panied by a minority report signed by Mr. J. G. O'Donoghue. The majority report was accepted by the company, but was not accepted by the employees concerned. As a result of further conferences between the parties an agreement was reached, effective regarding wages from Aug. 1, 1912, and hours, overtime rates, and other changes from Oct. 1, 1912. The threatened strike was thereby averted.

board and the Brotherhood
of Locomotive Engineers.
No further action by the de-
partment was necessary.
