Management analysis is of considerable importance and management analysts can be of much use to the Bureau management.

Management analysis skills are not now being used system-
atically in the Bureau. The task force recommends that
immediately following the completion of the organization
study, the management analysis group identify and present
a listing of management problems of the Bureau to the
director so that he can give the group some indication of
priority for action. It is further recommended that this
group identify management problems of branches and
divisions as soon as possible.

The Bureau is not now making maximum use of computer technology. It does not have an ADP plan and there is no policy relative to centralization versus decentralization of computer facilities. It does not have an adequate number of trained personnel to provide assistance in these matters. An ADP plan should be developed for the Bureau to include computer requirements for research, the statistics program, and administrative functions; provisions for implementing this plan should be provided in budget at the earliest possible date. The task force recommends the Bureau make much greater use of ADP for its internal administrative use. It is further recommended that the fiscal year 1970 budget have provisions for improving that application.

The task force recommends that the personnel management
aspect of the program be strengthened and particularly that
the career development program effort be built up by
employing a professional career development specialist
Recruitment mechanisms also needs strengthening.

It is further recommended that the supervisory development
program be reinstituted as soon as possible.
