of which the province is authorized to guarantee the securities, which, but for the passing of this Act would have expired, is hereby extended until the thirty-first day of December, A.D. 1917.

CHAPTER 24.

An Act to amend The Town Act.

(Assented to April 5, 1917.)

HIS MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of Alberta, enacts as follows:

1. The Town Act, being chapter 2 of the Statutes of Alberta, 1911-12, is amended as follows:

1. Section 2, subsection 4: By adding thereto the following:

"(a) 'Owner' shall also mean and include the holder of any lease of any mineral rights from the Dominion of Canada."

2. Section 2, subsection 9: By adding thereto the following:

"And the interest of a holder of any lease of any mineral rights from the Dominion of Canada."

3. Section 2, subsection 19: By striking out the word "village" wherever the same occurs in said subsection and substituting therefor the word "town".

4. The above amendments to section 2 shall be read and construed and have effect as if originally contained in said Act.

5. Section 16: By adding thereto the following subsection:

"(2) If in any town the mayor or the number of councillors required by this Act is for any reason not elected, the Minister may appoint some person or persons to fill the vacancies caused thereby, and such person or persons so appointed shall have all the powers and authorities conferred by this Act on elected members of the council."

6. Section 79: By inserting after the word "upwards" where it occurs herein, the words "and the name of the wife, husband, son, or daughter of each person so assessed, provided such wife, husband, son or daughter, as the case may be, is a resident of the town and of the full age of twenty-one years".

7. Section 265a, subsection 2: By striking out all the words after the word "municipality" where it occurs in the third line thereof.

8. By inserting after section 265d thereof the following new section:

"265e. Where a business tax has been levied or where taxes have been levied on buildings and improvements the provision of this Act in regard to the enforcement of payment of taxes shall mutatis mutandis apply."

9. Section 268: By substituting the word "March" for the word "August" in the first line thereof.

10. Section 269: By substituting the word "March" for the word "May" in the second line thereof.

11. Section 283: By substituting the word "May" for the word "July" where it appears in said section.

12. Section 290: By substituting the word "May" for the word "July" where it appears in said section.

13. Section 293: By substituting the word "June" for the word "August" where it appears in clause 7 thereof.

14. Section 294: By substituting the word "May" for the word "July" where it appears in clause (b) of subsection 4 thereof.

15. Section 1 of the Statutes of 1915, chapter 16, is hereby repealed.

CHAPTER 25.

An Act to amend The Village Act.

(Assented to April 5, 1917.)

HIS MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of Alberta, enacts as follows:

1. The Village Act, being chapter 5 of the Statutes of Alberta, 1913 (First Session), is amended as follows:

1. Section 47, subsection 3: By adding thereto the following:

"(a) The returning officer shall upon demand give a ballot to the wife, husband, son or daughter of any person whose name appears on the assessment roll, provided such wife, husband, son or daughter, as the case may be, is a resident of the village and of the full age of twenty-one years."

2. Section 63, clause 42: By substituting the word "village" for the word "town" in the second line thereof. 3. Section 81a, subsection 2: By striking out all the words of said subsection after the word "municipality" in the third line thereof.

4. Section 113: By repealing subsection 1 thereof.

CHAPTER 26.

An Act to amend An Act respecting Rural Municipalities.

(Assented to April 5, 1917.)

IS MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of Alberta, enacts as follows:

1. The Rural Municipality Act, being chapter 3 of the Statutes of Alberta, 1911-12, is amended as follows:

1. Section 2, subsection 6, clause (b): By striking out the second paragraph thereof, and by striking out the figures "80" where they occur in the said clause, and substituting therefor the figures "40".

2. Section 2, subsection 15: By adding thereto the following:

"And the interest of a holder of any lease of grazing, hay or marsh lands, timber limit, or of any mineral rights from the Dominion of Canada.

3. Section 38, subsection 1: By adding thereto the following words: "or local improvement district".

4. Section 43: By adding thereto the following subsection: "(2) In case such order is made where there are school taxes outstanding, such taxes will become due and payable to the school districts in which the lands are situated in connection with which the taxes are outstanding in the same way as if they have been levied by such districts under the provisions of The School Assessment Ordinance, and the Minister shall by order make provision for the necessary returns showing all such taxes, and for an adjustment of all liabilities of such school districts."

5. Section 47: By striking out the words "the electors of the municipality have determined on the organization of such municipality", and substituting therefor the following: "Provided for by the order creating the municipality."

6. Section 49: By repealing said section and substituting therefor the following:

"49. The one-half of the candidates first nominated for councillors in the event of there being no poll, or the onehalf of the required number of councillors receiving the highest number of votes in the event of a poll being held, shall be declared elected for the term ending at the end of
