An Act to amend the "Mortgagees' Legal Costs Act." R.S.B.C. 1911,

IS MAJESTY, by and with the advice and consent of the Legislative Assembly of the Province of British Columbia, enacts as follows:

1. This Act may be cited as the "Mortgagees' Legal Costs Act Short title. Amendment Act, 1913."

2. Section 4 of the "Mortgagees' Legal Costs Act," being chapter Amends s. 4. 166 of the "Revised Statutes of British Columbia, 1911," is hereby amended by striking out all the words after the word "acts" in the twelfth line, and substituting therefor the words " and accordingly no such mortgage shall be redeemed except upon payment of such charges and remuneration."

An Act to amend the "Motor-traffic Regulation Act." R.S.B.C. 1911, c. 169.

IS MAJESTY, by and with the advice and consent of the
Legislative Assembly of the Province of British Columbia,

enacts as follows:

1. This Act may be cited as the "Motor-traffic Regulation Act Short title. Amendment Act, 1913."

2. Section 2 of the "Motor-traffic Regulation Act," being chapter Amends s. 2. 169 of the "Revised Statutes of British Columbia, 1911," is hereby amended by striking out all the words commencing with the word "Chauffeur," in the eleventh line, down to the end of said section, and adding to said section so amended the following three additional paragraphs or definitions:

"Chauffeur' means and shall include any person operating or

driving a motor as an employee or for hire:

"Chauffeur."

"Motor-cycle' means and shall include only motor-vehicles "Motor-cycle." having pedals and saddle with driver sitting astride:

"Vehicle' shall carry its usual and ordinary meaning, and "Vehicle."
shall not include railroad, street, or interurban railway
cars."

3. Subsection (d) of section 7 of said chapter 169 is hereby Amends subsec. (d), amended by inserting after the word "assign," in the second line of

said subsection, the words "and supply."

4. Section 8 of said chapter 169 is hereby amended by striking out Amends s. 8. the word "thirty" where it occurs in the third, ninth, and twenty

third lines thereof, and substituting therefor in each case the word

"sixty."

Subsection added to s. 8.

5. Said section 8 is hereby further amended by adding thereto, as subsection (3) thereof, the following:

"(3.) (a.) The Superintendent of Provincial Police shall cause to be delivered to each person giving a notice of entry of a foreign motor as prescribed in subsection (1) of this section a certificate in the following form:

"(b.) Every owner or person in possession of any motor registered under the provisions of this section shall exhibit the certificate of registration thereof when called upon so to do by any police constable."

6. Section 9 of said chapter 169 is hereby amended by striking out the word "thirty" where it occurs in the fifth line thereof, and substituting therefor the word "sixty."

7. Section 13 of said chapter 169 is hereby amended by adding thereto, as subsection (1) thereof, the following:

"(1.) The Superintendent of Provincial Police shall also issue and deliver to the applicant at the time of the issue of any licence under the provisions of this section or of section 7 of this Act, if the licence be in respect of a motor other than a motor-cycle, two number-plates for each motor, and if in respect of a motor-cycle, one numberplate, having thereon the licence number of such motor, the initials B.C.,' and the year of issue. Such number

plates shall be of a distinctly different colour for each
year, as may be determined by the Superintendent of
Provincial Police, and there shall be at all times a marked
contrast between the colour of the number-plate and that
of the numerals and letters thereon."

8. Section 14 of said chapter 169 is hereby repealed, and the Re-enacts s. 14. following is substituted therefor:

"14. Every owner of a motor and every person in possession or Licence fees control of a motor shall pay to the Superintendent of Provincial Police, or chief constable of Provincial police, or Government Agent, to whom he makes application for registration and licence, for transmission to the Minister of Finance and Agriculture, in respect of each and every such motor, other than a motor-cycle, a registration fee of ten dollars, and in addition thereto an annual licence fee of ten dollars; and in respect of each and every motor-cycle a registration fee of five dollars, and in addition thereto an annual licence fee of five dollars: Provided that where one person is owner and another person is in possession and control of the same motor, only one registration fee and one annual licence fee need be paid in respect of such motor: Provided also that when a motor in respect to which registration is sought is brought into the Province later than the month of March in any year, the licence fee to be payable and paid shall be computed in respect to motor-cycles at the rate of fifty cents per month, and in respect to any other motor at the rate of one dollar per month, for each month and portion of a month between the date of registration and the thirty-first day of December next ensuing remaining unexpired:

"(1.) Every fee or licence by this Act made payable may, by the said Minister, or by the Superintendent of Provincial Police, or by any Provincial police officer, or by any person by the Superintendent of Provincial Police in that behalf deputed, and in addition to any other lawful or possible mode of enforcement or recovery, be recovered in any Court of competent jurisdiction in the name of the said Minister, with costs of suit, as a debt due by the person who pursuant to the provisions of this Act should have paid such fee or licence. 1911, c. 36, s. 14.”

9. Section 15 of said chapter 169 is hereby amended by inserting Amends s. 15. after the word "dollars,” in the sixth line thereof, the words “in respect to each motor other than a motor-cycle, and the fee of five dollars in respect of each motor-cycle"; and by striking out the word "ten" and the figures "10" in the eighth line of the form set out in said section.

10. Section 18 of said chapter 169 is hereby amended by insert- Amends s. 18. ing after the word "Act," in the eighth line thereof, the following
