The expression "Industrial Schools Acts"
means as regards England and Scotland
the Industrial Schools Act, 1866, and the
Acts amending the same.

30. In the application of this Act to Scot-
land, unless the context otherwise requires-

stituted for a Secretary of State:
The expression "local authority" means the
local authority for the purposes of section
two of the Employment of Children Act,
1903, as defined in subsection four of
section fourteen of that Act, and the pro-
visions of the said subsection shall apply

ABSTRACT OF THE ENACTMENTS.

1. Sanitary regulations as to vessels.
2. Short title.

An Act to enable Regulations to be made for carrying into effect conventions with respect to the prevention of danger arising to public health from vessels, and the prevention of the conveyance of infection by means of vessels. [15th August 1904.

BE it enacted by the King's most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:

1.-(1) The power of making regulations under the Public Health Act, 1896, and the enactments mentioned in that Act, shall include the power of making regulations authorising measures to be taken for the prevention of danger arising to public health from vessels arriving at any port, and for the prevention of the conveyance of infection by means of any vessel sailing from any port, so far as may be

necessary or expedient for the purpose of carrying out any treaty, convention, arrangement, or engagement with any foreign country, and the regulations may in particular provide for the recovery of any expenses incurred in disinfection and of any charges authorised to be made by the regulations for the purpose of those regulations or any services performed thereunder, and also for any powers and duties under the regulations being executed and performed by local authorities :

Provided that the regulations shall not be made except after consultation with the Board of Trade.

(2) In the application of this Act to Scotland, Part IV. of the Public Health (Scotland) Act, 60 & 61 Vict. 1897, shall be substituted for the Public c. 38. Health Act, 1896.

(3) This Act shall extend to the Isle of Man with the substitution of section eight of the Local Government Amendment Act (Isle of Man), 1897, for the Public Health Act, 1896.

2. This Act may be cited as the Public Short title. Health Act, 1904.

WE, Your Majesty's most dutiful and loyal
subjects, the Commons of the United King-
dom of Great Britain and Ireland in Parlia-
ment assembled, towards making good the
supply which we have cheerfully granted to
Your Majesty in this session of Parliament,
have resolved to grant unto Your Majesty the
sum herein-after mentioned; and do therefore
most humbly beseech Your Majesty that it
may be enacted; and be it enacted by the
King's most Excellent Majesty, by and with
the advice and consent of the Lords Spiritual
and Temporal, and Commons, in this present
Parliament assembled, and by the authority
of the same, as follows:-

Grants out of Consolidated Fund.

1. The Treasury may issue out of the Con73,083,1647 solidated Fund of the United Kingdom of Great Britain and Ireland, and apply towards dated Fund. making good the supply granted to His Majesty for the service of the year ending on the thirty-first day of March one thousand nine hundred and five, the sum of seventy-three

(2) The date of payment of any Treasury Bills issued under this section shall be a date not later than the thirty-first day of March nineteen hundred and five, and section six of the Treasury Bills Act, 1877 (which relates 40 & 41 Vict. to the renewal of bills), shall not apply with c. 2. respect to those bills.

(3) Any money borrowed otherwise than on Treasury Bills shall be repaid, with interest not exceeding five pounds per cent. per annum, out of the growing produce of the Consolidated Fund, at any period not later than the next succeeding quarter to that in which the money was borrowed.

(4) Any money borrowed under this section shall be placed to the credit of the account of the Exchequer, and shall form part of the said Consolidated Fund, and be available in any manner in which such Fund is available.

Appropriation of Grants.

3. All sums granted by this Act and the Appropriaother Act mentioned in Schedule (A.) annexed tion of sums to this Act out of the said Consolidated Fund supply ser

A.D. 1904. towards making good the supply granted to His Majesty, amounting, as appears by the said schedule, in the aggregate, to the sum of one hundred and sixteen million nine hundred and ten thousand five hundred and forty-one pounds are appropriated, and shall be deemed to have been appropriated as from the date of the passing of the Act mentioned in the said Schedule (A.), for the services and purposes expressed in Schedule (B.) annexed hereto.

The abstract of schedules and schedules annexed hereto, with the notes (if any) to such schedules, shall be deemed to be part of this Act in the same manner as if they had been contained in the body thereof.

In addition to the sums hereby granted out of the Consolidated Fund, there may be applied out of any money directed under section 51 & 55 Vict. two of the Public Accounts and Charges Act, 1891, to be applied as appropriations in aid of the grants for the services and purposes specified in Schedule (B.) annexed hereto, the sums respectively set forth in the last column of the said schedule.

It is enacted that the application of the said sums is hereby sanctioned.
