IN In consequence of the number of new rules promulgated since 1877, and the consequent amendment of the old rules, it has been deemed advisable to depart from the arrangement in the last Edition, and to republish all rules framed since 1864 in their exact chronological order, omitting those repealed. I have endeavoured, by means of cross-references, to make clear the position of each rule, and for greater facility in citation have assigned to the rules subsequent to Rule 215 consecutive numbers in brackets, preserving, however, the official date and number.
